Summary
Ford Motor Company (Ford
) is recalling certain 2021-2022 Bronco vehicles equipped with rearview camera systems and 8-inch screen displays. The rearview camera image may still be displayed after a backing event has ended. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 111, “Rear Visibility.”
Remedy
The SYNC module software will be updated by a dealer, or through an over-the-air (OTA) update, free of charge. Owner notification letters were mailed December 23, 2022. Owners may contact Ford customer service at 1-866-436-7332. Ford
’s number for this recall is 22C27.

- NOTE: Software is available for all 2021-2022 Model Year Bronco vehicles EXCEPT those equipped with 8-inch SYNC Screens.
- DO NOT attempt repair on 2021-2022 Model Year Bronco vehicles with 8-inch SYNC Screens at this time โ software is NOT currently available.

REASON FOR THIS COMPLIANCE RECALL
Some of the affected vehicles may not conform to the requirements specified by Federal Motor Vehicle Safety Standard (FMVSS) 111 S5.5 Rear Visibility. The rear view camera image may reappear on the SYNC screen after a backing event has completed while in 4WD Low mode. The reappearance of the rear view camera image may distract the driver, increasing the risk of a crash.
SERVICE ACTION
The software update is now available for 2021-2022 Model Year Bronco vehicles EXCLUDING vehicles with an 8-inch SYNC Screen. DO NOT ATTEMPT SOFTWARE UPDATE ON VEHICLES WITH AN 8-INCH SYNC SCREEN.
Note: Any attempt to update the software on vehicles with 8-inch SYNC Screens may result in an error message. Continue to monitor OASIS for updates.
Before demonstrating or delivering any new in-stock vehicles involved in this recall, dealers are to update the Accessory Protocol Interface Module (APIM) using FDRS. This service must be performed on all affected vehicles at no charge to the vehicle owner.
OVER THE AIR (OTA) UPDATES (FORD POWER-UP):
- In addition to you being able to update vehicles now using FDRS, Ford
is planning to deploy an OTA software update in December 2022.
- Before scheduling service for an OTA capable vehicle, please verify through PTS that the Field Service Action (FSA) is still open (OASIS) and the vehicle has not already received the OTA update.
- Verify FSA is still open by viewing the โOutstanding Field Service Actionsโ on the OASIS results page on PTS. (Note: If the OTA update was recently downloaded onto vehicle the FSA may still show as open).
- If the FSA is still open in the Outstanding Field Service Actions section, proceed to the tab titled โConnected Vehicleโ. In the โOver The Air Update 60 Day Historyโ, you can determine if an OTA update occurred on the affected module by viewing the
โCompletion Statusโ, which should show โCampaign Successfulโ. The โRelease Notesโ will also indicate that the campaign was successfully downloaded onto the vehicle. (Note: the FSA may still show as open in the Outstanding Field Service Actions section of PTS even though the OTA update was successfully downloaded onto the vehicle. This FSA will eventually be removed from the Outstanding Field Service Actions screen of PTS.)
OWNER NOTIFICATION AND MAILING SCHEDULE
Owner letters are expected to be mailed the week of December 19, 2022. Dealers should repair any affected vehicles that arrive at their dealerships, whether or not the customer has received a letter.
PLEASE NOTE:
Federal law requires dealers to complete this recall service before a new vehicle is delivered to the buyer or lessee. Violation of this requirement by a dealer could result in a civil penalty of up to $26,315 per vehicle. Correct all vehicles in your new vehicle inventory before delivery.

has not issued instructions to stop selling/delivering or driving used vehicles under this compliance recall. Owners should contact their dealer for an appointment to have their vehicles remedied as soon as practicable.
- Immediately contact any of your affected customers whose vehicles are not on your VIN list but are identified in OASIS. Give the customer a copy of the Owner Notification Letter (when available) and schedule a service date.
- Correct other affected vehicles identified in OASIS which are brought to your dealership.
- Dealers are to prioritize repairs of customer vehicles over repairs of new and used vehicle inventory.
STOCK VEHICLES
- Correct all affected units in your new vehicle inventory before delivery.
- Use OASIS to identify any affected vehicles in your used vehicle inventory.

Chronology of Defect / Noncompliance Determination
Provide the chronology of events leading up to the defect decision or test data for the noncompliance decision.
July โ August 2022: In reviewing Bronco enthusiast online forums, an engineer read a post of a customer who took their Bronco into the mountains for vacation and stated that โ[W]hen in 4L the backup camera stays on after being in reverse. Itโs super annoying.โ Ford Engineering evaluated two vehicles to better understand the issue raised in the forum post and had found that, with the vehicle in 4-Low mode, which is intended primarily for off-road use, the rear view camera and image display functioned properly throughout the duration of the backing event. It also properly ceased when the backing event ended (vehicle shifted to a forward gear and the vehicle speed exceeded 10 m.p.h.). A black or blue screen would then be displayed rather than the expected SYNC screen. This occurred regardless of whether the โRear View Camera Delayโ setting was turned on or off. It was also noted that the rear view camera would display again at a very low speed. In one occurrence, a message appeared in the blue screen that said, โCamera Unavailable. Please contact dealer.โ
Informal discussions occurred between the Automotive Safety Office and Fordโs Engineering groups to search for and review any claims and to better understand the concern. This included a vehicle drive evaluation. To simulate the concern, the drive evaluation occurred on dirt roads. When the vehicle was placed into 4L mode, a pop-up appeared to the driver acknowledging that the vehicle was in โoff-road mode.โ However, on the drive back, an engineer noted that the offroad pop-up did not occur when shifting into 4L mode. Based on this informal internal review, an investigation entry was created and it was referred to Ford
โs Critical Concern Review Group (CCRG) for further evaluation and analysis for compliance with FMVSS No. 111.
September โ October 2022: On September 8, 2022, Fordโs CCRG held its first investigation meeting regarding the rear view camera image display on certain Bronco vehicles. CCRG reviewed the work completed to date by the Ford
Product Development engineers. CCRGโs primary concern at the time was whether the vehicles would meet the โlinger timeโ requirements in S5.5 of F/CMVSS 111 if the rear view image is โstuck on.โ Because the rear view image would disappear at ten (10) m.p.h, CCRG continued its evaluation. Separate from the CCRG investigation, an initial wave of over-the-air Ford
Power-up software updates launched for various Sync upgrades, including the repair for not displaying the expected SYNC screen in 4L mode, on September 28th for Model Year (โMYโ) 2021 vehicles and October 12th for MY 2022 vehicles. This OTA update was halted on October 12, 2022 due to an error in a SYNC Module update unrelated to the vehicle camera. Ford
filed a report on this OTA Powerup with NHTSA on September 29, 2022.
CCRG continued its evaluation for potential compliance concerns regarding the conditions that would be needed for the rear view image to re-appear while in forward motion. CCRG further investigated issue repeatability, evaluated whether the image displayed upon re-entry would meet the allowances of a customer-selectable permissible rear view image not during a backing event, reviewed the FMVSS 111 test procedure protocols, and investigated whether there were any applicable NHTSA interpretations for a similar issue. In October, further evaluations were conducted with both automatic and manual transmission vehicles to better understand this condition on each application. CCRG identified the following set-of-events, all of which are necessary for the image to reappear:
- In either an automatic or manual transmission vehicle, 4L must first be selected, irrespective of any โG.O.A.T.โ mode selection.
- A backing event in 4L mode must occur and the vehicle is shifted into a forward gear.
- If the vehicle is driven under 10 m.p.h, the rear view image will stay displayed, irrespective of any rear view camera delay setting. If the vehicle is driven over 10 m.p.h, the rear view image will disappear and is replaced with a blank blue or black screen.
- If the vehicle is driven above 10 m.p.h. for approximately 60 seconds, a pop-up would appear on the blank blue or black screen stating that the rear view image is not available. Upon touching the โOkayโ button, the vehicleโs SYNC screen would reappear.
- If the vehicle decelerated to ~5 m.p.h. or less before the pop-up appeared, the rear view camera image would reappear on the screen with no input from the driver.
- The concern occurred only on vehicles with rear view-camera-only system and an 8-inch screen display, and not other configurations. The condition would only be introduced with the vehicle in 4-Low but would persist when switched to 2-High mode within the same ignition cycle.
- The condition would reset with a key cycle.
After reviewing the vehicle drive results, CCRG concluded that a rear view camera image would reappear consistently if the previous conditions were met.
Ford is aware of four reports potentially relating to this topic, received between June 21, 2022 and October 24, 2022. Ford
is not aware of any accidents, injuries or VOQs pertaining to this topic.
On October 27, 2022, Fordโs Field Review Committee reviewed the concern, determined that a potential noncompliance existed, and approved a field action.

Your vehicle is capable of Ford Power-Up Software Updates. When Automatic Updates are turned ON (standard from the factory), the software will be downloaded to your vehicle over a private wi-fi network or through your vehicleโs modem through the cellular network. The software installation will happen after the download. Note: Refer to ford.com/support for further information on your Ford Power-Up Software Updates system. Should the software fail to load or install properly, Ford has authorized your dealer to install 22C27 software free of charge (parts and labor) under the terms of this program. How long will it take? The time needed for this software installation may take up to four hours. If you prefer to go to your dealer for the software update, the time needed for this repair is less than one day. However, due to service scheduling requirements, your dealer may need your vehicle for a longer period of time. What should you do? For your convenience, Ford is encouraging you to update your vehicleโs software using Ford Power-Up Software Update capabilities. From the vehicle settings menu disable the 30 minute max idle option. From the center display press the vehicle settings button and turn off the 30 minute max idle setting. See Figure 1. Check the vehicleโs State Of Charge Parameter Identification Data (PID) by performing the following: โข Launch the Ford Diagnostic and Repair System (FDRS) and navigate to toolbox tab > datalogger > BCM and select BATT SOC PID. โข Ensure that the BATT_SOC PID reads over 80%. If the PID is less than 80%, fully recharge the vehicle’s 12-volt battery using the appropriate Rotunda battery tester and charger. โข Remove the charger from the vehicle and using FDRS, navigate to toolbox tab > BCM > Reset Battery. โข Monitor Sensor Learned Values application. Perform the BMS reset. โข Connect the Rotunda battery tester and charger and set it to maintain 12.6 to 13.6 volts. Monitor the voltage real time using the indicator at the bottom right corner of FDRS to ensure that it is within this range. NOTE: Verify that the negative cable of the charger is installed on a chassis or engine ground, and not the 12 volt battery negative terminal to prevent the battery saver mode from activating on the vehicle. NOTE: If the diagnostic software does not load or if the vehicle cannot be identified properly, make sure there is a good internet connection and the VCM is properly connected to the DLC. 3. Close all the doors on the vehicle. If a door must be left open during the service procedure, mechanically latch the door latch to simulate a closed door. 4. Log into Ford Diagnostic and Repair System (FDRS). Ensure FDRS and VCM 3 are updated to latest version. 5. Start a new FDRS session. NOTE: Vehicle information is automatically retrieved by the diagnostic software and a Network Test is run. Vehicle identification data appears on the screen when this is complete. NOTE: Available modules are shown on the LH side of the screen, and available procedures are listed on the RH side of the screen. Modules that are communicating are highlighted in green. 7. Select Toolbox tab. 8. From the list on the LH side of the screen, select GWM. 9. From the list on the RH side of the screen, select GWM – Gateway Module (GWM) Software Update. NOTE: If the GWM is at the latest software version, Proceed to Step 17. 10. Perform the Module Software Updating Procedures outlined below for the GWM module: Perform a network test after each software update using the latest software level of the FDRS scan tool. This will refresh the list of modules that have available software updates based current module software levels. Continue performing software updates to the GWM module untill all software updates are complete. If any error conditions are experienced during programming, refer to WSM Section 418-01A > General Procedures > Module Programming for the Error Condition Table. 11. If the in-vehicle SYNC screen does not indicate that the USB flash drive has started to download, this may require recovery of the APIM module. Refer to related Technical Service Bulletins (TSB) 22-2404 for APIM recovery using the FDRS service tool. NOTE: A blank 32GB or larger USB flash drive is required for APIM, TCU, Cluster, and GWM software updates. Make sure the USB flash drive being used is formatted correctly. To see the available drives, hold down the Windows icon keyboard key and press the E keyboard key. Right click on the USB flash drive and select Properties. If File System under the General tab is not exFAT, the drive must be formatted. To format the USB flash drive, right click on the USB flash drive, select Format, select exFAT for the File System, and select Default Allocation Size for the Allocation Unit Size. De-selecting Quick Format is not necessary and will result in a lengthier operation. 12. Using the FDRS, begin module programming by selecting the SW Updates tab. Download and run the application for desired module. Follow all on-screen instructions carefully. 13. When prompted, connect the USB flash drive to the FDRS. NOTE: It may take up to 5 minutes for the vehicle to recognize the USB flash drive. 14. When prompted by the FDRS, safely remove/eject the USB flash drive from the FDRS and connect it to the USB hub to install the software into the module. When the USB software update begins the touchscreen displays a message stating Do Not Remove USB. The update starts automatically and may take 10 minutes or longer to complete. If the message stating Do Not Remove USB does not display on the touchscreen within 5 minutes of the USB drive being connected to the vehicleโs USB hub select Did The Update Install Successfully > No on the FDRS and follow the on-screen instructions to either attempt USB programming again or perform CAN programming for the module. When the pop-up stating Restart Required appears on the touchscreen, turn the ignition OFF, open and close the driver’s door, and wait for 10 minutes. Restart the engine (key-on engine running [KOER]). The update is still in process at this time. NOTE: It may take up to 5 minutes before the touchscreen displays Update Successful pop-up. After 5 minutes if the Update Successful pop-up does not display on the touchscreen, remove the USB and select yes on the FDRS Was the USB Update Successful prompt (FDRS verifies if the module software update was successfully installed on the module). 16. Once the pop-up stating Update Successful appears on the touchscreen, select Close, remove the USB flash drive from the USB hub and connect it to the FDRS, and select Yes on FDRS indicating the update installed successfully. This initiates the remaining automated configuration steps and reports the module assembly, vehicle interface processor (VIP), calibration, customer interface processor (CIP), and application software levels to the Ford online database. Failure to follow this step results in an inaccurate database as well as omitted, improperly installed, or improperly configured applications (features) such as navigation (if equipped). It is normal for the module to reset during this step. NOTE: Update the gateway module (GWM) before performing the APIM update. Updated APIM software will not show as being available in FDRS until the GWM has been successfully updated. 17. If a GWM software update was performed, re-run the network test on the FDRS. Is an APIM software update available? โข Yes – Proceed to Step 18. โข No – Proceed to Step 23. 18. Close all the doors on the vehicle. Locking the latch mechanically while the door is open simulates a closed door. 19. Download and run the APIM Software Update application on the FDRS and follow the on-screen prompts. If any error conditions are experienced during programming, refer to WSM Section 418-01A > General Procedures > Module Programming for the Error Condition Table. NOTE: APIM software download to laptop and download to USB flash drive could each take up to 45 minutes to complete. However no technician interaction is needed once the download process has stated. NOTE: Start the vehicle before installing the USB flash drive for the APIM update. 20. When directed by the FDRS, install the USB flash drive into the vehicle. Wait 5 minutes for the updating prompts to show up in the sync screen in the vehicle. NOTE: It may take up to 5 minutes for the vehicle to recognize the USB flash drive. All doors must remain closed until the SYNC screen prompts a restart is required. To view the progress, drop down the updating screen in the sync screen. 21. When the update on the USB flash drive has downloaded to the vehicle, the touchscreen displays a Restart Required message. The ignition needs to be turned off for 10 minutes. Open the driver’s door, then close it to allow the vehicle to completely power down. During this key off time, the screen continues through a reboot process. After the 10 minutes, start the vehicle and allow another 5 minutes for the Update Successful message to appear in SYNC screen. Once the Update Successful message appears, the USB flash drive may be removed, and the doors opened. 23. If a APIM software update was performed, re-run the network test on the FDRS. Is an TCU software update available? โข Yes – Proceed to Step 24. โข No – Proceed to Step 28. 24. Select Toolbox tab. 25. From the list on the LH side of the screen, select the TCU. 26. From the list on the RH side of the screen, select TCU – Telematics Control Unit (TCU) Module Configuration. 27. Click RUN. Follow all on-screen instructions carefully. 28. If a TCU software update was performed, re-run the network test on the FDRS. Is an ECG and/or APIM software update available? โข Yes – Preform the necessary update(s). โข No – Proceed to Step 29. 29. From the list on the RH side of the screen, select Self-Test and click RUN. 30. Click the Run Selected Tests button in the lower right. 31. Click the Clear & Retest button at the top of the screen to clear DTC’s in all modules. 32. Disconnect the battery charger from the 12V battery once the programming has completed. NOTE: A good internet connection is necessary to identify the vehicle and to load the diagnostic software. โข Inspect the Vehicle Communication Module II (VCM II)/Vehicle Communication Module III (VCM III) or the Vehicle Communication and Measurement Module (VCMM) and the cables for any damage. Make sure scan tool connections are not interrupted during programming. โข A hardwired connection is strongly recommended. โข Turn off all unnecessary accessories (radio, heated/cooled seats, headlamps, interior lamps, HVAC system, etc.) and close doors. โข Disconnect/depower any aftermarket accessories (remote start, alarm, power inverter, CB radio,etc.). โข Follow all scan tool on-screen instructions carefully. โข Disable FDRS/scan tool sleep mode, screensaver, hibernation modes. โข Create all sessions key on engine off (KOEO). Starting the vehicle before creating a session will cause errors within the programming inhale process. Recovering a module when programming has resulted in a blank module a. Disconnect the VCM II/VCM III or the VCMM from the data link connector (DLC) and your PC. b. After ten seconds, reconnect the VCMII/VCMIII or the VCMM to the DLC and the PC. Launch FDRS. The VCMII/VCMIII or the VCMM icon should turn green in the bottom right corner of the screen. If it does not, troubleshoot the FDRS to VCM connection. c. If you are using the same FDRS as the initial programming attempt, select the appropriate VIN from the Vehicle Identification menu. If you are using a different FDRS, select โRead VIN from Vehicleโ and proceed through the Network Test. d. In the Toolbox menu, navigate to the failed module and Download/Run Programmable Module Installation (PMI). Follow the on-screen prompts. When asked if the original module is installed, select โNoโ and continue through the installation application. e. Once programming has completed, a screen may list additional steps required to complete the programming process. Make sure all applicable steps are followed in order. Dealer Bulletin This system may be broken down by labor operations or models. If the program has an inspection followed by a potential repair, then the assessment level will be broken down into an inspection assessment level and a repair assessment level to show the mobile friendliness of the repair on the vehicle. If the program has multiple repair options (determined by model, model year or options) then the assessment level will also be determined by the options to show the mobile friendliness of the repair on the vehicle. Description of Remedy : Description of Remedy Program : The remedy for this program is a SYNC module software update which properly configures the SYNC system for vehicle usage in 4-Low mode and corrects this issue. Ford will utilize Ford Power-Up (Over-The-Air) deployment to update the SYNC module software for affected vehicles. Alternatively, owners will have the option to take their vehicle to a Ford or Lincoln dealer to complete the software update. There will be no charge for this service. Ford provided the general reimbursement plan for the cost of remedies paid for by vehicle owners prior to notification of a safety recall in May 2021. The ending date for reimbursement eligibility is estimated to be January 15, 2023. Ford will forward a copy of the notification letters to dealers to the agency when available. How Remedy Component Differs from Recalled Component : The recalled vehicles will receive a SYNC module software update to OTA v1.5.6 or v1.5.7 that properly configures the SYNC system for vehicle usage in 4-Low mode.
