NHTSA Campaign Number: 21V765000
Manufacturer Ford Motor Company
Components SEATS, CHILD SEAT
Potential Number of Units Affected 37,625
Summary
Ford Motor Company (Ford
) is recalling certain 2020-2021 Ranger Super Cab vehicles equipped with rear seats containing fixed head restraints. The fixed head restraints may interfere with proper installation of certain types of child seats. Additionally, the child seat may not attach properly to the lower-rear anchors. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 225, “Child Restraint Anchorage System.”
Remedy
Dealers will inspect the rear-lower child restraint anchorages for correct alignment and adjust as necessary. Separately, dealers will replace the non-removable head restraints with removable head restraints, free of charge. Interim owner notification letters were mailed on November 5, 2021. Owner notification letters were mailed on March 17, 2022. Owners may contact Ford customer service at 1-866-436-7332. Ford
’s number for this recall is 21C24.

Vehicle | Model Year | Assembly Plant | Build Dates |
Ranger Super Cab | 2020-2021 | Michigan Assy Plant | July 16, 2019 through September 20, 2021 |
REASON FOR THIS COMPLIANCE RECALL
Some of the affected vehicles may not conform to the requirements specified by Federal Motor
Vehicle Safety Standard (FMVSS) No. 225. Child Restraint Anchorage Systems. On affected vehicles, the rear seat head restraints may interfere with proper installation of certain taller child seats. Additionally, the lower rear child seat anchorages may be improperly aligned which may increase the difficulty of installing a child seat with rigid anchor attachments.
SERVICE ACTION
Before demonstrating or delivering any new in-stock vehicles involved in this recall, dealers are to replace the left and right rear head restraints and perform an inspection of the rear seat child restraint anchorages for straightness and adjust if needed with provided instructions.
This service must be performed on all affected vehicles at no charge to the vehicle owner.
OWNER NOTIFICATION MAILING SCHEDULE
Owner letters were mailed the week of March 7, 2022. Dealers should repair any affected vehicles that arrive at their dealerships, whether or not the customer has received a letter.
PLEASE NOTE:
Federal law requires dealers to complete this recall service before a new vehicle is delivered to the buyer or lessee. Violation of this requirement by a dealer could result in a civil penalty of up to $21,000 per vehicle. Correct all vehicles in your new vehicle inventory before delivery.
SOLD VEHICLES
Owners can continue to safely drive their vehicles. If a child seat is not properly installed, it can increase the risk of injury in a crash.
- Immediately contact any of your affected customers whose vehicles are not on your VIN list but are identified in OASIS. Give the customer a copy of the Owner Notification Letter (when available) and schedule a service date.
- Correct other affected vehicles identified in OASIS which are brought to your dealership.
- Dealers are to prioritize repairs of customer vehicles over repairs of new and used vehicle inventory.
STOCK VEHICLES
- Correct all affected units in your new vehicle inventory before delivery.
- Use OASIS to identify any affected vehicles in your used vehicle inventory.
DEALER-OPERATED RENTAL VEHICLES
The Fixing America’s Surface Transportation (FAST) Act law effective June 2016 prohibits a rental company from selling, renting or leasing vehicles subject to a safety or compliance recall. Please consult your legal counsel for legal advice.

On July 29, 2021, Ford’s Critical Concern Review Group (CCRG) was informed of a supplier rear seat child restraint system benchmarking evaluation on a 2021 model year Ranger Super Cab with results that differed from Ford
’s internal FMVSS 225 certification results. Investigation was undertaken to understand the supplier’s evaluation methods, and how they compared with Ford
’s certification methods.
August – September 2021
It was discovered that the supplier used a different test fixture to measure pitch and lower child restraint anchorage set-back dimensions for this seat configuration than the fixture used by Ford for certification. FMVSS 225 specifies that one of two unique test fixtures (560mm tall vs. 720mm tall) be used for compliance certification, depending on specific vehicle and seat parameters. A subsequent review of Ranger rear seat design changes identified that a fixed, non-removable rear seat head restraint was introduced on Ranger at the beginning of the 2020 model year. Based on this fixed head restraint design, the Ranger rear seat lower child restraint anchorages should have been re-certified to FMVSS 225 for 2020 and 2021 model years using the 720mm tall test fixture, rather than the 560mm fixture that was correctly used to certify the prior design. Analysis, including CAD evaluations with the 720mm test fixture, identified potential concerns with the pitch and wire set-back requirements of FMVSS 225 S9.2.1 (pitch) and S9.2.2(a) (setback) for 2020-2021 model year Ranger vehicles equipped with the fixed, non-removable head restraint.
During this investigation, vehicles from multiple model years were inspected to evaluate design variation. During these inspections, it was separately observed that the rear lower child restraint anchorages on certain 2021 model year vehicles were not “….straight, horizontal and transverse” as required by FMVSS 225 S9.1.1(b).
On September 27, 2021, Ford’s Field Review Committee reviewed the concern and approved a field action.
Ford is not aware of any reports of accident or injury related to this condition.

Our commitment, together with your dealer, is to provide you with the highest level of service and support. What is the issue? On your vehicle, the rear seat head restraints may interfere with proper installation of certain taller child seats. Additionally, the lower rear child seat anchorages on your vehicle may be improperly aligned which may increase the difficulty to install a child seat with rigid anchor attachments. What is the risk? If a child seat is not properly installed, it can increase the risk of injury in a crash. What will Ford and your dealer do? Parts are now available to repair your vehicle. Ford Motor Company has authorized your dealer to replace the left and right rear head restraints and perform an inspection of the rear seat child restraint anchorages for straightness and adjust if needed with provided instructions free of charge (parts and labor). How long will it take? The time needed for this repair is less than one-half day. However, due to service scheduling requirements, your dealer may need your vehicle for a longer period of time. What should you do? Please call your dealer without delay and request a service date for Recall 21C24. Provide the dealer with your VIN, which is printed near your name at the beginning of this letter. Ford has not issued instructions to stop driving your vehicle under this compliance recall. You should contact your dealer for an appointment to have your vehicle remedied as soon as practicable. You can continue to safely drive your vehicle. If you use or plan to install a child seat in the rear seat, verify that the child seat is installed according the child seat model-specific instruction manual. l Check that the attachment anchors are properly attached to the vehicle’s lower anchorage system. If the child seat’s rigid anchors cannot be secured, contact your dealer to have the vehicle’s anchorages adjusted before using or installing a child seat in the rear seat. l If your child seat contacts the head restraint, park your vehicle on a level surface to adjust the child seat to meet the installation instructions (Refer to seat model-specific instruction manual). Images below are examples of an improperly installed child seat. If the child seat cannot be adjusted to meet the seat installation specifications, do not use the child seat in your vehicle. A new removeable rear seat head restraint is available to allow for easier installation and adjustment of the child seat. © Copyright 2022 Ford Motor Company JOHN A. UU. REASON FOR THIS COMPLIANCE RECALL Some of the affected vehicles may not conform to the requirements specified by Federal Motor Vehicle Safety Standard (FMVSS) No. 225. The fixed, non-removable rear seat head restraint may interfere with proper installation of taller rigid anchor mounted child seats. Additionally, the lower rear child seat anchors may not be straight, which may increase the difficulty to properly attach a child seat. If a child seat is not properly attached to the lower anchors it can increase risk of injury in a crash. SERVICE ACTION DO NOT DEMONSTRATE OR DELIVER any new in-stock vehicles involved in this safety and compliance recall. A complete Dealer Bulletin will be provided to dealer’s late 4th quarter 2021, when it is anticipated that parts ordering information and repair instructions will be available to support this compliance recall. IMPORTANT: Dealers should open a Repair Order (RO) only when a full dealer bulletin is published. Opening an RO against an Awareness or Advance Notice will result in warranty rejections against a recall. CUSTOMER NOTIFICATION Owners of record will be notified via first-class mail after repair instructions and parts ordering information have been provided to dealers. PLEASE NOTE: Federal law requires dealers to complete this recall service before a new vehicle is delivered to the buyer or lessee. REPLACED FSA PARTS INSPECTION AND SIGN OFF Effective March 1st, 2021 all parts replaced as part of an FSA repair with a repair order open date of March 1st, 2021 or later must be inspected and signed off on the repair order by a member of your dealers fixed operations management team or an employee the task has been delegated to. If the task is to be delegated to a non-management employee, the employee needs to be someone other than the technician who completed the repair and needs to understand the importance of completing this task consistently and accurately. All parts replaced as part of an FSA repair should be returned to the parts department following the Warranty Parts Retention and Return Policies. Inspect the replaced parts to verify the FSA repair was completed. If the FSA repair is found to be complete, the designated employee signs the repair order line or parts return stamp area (electronic or hand signed) for the FSA repair indicating the parts were inspected and validated to have been replaced. After the parts have been inspected, they should be handled based on the guidance in the parts status report in the Online Warranty System (Hold, Return, CORE, Scrap, etc.). This process is subject to review during warranty audits for FSA repairs with a repair order open date of March 1st, 2021 or later. Any eligible FSA claims requiring parts replacement, found not to have been inspected and signed off during a warranty audit will be subject to chargeback and consideration for enrollment into the Dealer Incomplete Recall Repair Process. Note: Other approvals (electronic or handwritten) for add-on repair lines, dealer owned vehicle repairs, and repeat repairs do not qualify as FSA parts inspection approvals. The post repair FSA parts inspection process (electronic or handwritten) is independent from other warranty approval requirements. The approval by the designated employee implies that the FSA parts were found to be replaced and must be able to be clearly identified on the Repair Order. If multiple FSA’s require approval on a single Repair Order, each applicable occurrence will require individual post repair approval by the designated employee.
