Summary
Ford Motor Company (Ford) is recalling certain 2021 Mustang vehicles. The side curtain air bag inflators may have been manufactured with the incorrect amount of compressed gas, which can result in improper air bag inflation. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard numbers 226, “Ejection Mitigation,” and 214, “Side Impact Protection.”
Remedy
Dealers will replace the side curtain air bags, free of charge. An interim owner notification letter was mailed on February 3, 2022. Owner notification letters were mailed on April 22, 2022. Owners may contact Ford customer service at 1-866-436-7332. Ford’s number for this recall is 21C37.

REASON FOR THIS COMPLIANCE RECALL
Side Curtain Airbags were produced with inflators that have the incorrect gas mass. Vehicles with suspect airbags may not comply to FMVSS 226 and FMVSS 214. A side curtain airbag containing an inflator with incorrect gas mass may not properly inflate the cushion when deployed. If the cushion does not properly inflate, it increases the risk of occupant injury in a crash necessitating side curtain airbag deployment.
SERVICE ACTION
Before demonstrating or delivering any new in-stock vehicles involved in this recall, dealers are to replace the side air curtain inflator. This service must be performed on all affected vehicles at no charge to the vehicle owner.
OWNER NOTIFICATION AND MAILING SCHEDULE
Owner letters are expected to be mailed the week of April 18, 2022. Dealers should repair any affected vehicles that arrive at their dealerships, whether or not the customer has received a letter.
PLEASE NOTE:
Federal law requires dealers to complete this recall service before a new vehicle is delivered to the buyer or lessee. Violation of this requirement by a dealer could result in a civil penalty of up to $21,000 per vehicle. Correct all vehicles in your new vehicle inventory before delivery.
SOLD VEHICLES
- Ford has not issued instructions to stop selling/delivering or driving used vehicles under this compliance recall. Owners should contact their dealer for an appointment to have their vehicles remedied as soon as practicable. Owners can continue to safely drive their vehicles.
- Immediately contact any of your affected customers whose vehicles are not on your VIN list but are identified in OASIS. Give the customer a copy of the Owner Notification Letter (when available) and schedule a service date.
- Correct other affected vehicles identified in OASIS which are brought to your dealership.
- Dealers are to prioritize repairs of customer vehicles over repairs of new and used vehicle inventory.

- Correct all affected units in your new vehicle inventory before delivery.
- Use OASIS to identify any affected vehicles in your used vehicle inventory.
DEALER-OPERATED RENTAL VEHICLES
The Fixing America’s Surface Transportation (FAST) Act law effective June 2016 prohibits a rental company from selling, renting or leasing vehicles subject to a safety or compliance recall. Please consult your legal counsel for legal advice.

CERTAIN 2021 MODEL YEAR MUSTANG VEHICLES — SIDE CURTAIN AIRBAG REPLACEMENT
SERVICE PROCEDURE
WARNING: The following procedure prescribes critical repair steps required for correct restraint system operation during a crash. Follow all notes and steps carefully. Failure to follow step instructions may result in incorrect operation of the restraint system and increases the risk of serious personal injury or death in a crash.
1. Replace the Left Hand (LH) and Right Hand (RH) Side Curtain Airbags. Please follow the Workshop Manual (WSM) procedures in Section 501-20B.
IMPORTANT NOTE: Federal law prohibits selling motor vehicle parts or components that are under safety, compliance, or emissions recall. Unless a part is requested to be returned to Ford, all parts replaced under this FSA must be scrapped in accordance with all applicable local, state and federal environmental protection and hazardous material regulations. Refer to the Parts Retention, Return, & Scrapping section of the FSA dealer bulletin for further information.
Chronology :
On November 4, 2021, a competitor’s airbag module containing an HPH-A inflator built in Joyson Safety Systems (JSS) Monclova plant did not properly inflate the cushion when activated during a laboratory test. Subsequent investigation determined that while the inflator production line measured and recorded each inflator to determine if the correct mass of gas was present, the production line was not rejecting out of specification units. JSS reviewed the recorded data and identified specific inflators (by serial number) which were built and shipped without the correct gas mass.
On November 5, 2021, JSS informed Ford that HPH-A inflators used on the Mustang Curtain Airbag (CAB) modules were suspect. JSS communicated to Ford that they planned to submit a PART 573 for this defect.
On November 16, 2021, Ford’s Critical Concern Review Group opened an investigation on this issue.
Ford reviewed supplier records and traceability data to determine vehicles that were manufactured with suspect inflators.
On December 09, 2021, Ford’s Field Review Committee reviewed the concern and approved a field action.
Ford is not aware of any reports of accident or injury related to this condition.

PARTS RETENTION, RETURN, & SCRAPPING Follow the provisions of the Warranty and Policy Manual, Section 1 – WARRANTY PARTS RETENTION AND RETURN POLICIES. If a replaced part receives a scrap disposition, the part must be scrapped in accordance with all applicable local, state and federal environmental protection and hazardous material regulations. Federal law prohibits selling motor vehicle parts or components that are under safety, compliance, or emissions recall. EXCESS STOCK RETURN Excess stock returned for credit must have been purchased from Ford Customer Service Division in accordance with Policy Procedure Bulletin 4000. REPLACED FSA PARTS INSPECTION AND SIGN OFF Effective March 1st 2021 all parts replaced as part of an FSA repair with a repair order open date of March 1st 2021 or later must be inspected and signed off on the repair order by a member of your dealers fixed operations management team or an employee the task has been delegated to. If the task is to be delegated to a non-management employee, the employee needs to be someone other than the technician who completed the repair and needs to understand the importance of completing this task consistently and accurately. All parts replaced as part of an FSA repair should be returned to the parts department following the Warranty Parts Retention and Return Policies. Inspect the replaced parts to verify the FSA repair was completed. If the FSA repair is found to be complete, the designated employee signs the repair order line or parts return stamp area (electronic or hand signed) for the FSA repair indicating the parts were inspected and validated to have been replaced. This process is subject to review during warranty audits for FSA repairs with a repair order open date of March 1st 2021 or later. Any eligible FSA claims requiring parts replacement, found not to have been inspected and signed off during a warranty audit will be subject to chargeback and consideration for enrollment into the Dealer Incomplete Recall Repair Process. Note: Other approvals (electronic or handwritten) for add-on repair lines, dealer owned vehicle repairs, and repeat repairs do not qualify as FSA parts inspection approvals. The post repair FSA parts inspection process (electronic or handwritten) is independent from other warranty approval requirements. The approval by the designated employee implies that the FSA parts were found to be replaced and must be able to be clearly identified on the Repair Order. If multiple FSA’s require approval on a single Repair Order, each applicable occurrence will require individual post repair approval by the designated employee. Subsequent investigation determined that while the inflator production line measured and recorded each inflator to determine if the correct mass of gas was present, the production line was not rejecting out of specification units. JSS reviewed the recorded data and identified specific inflators (by serial number) which were built and shipped without the correct gas mass. On November 5, 2021, JSS informed Ford that HPH-A inflators used on the Mustang Curtain Airbag (CAB) modules were suspect. JSS communicated to Ford that they planned to submit a PART 573 for this defect. Part 573 Safety Recall Report 21V-980 Page 3 The information contained in this report was submitted pursuant to 49 CFR §573 On November 16, 2021, Ford’s Critical Concern Review Group opened an investigation on this issue. Ford reviewed supplier records and traceability data to determine vehicles that were manufactured with suspect inflators. On December 09, 2021, Ford’s Field Review Committee reviewed the concern and approved a field action. Ford is not aware of any reports of accident or injury related to this condition. Description of Remedy : Description of Remedy Program : Owners will be notified by mail and instructed to take their vehicle to a Ford or Lincoln dealer to have the affected side curtain airbags replaced. There will be no charge for this service. Ford is excluding reimbursement for costs because the original warranty program would provide for a free repair for this concern. Ford will forward a copy of the notification letters to dealers to the agency when available. How Remedy Component Differs from Recalled Component : The remedy component is produced with inflators that are within specification for gas mass. Identify How/When Recall Condition was Corrected in Production : On November 04, 2021, supplier changed the PLC logic correcting the error condition and validation was performed to ensure the automatic rejection of inflators with inadequate gas fill.
