Summary

Ford Motor Company (Ford) is recalling certain 2017-2019 Super Duty F-250, F-350, and F-450 trucks equipped with an electric tailgate latch release switch mounted in the tailgate handle. Water may enter the electrical wiring system and cause a short circuit, activating the switch and releasing the tailgate latches.

 

Remedy

Ford will notify owners, and dealers will modify the tailgate/frame wiring harnesses by adding jumper pigtails to isolate the tailgate release control circuits and will install a new tailgate handle release switch, free of charge. The recall is expected to begin January 20, 2020. Owners may contact Ford customer service at 1-866-436-7332. Ford’s number for this recall is 19S48.

REASON FOR THIS SUPPLEMENT

Updated with a Customer Information Sheet attachment to be provided to customers and a clarifying note indicating the tailgate is required to perform the complete repair but does not need to be installed on the vehicle.

REASON FOR THIS SAFETY RECALL

In all of the affected vehicles, water entry into the electrical system could cause the tailgate to unlatch and possibly open while the vehicle is being driven or is stationary. When the unintended tailgate opening occurs, there is a risk of damage to the tailgate and/or loss of cargo, with a resultant risk to traffic.

 

SERVICE ACTION

Before demonstrating or delivering any new in-stock vehicles involved in this recall, dealers are to modify the tailgate/frame wiring harnesses by adding jumper pigtails to isolate the tailgate release control circuits and install a new tailgate handle release switch. This service must be performed on all affected vehicles at no charge to the vehicle owner.

NOTE: The tailgate is required to perform the complete repair but does not need to be installed on the vehicle.

Customer Information Sheet: At the completion of this repair, dealership service management is to provide a copy of the “Customer Information Sheet” that is posted with this bulletin to the vehicle owner.

 

OWNER NOTIFICATION AND MAILING SCHEDULE

Owner letters are expected to be mailed the week of January 20, 2020. Dealers should repair any affected vehicles that arrive at their dealerships, whether or not the customer has received a letter.

PLEASE NOTE:

Federal law requires dealers to complete this recall service before a new vehicle is delivered to the buyer or lessee. Violation of this requirement by a dealer could result in a civil penalty of up to $21,000 per vehicle. Correct all vehicles in your new vehicle inventory before delivery.

 

SOLD VEHICLES

  • Ford has not issued instructions to stop selling/delivering or driving used vehicles under this safety recall. Owners should contact their dealer for an appointment to have their vehicles remedied as soon as practicable. Owners can continue to safely drive their vehicles.
  • Immediately contact any of your affected customers whose vehicles are not on your VIN list but are identified in OASIS. Give the customer a copy of the Owner Notification Letter (when available) and schedule a service date.
  • Correct other affected vehicles identified in OASIS which are brought to your dealership.
  • Dealers are to prioritize repairs of customer vehicles over repairs of new and used vehicle inventory.

 

STOCK VEHICLES

  • Correct all affected units in your new vehicle inventory before delivery.
  • Use OASIS to identify any affected vehicles in your used vehicle inventory.

 

DEALER-OPERATED RENTAL VEHICLES

OWNER REFUNDS  

  • This safety recall must still be performed, even if the owner has paid for a previous repair. Claiming a refund will not close the recall on the vehicle.
  • Ford Motor Company is offering a refund for owner-paid repairs covered by this recall if the repair was performed prior to the date indicated in the reimbursement plan, which is posted with this bulletin. Owners are directed to seek reimbursement through authorized dealers or, at their option, directly through Ford Motor Company at P.O. Box 6251, Dearborn, MI 481216251.
  • Dealers are also pre-approved to refund owner-paid emergency repairs that were performed away from an authorized servicing dealer after the end date specified in the reimbursement plan. Non-covered repairs, or those judged by Ford to be excessive, will not be reimbursed.
  • Refunds will only be provided for the cost associated with unintended tailgate opening issues.

OVERVIEW

In all of the affected vehicles, water entry into the electrical system could cause the tailgate to unlatch and possibly open while the vehicle is being driven or is stationary. When the unintended tailgate opening occurs, there is a risk of damage to the tailgate and/or loss of cargo, with a resultant risk to traffic. Before demonstrating or delivering any new in-stock vehicles involved in this recall, dealers are to modify the tailgate/frame wiring harnesses by adding jumper pigtails to isolate the tailgate release control circuits and install a new tailgate handle release switch. This service must be performed on all affected vehicles at no charge to the vehicle owner.

SERVICE PROCEDURE

1. Disconnect the negative battery cable(s) and position aside. Please follow the Workshop Manual (WSM) procedures in Section 414-01.

2. Using the vehicle spare tire rod, lower the spare tire and secure it out of the way using a ratchet strap or other similar device.

3. Position the vehicle on a hoist. Please follow the WSM procedures in Section 100-02.

4. Detach the wire harness push pin retainers located on the left hand (LH) side of the trailer hitch frame.

Disconnect inline connector C4003 and the rear parking aid camera connector (digital camera system connector shown, analog camera system connector similar). See Figure 1.

5. Blow dry both halves of C4003 with compressed air.

6. Measure 140 mm (5.5 in) from the back of the female end of C4003. See Figure 3.

NOTE: If a service pigtail was installed, it is possible that the wire colors will not match the figures below.

 

7. Remove the tape and convolute back 140 mm (5.5 in) from the back of the female end of C4003.
See Figure 4.

 

NOTE: If a service pigtail was installed, it is possible that the wire colors will not match the figures below.
The wires in cavity’s 1 and 2 will remain the affected wires.

 

8. Cut the Green-White (GN-WH) wire (cavity 1) 50 mm (1.9 in) from the back side of the C4003 female end. See Figure 5.

9. Cut the Brown-Yellow (BN-YE) wire (cavity 2) 50 mm (1.9 in) from the back side of the C4003 female end. See Figure 6.

10. Install a piece of dual wall heat shrink tube on the GN-WH and BN-YE wires making sure the end of the wire is located in the middle of the tube. Evenly heat up the heat shrink tube until the heat shrink tube sealant bubbles out of both ends. See Figure 7.

 

NOTE: Make sure the heat shrink sealant is bubbled out of both ends or the circuit is not sealed.

 

11. Strip 9.5 mm (3/8 in) of the GN-WH and BN-YE wire insulation on the female connector harness side. See Figure 8.

12. Strip 9.5 mm (3/8 in) of insulation from the GN-WH and BN-YE wires on the new jumper pigtail female connector end. See Figure 9.

13. Place a piece of dual wall heat shrink tube onto each GN-WH and BN-YE wires. Making a bend in the wires will prevent the heat shrink tubes from falling off. See Figure 10.

 

NOTE: Do not leave any stray strands of wire poking outwards as this may puncture the heat shrink tube when heated.

14. Install the female end of the new jumper pigtail to the corresponding wire colors of the female end of the vehicle harness by twisting the exposed wires together. See Figure 11.

15. Solder the twisted wires of the female connector. See Figure 12.

 

NOTE: Keep the heat shrink tubes away from the soldering iron.

 

16. Measure 140 mm (5.5 in) from the back of the male end of C4003. See Figure 13.

17. Remove and discard the wire harness push pin tie strap and remove the tape and convolute back 140 mm (5.5 in) from the back of the male end of C4003. See Figure 14.

18. Cut the GN-WH wire (cavity 1) 50 mm (1.9 in) from the back side of the C4003 male end.
See Figure 15.

19. Cut the BN-YE wire (cavity 2) 50 mm (1.9 in) from the back side of the C4003 male end.
See Figure 16.

20. Install a piece of dual wall heat shrink tube on the GN-WH and BN-YE wires making sure the end of the wire is located in the middle of the tube. Evenly heat up the heat shrink tube until the heat shrink tube sealant bubbles out of both ends. See Figure 17.

 

NOTE: Make sure the heat shrink sealant is bubbled out of both ends or the circuit is not sealed.

 

21. Strip 9.5 mm (3/8 in) of the GN-WH and BN-YE wire insulation on the male connector harness side.
See Figure 18.

22. Strip 9.5 mm (3/8 in) of insulation from the GN-WH and BN-YE wires on the new jumper pigtail male connector end. See Figure 19.

23. Place a piece of dual wall heat shrink tube onto each GN-WH and BN-YE wires. Making a bend in the wires will prevent the heat shrink tube from falling off. See Figure 20.

 

NOTE: Do not leave any stray strands of wire poking outwards as this may puncture the heat shrink tube when heated.

 

24. Install the male end of the new jumper pigtail to the corresponding wire colors of the male end of the vehicle harness by twisting the exposed wires together. See Figure 21.

25. Solder the twisted wires of the male connector. See Figure 22.

 

NOTE: Keep the heat shrink tubes away from the soldering iron.

 

26. Position the dual wall heat shrink tubes over the solder joints making sure the joints are located in the middle of the tubes. Evenly heat up the heat shrink tubes until the heat shrink tube sealant bubbles out of both ends. See Figure 23.

 

NOTE: Make sure the heat shrink sealant is bubbled out of both ends or the circuit is not sealed.

 

27. Cut to fit the new convolute and properly recover the wiring and secure using electrical tape.
See Figure 24.

28. Apply some Motorcraft ® electrical grease (XG-12) to the male side of C4003. Inject the grease straight from the tube filling the connector cavity halfway being careful not to bend or damage any terminals.

29. Reconnect all previously disconnected connectors.

30. Attach the rear parking aid camera connector, the inline C4003 and the new jumper pigtail assembly push pin retainers into the vehicle frame in the specified locations. Install the new push pin tie strap into the frame. Position the male side of the C4003 harness over the tie strap. Secure the tie strap around the harness and trim any excess length of the tie strap. See Figures 25 and 26.

 

Completed Wiring Harness Modification

31. Remove the ratchet strap or similar device, raise the spare tire, and replace the spare tire rod inside the vehicle in the proper location.

 

NOTE: Place the new delete caps included with the tailgate jumper harness part kit into the glove box.
If the original delete cap/kit sealable bag is present in the glove box, place the new delete caps inside of it.

 

32. Connect the negative battery cable(s). Please follow the Workshop Manual (WSM) procedures in Section 414-01.

 

NOTE: Camera alignment is not required.

 

33. Replace the tailgate release switch. Please follow the WSM procedures in section 501-14. This completes the repair.

Thank you for having Safety Recall 19S48 completed on your vehicle.

 

Improvements have been made to your vehicle’s electronic tailgate system to prevent unintended tailgate opening caused by the tailgate handle release switch or tailgate wiring harness. These improvements are designed to prevent unintended tailgate openings. However, there are other factors that can cause your tailgate to appear to be closed, but not fully latched, leading to the tailgate opening. Below is a list of some additional scenarios that could lead to the tailgate opening. These could include:

  • the inadvertent activation of the remote-control tailgate release button on your key fob;
  • the inadvertent activation of the interior console mounted tailgate release button;
  • the inadvertent activation of the tailgate release by pressing the 5/6 button on the driver door keypad an extra time at the end of a key code entry (if equipped);
  • the use of a tonneau cover or other aftermarket accessories may stop your tailgate from fully latching;
  • the improper alignment of the tailgate

FORD MOTOR COMPANY ISSUES TWO SAFETY RECALLS IN NORTH AMERICA

DEARBORN, Mich., Dec. 6, 2019 – Ford Motor Company is issuing two safety recalls in North America.

 

Safety recall for select 2017-19 Ford F-250, F-350 and F-450 Super Duty vehicles for unintended tailgate opening

Ford is issuing a safety recall for select 2017-19 Ford F-250, F-350 and F-450 Super Duty vehicles for unintended tailgate opening. In affected vehicles with an electric tailgate latch-release switch mounted in the tailgate handle, water entering the electrical wiring system may cause a short circuit, resulting in unintended switch activation and release of the tailgate latches. This could cause the tailgate to open unintentionally, whether the vehicle is in motion or stationary. This condition may result in the loss of unrestrained cargo, increasing the risk of a crash. Vehicles with a mechanical tailgate release handle are not affected.

Ford is not aware of any reports of accident or injury related to this condition.

This action affects 231,664 vehicles in the U.S. and federal territories and 29,953 in Canada.

Affected vehicles were built at Kentucky Truck Plant from Oct. 8, 2015, to Nov. 3, 2019.

Dealers will modify the tailgate frame wiring harnesses by adding jumper pigtails to isolate the tailgate release control circuits and install a new tailgate handle release switch. The Ford reference number for this recall is 19S48.

 

Safety recall for select 2020 Ford Explorer and 2020 Lincoln Aviator vehicles with 3.0-liter engines

Ford is issuing a safety recall for select 2020 Ford Explorer and 2020 Lincoln Aviator vehicles. In some affected vehicles, the convolute protective sleeve on the liquid fuel line is not long enough, which may allow for potential hard contact with the convolute-protected vapor fuel line. Over time, with vibration and engine roll, hard contact between the two fuel lines could cause the convolute on the vapor fuel line to rub through the plastic liquid fuel line. A fuel leak in the presence of an ignition source increases the risk of a fire.

Ford is not aware of any reports of accident, injury or fire related to this condition.

This action affects 3,858 vehicles in the U.S. and federal territories, 35 in Canada, and seven in Mexico.

Affected vehicles were built at Chicago Assembly Plant:

Dealers will inspect vehicles for a full-length yellow-colored protective convolute on the liquid fuel line. If the convolute does not cover the full length of the liquid fuel line, dealers will remove the existing convolute, replace it with one that has the correct length and secure it with a tie strap. The Ford reference number for this recall is 19S49.

Chronology of Defect / Noncompliance Determination

Provide the chronology of events leading up to the defect decision or test data for the noncompliance decision.

 

October – December, 2018

NHTSA opened Preliminary Evaluation (PE18-011) on October 12, 2018 regarding reports of unintended tailgate opening while the vehicle was in motion on 2017 model year Super Duty vehicles equipped with a power release tailgate.  The agency’s investigation was to assess the scope, frequency and safety consequences of tailgate opening while the vehicle is in motion.  NHTSA indicated receipt of five allegations of uncommanded tailgate opening while the vehicle is in motion, and referenced two similar reports to Transport Canada.

Ford initiated an in-depth investigation into this subject, including analyisis of field data and field return parts.  Ford provided a response to NHTSA’s Information Request on December 20, 2018.  In that response, Ford summarized its investigation to date. The overall rate of reports of inadvertent tailgate opening while driving from any cause in the subject vehicles was low at approximately 2.5 R/1000.  Analysis found some reports pertained to user inadvertently opening the tailgate by activation of properly functioning features such as the tailgate release switch in the instrument panel, the key FOB, or the B-pillar key pad.  In other cases, analysis found water in the release switch or an in-line connector in the tailgate harness, resulting in a short circuit that could potentially release the tailgate latch.  The rate of reports alleging inadvertent tailgate opening while driving caused by water entry into the electrical system was approximately 0.9 R/1000.

Inspections of employee vehicles were also conducted to further understand performance of vehicles with varying mileage and time in service.  An employee vehicle that was reported to have experienced an inadvertent opening was also inspected and no water in the electrical system was found.  The employee stated they likely inadvertently activated the tailgate opening feature on the key fob.

Based on an overall low rate of reports and the multiple ways in which a tailgate could open, Ford’s assessment was that this subject did not present an unreasonable safety risk. Ford stated this subject would continue to be monitored and analyzed.

 

January – October, 2019

Ford continued to monitor field data and review returned parts. This included detailed engineering inspection of wiring harnesses and associated components from approximately 70 verified field occurences.  Consistent with prior analyses, inspection of the complaint vehicle parts found evidence of water in various electrical components, including wiring harness connectors, eyelets, splices or the tailgate switch.  Several were found to result from aftermarket modifications or prior vehicle damage.  This information was used to further the investigation and to develop and incorporate various wiring and switch robustness actions into production.

Ford also reviewed FCA field service actions 18V486 and 19V347 relating to unintended tailgate opening on Ram pickup trucks with a power locking tailgate.  Based on the recall paperwork, the condition on those vehicles was found to relate to a mechanical fracture of a component within the power lock control assembly, with an estimated defect percentage of 100% as stated in their filing with the agency.  In contrast, Ford’s statistical analysis for Super Duty vehicles projected an estimated lifetime occurrence rate of approximately 3% for this issue.

Ford conducted periodic reviews of this subject with NHTSA, and discussed how best to address customer concerns should their vehicle experience this issue. Throughout September and October 2019, Ford and the agency continued to discuss this subject and Ford’s desire to proceed with a customer satisfaction campaign to address any customer concerns.

Ford and the agency continued to discuss this subject and how to resolve this investigation.

On November 25, 2019, Ford’s Field Review Committee reviewed the concern and approved a field action.

Ford is not aware of any reports of accident or injury related to this condition.
