Summary

Ford Motor Company (Ford) is recalling certain 2022 Lincoln Navigator vehicles. The headlight control module software may cause the side marker and daytime running lights to fail. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 108, “Lamps, Reflective Devices, and Associated Equipment.”

 

Remedy

Dealers will update the headlight control module software and recalibrate the headlights, free of charge. Owner notification letters were mailed July 13, 2022. Owners may contact Ford customer service at 1-866-436-7332. Ford’s number for this recall is 22C14.

REASON FOR THIS COMPLIANCE RECALL

All of the affected vehicles may not conform to the requirements specified by Federal Motor Vehicle Safety Standard (FMVSS) No. 108 (Table 1.-a) – Lamps, Reflective Devices and Associated Equipment and may experience a loss of function to side marker lamps, and daytime running lamps if equipped. There is no loss of low beam, manual high beam, turn signal, hazard, or position functionality for this concern.

Other non-regulatory lighting features that may experience a loss of function include automatic dynamic headlamp leveling, automatic high beam control, segmented static bending light, adaptive driving beam, dynamic bending light, camera based dynamic bending, sign based light mode, speed dependent light mode, and maneuvering light.

If this issue occurs, there will be a pop-up message in the cluster stating, “Advanced front lighting features temporarily unavailable”.

 

SERVICE ACTION

Before demonstrating or delivering any new in-stock vehicles involved in this recall, dealers are to update the HCM software, reconfigure the HCM and perform a HCM calibration using the dealer scan tool. This service must be performed on all affected vehicles at no charge to the vehicle owner.

 

OWNER NOTIFICATION AND MAILING SCHEDULE

Owner letters are expected to be mailed the week of July 11, 2022. Dealers should repair any affected vehicles that arrive at their dealerships, whether or not the customer has received a letter.

PLEASE NOTE:

Federal law requires dealers to complete this recall service before a new vehicle is delivered to the buyer or lessee. Violation of this requirement by a dealer could result in a civil penalty of up to $21,000 per vehicle. Correct all vehicles in your new vehicle inventory before delivery.

 

SOLD VEHICLES

  • Ford has not issued instructions to stop selling/delivering or driving used vehicles under this compliance recall. Owners should contact their dealer for an appointment to have their vehicles remedied as soon as practicable. Owners can continue to drive their vehicles.
  • Immediately contact any of your affected customers whose vehicles are not on your VIN list but are identified in OASIS. Give the customer a copy of the Owner Notification Letter (when available) and schedule a service date.
  • Correct other affected vehicles identified in OASIS which are brought to your dealership.
  • Dealers are to prioritize repairs of customer vehicles over repairs of new and used vehicle inventory.

 

STOCK VEHICLES

  • Correct all affected units in your new vehicle inventory before delivery.
  • Use OASIS to identify any affected vehicles in your used vehicle inventory.

 

DEALER-OPERATED RENTAL VEHICLES

The Fixing America’s Surface Transportation (FAST) Act law effective June 2016 prohibits a rental company from selling, renting or leasing vehicles subject to a safety or compliance recall. Please consult your legal counsel for legal advice.

 

TITLE BRANDED / SALVAGED VEHICLES

Affected title branded and salvaged vehicles are eligible for this recall.

 

OWNER REFUNDS

  • This safety recall must still be performed, even if the owner has paid for a previous repair. Claiming a refund will not close the recall on the vehicle.
  • Ford Motor Company is offering a refund for owner-paid repairs covered by this recall if the repair was performed prior to the date indicated in the reimbursement plan, which is posted with this bulletin. Owners are directed to seek reimbursement through authorized dealers or, at their option, directly through Ford Motor Company at P.O. Box 6251, Dearborn, MI 481216251.
  • Dealers are also pre-approved to refund owner-paid emergency repairs that were performed away from an authorized servicing dealer after the end date specified in the reimbursement plan. Non-covered repairs, or those judged by Ford to be excessive, will not be reimbursed.
  • Refunds will only be provided for the cost associated with updating the HCM software, reconfiguring the HCM and performing a HCM calibration using the dealer scan tool.

 

RENTAL VEHICLES 

Rental vehicles are not approved for this program.

 

LINCOLN PICKUP AND DELIVERY

Owners of 2017 MY and newer Lincoln vehicles have the option of requesting pickup and delivery service with a Lincoln loaner (up to 2 days), from their dealership. For details, reference EFC08749, 2021 Lincoln Pickup & Delivery Updates.

SERVICE PROCEDURE

 

Module Programming

NOTE: Program appropriate vehicle modules before performing diagnostics and clear all DTC’s after programming. For DTC’s generated after programming, follow normal diagnostic service procedures.

1. Connect a battery charger to the 12V battery.

NOTE: Verify that the negative cable of the charger is installed on a chassis or engine ground, and not the 12 volt battery negative terminal to prevent the battery saver mode from activating on the vehicle.

NOTE: If the diagnostic software does not load or if the vehicle cannot be identified properly, make sure there is a good internet connection and the VCM is properly connected to the DLC.

2. Log into Ford Diagnostic and Repair System (FDRS).

NOTE: Vehicle information is automatically retrieved by the diagnostic software and a Network Test is run. Vehicle identification data appears on the screen when this is complete.

3. Click ‘Read VIN from Vehicle’ or manually enter the VIN.

NOTE: Available modules are shown on the Left Hand (LH) side of the screen, and available procedures are listed on the Right Hand (RH) side of the screen. Modules that are communicating are highlighted in green.

4. Select Toolbox tab.

5. From the list on the LH side of the screen, select the HCM.

6. From the list on the RH side of the screen, select HCMHeadlamp Control Module (HCM) Software Update.

7. Click RUN.  Follow all on-screen instructions carefully.

8. From the list on the RH side of the screen, select HCMHeadlamp Control Module (HCM) Configuration.

9. Click RUN.  Follow all on-screen instructions carefully.

10. From the list on the LH side of the screen, select the HCM.

11. From the list on the RH side of the screen, select HCMHeadlamp Control Module (HCM) Calibration.

NOTE: If there is excessive weight in the vehicle, the HCM Calibration will fail.

12. Click RUN.  Follow all on-screen instructions carefully.

13. From the list on the RH side of the screen, select Self-Test and click RUN.

14. Click the Run Selected Tests button in the lower right.

15. Click the Clear & Retest button at the top of the screen to clear DTC’s in all modules.

16. Disconnect the battery charger from the 12V battery.

 

Important Information for Module Programming

NOTE: When programming a module, use the following basic checks to ensure programming completes without errors.

  • Make sure the 12V battery is fully charged before carrying out the programming steps and connect FDRS/scan tool to a power source.

NOTE: A good internet connection is necessary to identify the vehicle and to load the diagnostic software.

  • Inspect Vehicle Communication Module II (VCM IIeBay)/Vehicle Communication and Measurement Module (VCMM) and cables for any damage. Make sure scan tool connections are not interrupted during programming.
  • A hardwired connection is strongly recommended.
  • Turn off all unnecessary accessories (radio, heated/cooled seats, headlamps, interior lamps, HVAC system, etc.) and close doors.
  • Follow all scan tool on-screen instructions carefully.
  • Disable FDRS/scan tool sleep mode, screensaver, hibernation modes.
  • Create all sessions key on engine off (KOEO). Starting the vehicle before creating a session will cause errors within the programming inhale process.

 

Recovering a module when programming has resulted in a blank module

a. Disconnect the VCMII or VCMM from the data link connector (DLC) and your PC.

b. After ten seconds, reconnect the VCMII/VCMM to the DLC and the PC. Launch FDRS. The VCMII/VCMM icon should turn green in the bottom right corner of the screen. If it does not, troubleshoot the FDRS to VCM connection.

c. If you are using the same FDRS as the initial programming attempt, select the appropriate VIN from the Vehicle Identification menu. If you are using a different FDRS, select “Read VIN from Vehicle” and proceed through the Network Test.

d. In the Toolbox menu, navigate to the failed module and Download/Run Programmable Module Installation (PMI). Follow the on-screen prompts. When asked if the original module is installed, select “No” and continue through the installation application.

e. Once programming has completed, a screen may list additional steps required to complete the programming process. Make sure all applicable steps are followed in order.

Chronology of Defect / Noncompliance Determination

Provide the chronology of events leading up to the defect decision or test data for the noncompliance decision.

March – June 2022

On March 17, 2022, an issue pertaining to of Headlamp Control Module (HCM) malfunction on Lincoln Navigator was brought to Ford’s Critical Concern Review Group by the HCM engineering team for review. In these vehicles, the (HCM) controls the LED-based headlamps and provides feature functionality. The engineering team reviewed reports of unexpected HCM function on pre-production units in another country with CCRG.

CCRG then investigated the potential effect(s) on pre-production vehicles, and whether any of the affected lighting functions could relate to regulatory performance requirements for vehicles in the field.  Ford Engineering’s review of the suspect pre-production vehicles found that the HCM malfunction could result in the suppression of side marker lamps, daytime running lamps (DRL), and other non-regulated advanced lighting features. One of three specific diagnostic trouble codes (DTCs) are associated with this HCM malfunction.  When these DTCs were triggered, there was no loss of low beam, manual high beam, turn signal, hazard, or position functionality for this concern.  In addition, the instrument cluster displayed the message “Advanced front lighting features temporarily unavailable. See manual.” when one or more of the three DTCs were present.

Further CCRG investigation was conducted to understand whether the condition might exist on vehicles already shipped.  These efforts included review of available connected vehicle data, warranty data, and review of vehicles at dealers. One dealer reported that an unsold vehicle in their possession exhibited the relevant DTCs and that it was exhibiting non-functional side marker and DRL features.  Between 31-March-2022 and 14-June-2022 CCRG has identified 21 warranty claims relating to this concern, with 3 reports at or prior to the warranty start date.

On June 17, 2022, Ford’s Field Review Committee reviewed the concern, determined that a potential noncompliance existed, and approved a field action.

Ford is not aware of any reports of accident or injury related to this condition.
