Incomplete PCM Update May Result in Rollaway
Without the electronic parking brake applied, the vehicle could rollaway if the driveshaft disconnects. A disconnected driveshaft can also result in a loss of drive power. Either of these scenarios can increase the risk of a crash.

Summary
Ford Motor Company (Ford) is recalling certain 2020-2022 Explorer vehicles equipped with a 2.3L RWD, 3.3L GAS, 3.3L FHEV, or 3.0L ST powertrain. The previous powertrain control module (PCM) update completed under recall 22V-255 did not include the automatic electronic parking brake feature when the vehicle is shifted to park, as intended. In addition, the rear axle horizontal mounting bolt may fracture and cause the driveshaft to disconnect.
Remedy
Dealers will update the PCM software, free of charge. Owner notification letters are expected to be mailed in May 2023. Owners may contact Ford customer service at 1-866-436-7332. Ford’s number for this recall is 23S16.

US population of affected vehicles is 842. Affected vehicles are identified in OASIS and FSA VIN Lists.
REASON FOR THIS SAFETY RECALL
In some of the affected vehicles, the powertrain control module (PCM) did not receive the correct calibration during Recall 22S27. The missing calibration does not allow the vehicle to automatically apply the electronic parking brake when the vehicle is shifted into park. It is also possible that the rear axle mounting bolt may fracture during vehicle acceleration. A fractured rear axle bolt will allow the rear axle housing to move out of position, resulting in severe noise and vibration. If the rear axle bolt breaks, the driveshaft/half shafts may become disconnected, resulting in loss of transmission torque to the rear wheels which is necessary to hold the vehicle in park. If the parking brake is not applied, the loss of the primary park torque will allow the vehicle to roll in park increasing the risk of crash and injury.
SERVICE ACTION
Before demonstrating or delivering any new in-stock vehicles involved in this recall, dealers are to reprogram the powertrain control module (PCM) to the latest level using Ford Diagnosis and Repair System (FDRS) release R35.5.4 or higher. This PCM update will engage the electronic parking brake (EPB) every time the vehicle is shifted into Park (P). An engaged parking brake will not allow the vehicle to roll. This service must be performed on all affected vehicles at no charge to the vehicle owner.
- NOTE: These vehicles are provided with a one-time repair of the rear axle bolts and housing (if needed) under Customer Satisfaction Program 22N06.
OWNER NOTIFICATION AND MAILING SCHEDULE
Owner letters will be mailed the week of April 3,2023. Dealers are to repair any affected vehicles that arrive at their dealerships, whether or not the customer has received a letter.
PLEASE NOTE:
Federal law requires dealers to complete this recall service before a new vehicle is delivered to the buyer or lessee. Violation of this requirement by a dealer could result in a civil penalty of up to $26,315 per vehicle. Correct all vehicles in your new vehicle inventory before delivery.
SOLD VEHICLES
- Ford has not issued instructions to stop selling/delivering or driving used vehicles under this safety recall. Owners should contact their dealer for an appointment to have their vehicles remedied as soon as practicable.
- Immediately contact any of your affected customers whose vehicles are not on your VIN list but are identified in OASIS. Give the customer a copy of the Owner Notification Letter (when available) and schedule a service date.
- Correct other affected vehicles identified in OASIS which are brought to your dealership.
- Dealers are to prioritize repairs of customer vehicles over repairs of new and used vehicle inventory.
STOCK VEHICLES
- Correct all affected units in your new vehicle inventory before delivery.
- Use OASIS to identify any affected vehicles in your used vehicle inventory.
DEALER-OPERATED RENTAL VEHICLES
The Fixing America’s Surface Transportation (FAST) Act law effective June 2016 prohibits a rental company from selling, renting or leasing vehicles subject to a safety or compliance recall. Please consult your legal counsel for legal advice.
TITLE BRANDED / SALVAGED VEHICLES
Affected title branded and salvaged vehicles are eligible for this recall.
OWNER REFUNDS
- This safety recall must still be performed, even if the owner has paid for a previous repair. Claiming a refund will not close the recall on the vehicle.
- Ford Motor Company is offering a refund for owner-paid repairs covered by this recall if the repair was performed prior to the date indicated in the reimbursement plan, which is posted with this bulletin. Owners are directed to seek reimbursement through authorized dealers or, at their option, directly through Ford Motor Company at P.O. Box 6251, Dearborn, MI 481216251.
- Dealers are also pre-approved to refund owner-paid emergency repairs that were performed away from an authorized servicing dealer after the end date specified in the reimbursement plan. Non-covered repairs, or those judged by Ford to be excessive, will not be reimbursed.
- Refunds will only be provided for the cost associated with programming of the PCM to the level required to automatically engage the electronic parking brake.
RENTAL VEHICLES
Rental vehicles are not approved for this program.
PICK-UP AND DELIVERY
All customers affected by this program have the option of complimentary Vehicle Pick-up & Delivery service (at participating dealers) in lieu of a rental vehicle. Refer to EFC12071, 2023 Remote Experience Program, Pickup & Delivery (PDL) Offset section for additional details.
PARTS REQUIREMENTS / ORDERING INFORMATION
Parts are not required to complete this repair.

SERVICE PROCEDURE
Module Programming
NOTE: Program appropriate vehicle modules before performing diagnostics and clear all DTC’s after programming. For DTC’s generated after programming, follow normal diagnostic service procedures.
1. Connect a battery charger to the 12V battery.
NOTE: Verify that the negative cable of the charger is installed on a chassis or engine ground, and not the 12 volt battery negative terminal, to prevent the battery saver mode from activating on the vehicle.
NOTE: If the diagnostic software does not load or if the vehicle cannot be identified properly, make sure there is a good internet connection and the VCM is properly connected to the DLC.
2. Log into Ford Diagnostic and Repair System (FDRS).
NOTE: Vehicle information is automatically retrieved by the diagnostic software and a Network Test is run. Vehicle identification data appears on the screen when this is complete.
3. Click ‘Read VIN from Vehicle’ or manually enter the VIN.
NOTE: Available modules are shown on the LH side of the screen, and available procedures are listed on the RH side of the screen. Modules that are communicating are highlighted in green.
4. Select Toolbox tab.
5. From the list on the LH side of the screen, select the PCM.
6. From the list on the RH side of the screen, select PCM – Powertrain Control Module (PCM) Software Update.
7. Click RUN. Follow all on-screen instructions carefully.
8. From the list on the RH side of the screen, select Self-Test and click RUN.
9. Click the Run Selected Tests button in the lower right.
10. Click the Clear & Retest button at the top of the screen to clear DTC’s in all modules.
11. Disconnect the battery charger from the 12V battery once the programming has completed.
12. Verify the PCM software installation by placing the vehicle in park and visually checking to see if the parking brake lights turn on.
NOTE: For unsold units in new or used vehicle inventory, insert Attachment IV into the Owner’s Manual.
NOTE: Advise the customer that their software update changes the electronic parking brake strategy. The parking brake will now engage every time that the vehicle is placed in park (P). Print off Attachment IV and instruct the customer about the changes to the parking brake system.
NOTE: Advise the customer that this vehicle is equipped with an adaptive transmission shift strategy which allows the vehicle’s computer to learn the transmission’s unique parameters and improve shift quality. When the adaptive strategy is reset, the computer will begin a re-learning process.
This re-learning process may result in firmer than normal upshifts and downshifts for several days.
Important Information for Module Programming
NOTE: When programming a module, use the following basic checks to ensure programming completes without errors.
- Make sure the 12V battery is fully charged before carrying out the programming steps and connect FDRS/scan tool to a power source.
NOTE: A good internet connection is necessary to identify the vehicle and to load the diagnostic software.
- Inspect Vehicle Communication Module II (VCM II)/Vehicle Communication and Measurement Module (VCMM) and cables for any damage. Make sure scan tool connections are not interrupted during programming.
- A hardwired connection is strongly recommended.
- Turn off all unnecessary accessories (radio, heated/cooled seats, headlamps, interior lamps, HVAC system, etc.) and close doors.
- Disconnect/depower any aftermarket accessories (remote start, alarm, power inverter, CB radio, etc.).
- Follow all scan tool on-screen instructions carefully.
- Create all sessions key on engine off (KOEO). Starting the vehicle before creating a session will cause errors within the programming inhale process.
Recovering a module when programming has resulted in a blank module
a. Disconnect the VCMII or VCMM from the data link connector (DLC) and your PC.
b. After ten seconds, reconnect the VCMII/VCMM to the DLC and the PC. Launch FDRS. The VCMII/VCMM icon should turn green in the bottom right corner of the screen. If it does not, troubleshoot the FDRS to VCM connection.
c. If you are using the same FDRS as the initial programming attempt, select the appropriate VIN from the Vehicle Identification menu. If you are using a different FDRS, select “Read VIN from Vehicle” and proceed through the Network Test.
d. In the Toolbox menu, navigate to the failed module and Download/Run Programmable Module Installation (PMI). Follow the on-screen prompts. When asked if the original module is installed, select “No” and continue through the installation application.
e. Once programming has completed, a screen may list additional steps required to complete the programming process. Make sure all applicable steps are followed in order.

As part of Recall 23S16, your vehicle has received a Powertrain Control Module (PCM) update that affects the parking brake function.
Your vehicle will apply the electronic parking brake (EPB) when the vehicle is shifted into park (P). This will occur when the vehicle is commanded to shift to park (P) by the customer, the driver seatbelt is unbuckled and the left front door is opened, or the ignition is turned off. You may notice the parking brake lamp turns on each time park (P) is selected.
To release the EPB automatically, the following criteria need to be met:
- driver door is closed
- vehicle is shifted to reverse (R) or drive (D)
- accelerator pedal is depressed
Alternatively, the EPB can be manually released by the driver using the parking brake switch once the following criteria are met:
- ignition switch is in the “On” or “Accessory” positions
- brake pedal is depressed
Warning: Always make sure that the EPB is applied and that you have shifted the vehicle into park (P) before exiting the vehicle. Failure to follow this instruction could result in personal injury or death.

Chronology :
On January 31st, 2023, an issue pertaining to certain 2020-2022 MY Explorer vehicles which did not receive the remedy for Safety Recall 22S27 was brought to Ford’s Critical Concern Review Group for review. The affected vehicles received a previous Powertrain Control Module (PCM) update which did not include an automatic Electronic Parking Brake (EPB) apply when the vehicle was shifted to park, as intended.
From February 2023 to March 2023, ASO (Automotive Safety Office), DSE, VPSE (Vehicle Propulsion Systems Engineering) and FCSD (Ford Customer Service Division) analyzed data to determine the root cause and the affected population.
It was discovered that there were software calibration level updates missing in the system for some powertrain variants before July 2022, after which all calibration levels were properly released.
As of March 2023, Ford is aware of (17) field reports related to this condition.
On March, 17th, 2023, Ford’s Field Review Committee reviewed the concern and approved a field action.
Ford is not aware of any reports of accident or injury related to this condition.

REASON FOR THIS SAFETY RECALL In some of the affected vehicles, the powertrain control module (PCM) did not receive the correct calibration during Recall 22S27. The missing calibration does not allow the vehicle to automatically apply the electronic parking brake when the vehicle is shifted into park. It is also possible that the rear axle mounting bolt may fracture during vehicle acceleration. A fractured rear axle bolt will allow the rear axle housing to move out of position, resulting in severe noise and vibration. If the rear axle bolt breaks, the driveshaft/half shafts may become disconnected, resulting in loss of transmission torque to the rear wheels which is necessary to hold the vehicle in park. If the parking brake is not applied, the loss of the primary park torque will allow the vehicle to roll in park increasing the risk of crash and injury. Ó Copyright 2023 Ford Motor Company SERVICE ACTION Before demonstrating or delivering any new in-stock vehicles involved in this recall, dealers are to reprogram the powertrain control module (PCM) to the latest level using Ford Diagnosis and Repair System (FDRS) release R35.5.4 or higher. This PCM update will engage the electronic parking brake (EPB) every time the vehicle is shifted into Park (P). An engaged parking brake will not allow the vehicle to roll. For DTC’s generated after programming, follow normal diagnostic service procedures. 1. Connect a battery charger to the 12V battery. NOTE: Verify that the negative cable of the charger is installed on a chassis or engine ground, and not the 12 volt battery negative terminal, to prevent the battery saver mode from activating on the vehicle. NOTE: If the diagnostic software does not load or if the vehicle cannot be identified properly, make sure there is a good internet connection and the VCM is properly connected to the DLC. 2. Log into Ford Diagnostic and Repair System (FDRS). NOTE: Vehicle information is automatically retrieved by the diagnostic software and a Network Test is run. Vehicle identification data appears on the screen when this is complete. 3. Click ‘Read VIN from Vehicle’ or manually enter the VIN. NOTE: Available modules are shown on the LH side of the screen, and available procedures are listed on the RH side of the screen. Modules that are communicating are highlighted in green. 4. Select Toolbox tab. 5. From the list on the LH side of the screen, select the PCM. 6. From the list on the RH side of the screen, select PCM – Powertrain Control Module (PCM) Software Update. 7. Verify the PCM software installation by placing the vehicle in park and visually checking to see if the parking brake lights turn on. NOTE: For unsold units in new or used vehicle inventory, insert Attachment IV into the Owner’s Manual. NOTE: Advise the customer that their software update changes the electronic parking brake strategy. The parking brake will now engage every time that the vehicle is placed in park (P). Print off Attachment IV and instruct the customer about the changes to the parking brake system. NOTE: Advise the customer that this vehicle is equipped with an adaptive transmission shift strategy which allows the vehicle’s computer to learn the transmission’s unique parameters and improve shift quality. When the adaptive strategy is reset, the computer will begin a re-learning process. This re-learning process may result in firmer than normal upshifts and downshifts for several days. Important Information for Module Programming NOTE: When programming a module, use the following basic checks to ensure programming completes without errors. • Make sure the 12V battery is fully charged before carrying out the programming steps and connect FDRS/scan tool to a power source. NOTE: A good internet connection is necessary to identify the vehicle and to load the diagnostic software. • Inspect Vehicle Communication Module II (VCM II)/Vehicle Communication and Measurement Module (VCMM) and cables for any damage. Make sure scan tool connections are not interrupted during programming. • A hardwired connection is strongly recommended. • Turn off all unnecessary accessories (radio, heated/cooled seats, headlamps, interior lamps, HVAC system, etc.) and close doors. • Disconnect/depower any aftermarket accessories (remote start, alarm, power inverter, CB radio,etc.). • Follow all scan tool on-screen instructions carefully. • Disable FDRS/scan tool sleep mode, screensaver, hibernation modes. • Create all sessions key on engine off (KOEO). Starting the vehicle before creating a session will cause errors within the programming inhale process. ATTACHMENT III PAGE 3 OF 3 SAFETY RECALL 23S16 CPR © 2023 FORD MOTOR COMPANY DEARBORN, MICHIGAN 48121 03/2023 Recovering a module when programming has resulted in a blank module a. Disconnect the VCMII or VCMM from the data link connector (DLC) and your PC. b. After ten seconds, reconnect the VCMII/VCMM to the DLC and the PC. Launch FDRS. The VCMII/VCMM icon should turn green in the bottom right corner of the screen. If it does not, troubleshoot the FDRS to VCM connection. c. If you are using the same FDRS as the initial programming attempt, select the appropriate VIN from the Vehicle Identification menu. If you are using a different FDRS, select “Read VIN from Vehicle” and proceed through the Network Test. d. In the Toolbox menu, navigate to the failed module and Download/Run Programmable Module Installation (PMI). Follow the on-screen prompts. When asked if the original module is installed, select “No” and continue through the installation application. e. Once programming has completed, a screen may list additional steps required to complete the programming process. Make sure all applicable steps are followed in order. As part of Recall 23S16, your vehicle has received a Powertrain Control Module (PCM) update that affects the parking brake function. Your vehicle will apply the electronic parking brake (EPB) when the vehicle is shifted into park (P). This will occur when the vehicle is commanded to shift to park (P) by the customer, the driver seatbelt is unbuckled and the left front door is opened, or the ignition is turned off. You may notice the parking brake lamp turns on each time park (P) is selected. To release the EPB automatically, the following criteria need to be met: • driver door is closed • vehicle is shifted to reverse (R) or drive (D) • accelerator pedal is depressed Alternatively, the EPB can be manually released by the driver using the parking brake switch once the following criteria are met: • ignition switch is in the “On” or “Accessory” positions • brake pedal is depressed Warning: Always make sure that the EPB is applied and that you have shifted the vehicle into park (P) before exiting the vehicle.
