June 24, 2022 NHTSA CAMPAIGN NUMBER: 22V453000

TPMS Light May Not Illuminate/FMVSS 138

Low tire pressure can lead to poor vehicle handling and a loss of vehicle control, increasing the risk of a crash.

NHTSA Campaign Number: 22V453

Manufacturer Ford Motor Company

Components TIRES

Potential Number of Units Affected 2,666

Summary

Ford Motor Company (Ford) is recalling certain 2022 F-150 BEV vehicles equipped with 20″ or 22″ all season tires. The tire pressure monitoring system (TPMS) light may not illuminate as intended, failing to warn the driver of low tire pressure. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 138, “Tire Pressure Monitoring Systems.”

Remedy

The body control module (BCM) software will be updated by a dealer, or through an over-the-air (OTA) update, free of charge. Owner notification letters were mailed July 20, 2022. Owners may contact Ford customer service at 1-866-436-7332. Ford’s number for this recall is 22C15.

Notes

Owners may also contact the National Highway Traffic Safety Administration Vehicle Safety Hotline at 1-888-327-4236 (TTY 1-800-424-9153), or go to www.nhtsa.gov.

Check if your Vehicle has a Recall

Hello <insert customer first name>,

We hope you are enjoying your new Ford F-150 Lightning as much as we enjoyed building it for you.  Our commitment to you is to constantly make your F-150 Lightning better and resolve any concerns with minimal disruption to you.

We are providing you with an advance communication that Ford Motor Company has decided that your vehicle, with the VIN XXXX, fails to conform to the Tire Pressure Monitoring System requirements in the Federal Motor Vehicle Safety Standard (FMVSS 138). As a result, the tire pressure monitoring system

(TPMS) light in your vehicle’s instrument cluster may not illuminate as quickly as intended if the tire pressure drops. We recommend checking your vehicle’s tire pressure and ensure it matches the figures provided on the label located inside the driver-side front door jamb (click here).

You will be receiving a recall letter from Ford in the mail in July with further details; however, we wanted to ensure you had information quickly. In addition to your dealer being able to update your vehicle now, Ford will also have the remedy available through a Ford Power-Up software update within 30 days. Ford will notify you when it is available.

If you need any assistance, or have any questions, please contact your dealer, <insert dealership name>, who can provide exactly the help you need.  Our Customer Relations Center is also available at (800) 392-3673.

Thank you for your loyalty.

Sincerely,

The F-150 Lightning Team

NEW VEHICLE DEMONSTRATION / DELIVERY HOLD –
Compliance Recall 22C15
Certain 2022 Model Year F-150 Lightning Vehicles
Reconfigure the Body Control Module with Updated As-Built Data

AFFECTED VEHICLES

Vehicle Model Year Assembly Plant Build Dates
F-150 Lightning 2022 Rouge Electrical Vehicle Center October 14, 2021 through June 09, 2022

Affected vehicles are identified in OASIS and FSA VIN Lists.

REASON FOR THIS SAFETY RECALL

In all of the affected vehicles, the vehicle operator may not have adequate warning of low tire pressure, due to incorrect tire pressure values configured in the body control module (BCM). Low tire pressure may lead to poor vehicle handling and a possible loss of vehicle control, increasing the risk of a crash.

Over The Air (OTA) Updates (Ford Power-Up/Lincoln Way):

  • In addition to your dealer being able to update vehicles now using FDRS, Ford is planning to deploy an OTA software update in 30 days.
  • Before scheduling service for an OTA capable vehicle, please verify through PTS that the FSA is still open (OASIS) and has not already received the OTA update.
    1. Verify FSA is still open by viewing the “Outstanding Field Service Actions” on the OASIS results page on PTS. (Note: If the OTA update was recently downloaded onto vehicle the FSA may still show as open)
    1. If the FSA is still open in the Outstanding Field Service Actions section, proceed to the tab titled “Connected Vehicle”. In the “Over The Air Update 60 Day History”, you can determine if an OTA update occurred on the affected module by viewing the “Completion Status”, which should show “Campaign Successful”. The “Release Notes” will also indicate that the campaign was successfully downloaded onto the vehicle. (Note: the FSA may still show as open in the Outstanding Field Service Actions section of PTS even though the OTA update was successfully downloaded onto the vehicle. This FSA will eventually be removed from the Outstanding Field Service Actions screen of PTS.)

SERVICE ACTION

Before demonstrating or delivering any new in-stock vehicles involved in this recall, dealers are to reconfigure the BCM with updated As-Built data and check all 4 tire pressures and if necessary, set all 4 tire pressures to the placard values. This service must be performed on all affected vehicles at no charge to the vehicle owner.

OWNER NOTIFICATION AND MAILING SCHEDULE

Owner letters are expected to be mailed the week of July 11, 2022. Owners will be given the option of installing the software update themselves, or they can have their dealer perform the service for them.

PLEASE NOTE:

Federal law requires dealers to complete this recall service before a new vehicle is delivered to the buyer or lessee. Violation of this requirement by a dealer could result in a civil penalty of up to $21,000 per vehicle. Correct all vehicles in your new vehicle inventory before delivery.

SOLD VEHICLES

  • Ford has not issued instructions to stop selling/delivering or driving used vehicles under this compliance recall. Owners should contact their dealer for an appointment to have their vehicles remedied as soon as practicable. Owners can continue to drive their vehicles.
  • Immediately contact any of your affected customers whose vehicles are not on your VIN list but are identified in OASIS. Give the customer a copy of the Owner Notification Letter (when available) and schedule a service date.
  • Correct other affected vehicles identified in OASIS which are brought to your dealership.
  • Dealers are to prioritize repairs of customer vehicles over repairs of new and used vehicle inventory.

STOCK VEHICLES

  • Correct all affected units in your new vehicle inventory before delivery.
  • Use OASIS to identify any affected vehicles in your used vehicle inventory.

DEALER-OPERATED RENTAL VEHICLES

The Fixing America’s Surface Transportation (FAST) Act law effective June 2016 prohibits a rental company from selling, renting or leasing vehicles subject to a safety or compliance recall. Please consult your legal counsel for legal advice.

TITLE BRANDED / SALVAGED VEHICLES

Affected title branded and salvaged vehicles are eligible for this recall.

OWNER REFUNDS

  • This safety recall must still be performed, even if the owner has paid for a previous repair. Claiming a refund will not close the recall on the vehicle.
  • Ford Motor Company is offering a refund for owner-paid repairs covered by this recall if the repair was performed prior to the date indicated in the reimbursement plan, which is posted with this bulletin. Owners are directed to seek reimbursement through authorized dealers or, at their option, directly through Ford Motor Company at P.O. Box 6251, Dearborn, MI 481216251.
  • Dealers are also pre-approved to refund owner-paid emergency repairs that were performed away from an authorized servicing dealer after the end date specified in the reimbursement plan. Non-covered repairs, or those judged by Ford to be excessive, will not be reimbursed.
  • Refunds will only be provided for the cost associated with reconfiguring the BCM with updated As-Built data and checking all 4 tire pressures and if necessary, set all 4 tires to the placard values.

RENTAL VEHICLES

Rental vehicles are not approved for this program.

ADDITIONAL REPAIR (LABOR TIME AND/OR PARTS)

Additional repairs identified as necessary to complete the FSA should be managed as follows:

  • For related damage and access time requirements, refer to the Warranty and Policy Manual / Section 6 – Ford & Lincoln Program Policies / General Information & Special Circumstances for FSA’s / Related Damage.
  • For vehicles within new vehicle bumper-to-bumper warranty coverage, no SSSC approval is required, although related damage must be on a separate repair line with the “Related Damage” radio button checked.
    • Ford vehicles – 3 years or 36,000 miles
  • For vehicles outside new vehicle bumper-to-bumper warranty coverage, submit an Approval Request to the SSSC Web Contact Site prior to completing the repair.

PARTS REQUIREMENTS / ORDERING INFORMATION

Parts are not required to complete this repair.

  • Make sure the 12V battery is fully charged before carrying out the programming steps and connect FDRS/scan tool to a power source.

NOTE: A good internet connection is necessary to identify the vehicle and to load the diagnostic software.

  • Inspect VCM IIeBay/Vehicle Communication and Measurement Module  (VCMM) and cables for any damage.

Make sure scan tool connections are not interrupted during programming.

  • A hardwired connection is strongly recommended.
  • Turn off all unnecessary accessories (radio, heated/cooled seats, headlamps, interior lamps, HVAC system, etc.) and close doors.
  • Follow all scan tool on-screen instructions carefully.
  • Disable FDRS/scan tool sleep mode, screensaver, hibernation modes.
  • Create all sessions Key On Engine Off (KOEO). Starting the vehicle before creating a session will cause errors within the programming inhale process.

Recovering a module when programming has resulted in a blank module

a. Disconnect the VCMII or VCMM from the DLC and from the diagnostic scan tool.

b. After ten seconds, reconnect the VCMII/VCMM to the DLC and diagnostic scan tool. Launch FDRS. The    VCMII/VCMM icon should turn green in the bottom right corner of the screen. If it does not, troubleshoot the FDRS to VCM connection.

c. If you are using the same FDRS as the initial programming attempt, select the appropriate VIN from the Vehicle Identification menu. If you are using a different FDRS, select “Read VIN from Vehicle” and proceed through the Network Test.

d. In the Toolbox menu, navigate to the failed module and Download/Run Programmable Module Installation (PMI). Follow the on-screen prompts. When asked if the original module is installed, select “No” and continue through the installation application.

e. Once programming has completed, a screen may list additional steps required to complete the programming process. Make sure all applicable steps are followed in order.

IMPORTANT NOTE: Federal law prohibits selling motor vehicle parts or components that are under safety, compliance, or emissions recall. Unless a part is requested to be returned to Ford, all parts replaced under this FSA must be scrapped in accordance with all applicable local, state and federal environmental protection and hazardous material regulations. Refer to the Parts Retention, Return, & Scrapping section of the FSA dealer bulletin for further information.

Chronology :

On June 14, 2022, an issue pertaining to the Tire Pressure Monitoring System (TPMS) warning light configuration was brought to Ford’s Critical Concern Review Group for review. Ford’s Engineering Team had discovered a discrepancy between the recommended tire cold inflation value displayed on the FordPass mobile app and the value displayed on the placard (TREAD) label on a F-150 battery electric vehicle.

Further investigation determined that the recommended tire cold inflation pressure value in the Body Control Module (BCM) was incorrectly set to 35 psi on F-150 battery electric vehicles equipped with 20” A/S or 22” A/S tires rather than the correct inflation pressure of 42 psi. FMVSS 138 S4.2 requires the TPMS telltale to illuminate when the pressure is either less than or equal to 25% below the vehicle manufacturer’s recommended cold inflation pressure. As a result, FMVSS 138 would require the TPMS light on vehicles equipped with a 20” A/S or 22” A/S tires to illuminate at approximately 32 psi (25% below the recommended 42 psi inflation pressure). Because the recommended tire pressure value stored in the BCM on these vehicles is incorrectly set at 35 psi, the TPMS light would not illuminate until the tire reached 28 psi. The recommended tire pressure information on the placard (TREAD) label as installed on these vehicles is correct.

On June 17, 2022, Ford’s Field Review Committee reviewed the concern and approved a field action.

Ford is not aware of any customer reports related to improper TPMS low tire pressure function.
