SUBJECT: Safety Recall 19S41
Certain 2016-2017 Model Year MKX Vehicles Equipped with 3.7L Engines
Battery Cable Harness

REF: Advance Notice – Safety Recall 19S41

AFFECTED VEHICLES

Vehicle Model Year Assembly Plant Build Dates
MKX 2016-2017 Oakville November 12, 2014 through September 11, 2017

Affected vehicles are identified in OASIS and FSA VIN Lists.

REASON FOR THIS SAFETY RECALL

In some of the affected vehicles, there may be insufficient clearance between the battery cable harness and the transmission shifter cable bracket, which could allow contact. Over time, this could damage the insulation of the battery positive cable, resulting in a short to ground, and leading to a potential fire.

SERVICE ACTION

Dealers are to install a wiring shield and protective sleeve to the battery cable harness. This service must be performed on all affected vehicles at no charge to the vehicle owner.

OWNER NOTIFICATION MAILING SCHEDULE

Owner letters advising parts are available are expected to be mailed the week of April 27, 2020. Dealers should repair any affected vehicles that arrive at their dealerships, whether or not the customer has received a letter.

PLEASE NOTE:

Federal law requires dealers to complete this recall service before a new vehicle is delivered to the buyer or lessee. Violation of this requirement by a dealer could result in a civil penalty of up to $21,000 per vehicle. Correct all vehicles in your new vehicle inventory before delivery.

Ford Motor Company
Recall Reimbursement Plan for 19S41

Ford and Lincoln dealers are in the best position to quickly and efficiently process reimbursement requests. However, federal legislation requires all motor vehicle manufacturers to establish processes through which customers may seek recall reimbursement directly from the manufacturer or from the dealers.

Regarding the specific reimbursement plan for Recall # 19S41, owners who have paid for service to remedy the defect or noncompliance must have had that service performed prior to May 15, 2020. After this date, if repairs related to this recall are performed by a non-Ford repair facility in an emergency situation, customers must submit any refund requests through their dealership. As required by this federal regulation, Ford Motor Company submitted the details of its latest General Recall Reimbursement Plan in a letter to the National Highway Traffic Safety Administration (NHTSA) in February 2019. The following is the text of that letter and the Plan:

General Recall Reimbursement Plan
(As submitted to the NHTSA)

Pursuant to the requirements set forth in 49 CFR Part 573 and Part 577 of the Code of Federal Regulations, Ford Motor Company (Ford) is submitting required information pertaining to our general reimbursement plan for the cost of remedies paid for by vehicle owners before they are notified of a related safety recall.

Set forth below is Ford’s general plan to reimburse owners and purchasers for costs incurred for remedies in advance of notification of potential safely-related defects or noncompliances pursuant to Part 573.6 (c)(8)(i). This plan has not changed since our February 20, 2019 submission.

Reimbursement Notification

Ford’s notice to a vehicle owner in accordance with 49 CFR Part 577 will indicate that Ford is offering a refund if the owner paid to have service to remedy the defect or noncompliance prior to a specified ending date. In accordance with Part 573.13 (c)(2), this ending date will be defined as a minimum of ten calendar days after the date on which Ford mailed the last of its Part 577 notifications to owners, and will be indicated in the specific reimbursement plan available to owners for an individual recall. This notice will direct owners to seek eligible reimbursement through authorized dealers or, at their option, directly through Ford at the following address:

Ford Motor Company
P.O. Box 6251
Dearborn, MI 48121-6251

Ford notes that this rule allows for the identification of a beginning date for reimbursement eligibility. Under the rule, an owner who paid to remedy the defect or noncompliance prior to the identified beginning date would not be eligible for reimbursement. Ford generally has not established such a beginning date for reimbursement eligibility and does not presently anticipate changing this general policy. However, in any case where Ford determines a beginning date is appropriate, Ford will indicate that date in the owner notice. As permitted by 577.11(e), Ford may not include a reimbursement notification when all vehicles are well within the warranty period, subject to approval by the agency.

Costs to be Reimbursed

For vehicles, reimbursement will not be less than the lesser of:

  • The amount paid by the owner for the remedy that specifically addressed and was reasonably necessary to correct the defect or noncompliance that is the subject of the recall, or
  • The cost of parts for the remedy (to be no more than the manufacturer’s list retail price for authorized part(s), plus associated labor at local labor rates, miscellaneous fees (such as disposal of waste) and taxes.

For replacement equipment, reimbursement will be the amount paid by the owner for the replacement item (limited by the amount of the retail list price of the defective or noncompliant item that was replaced, plus taxes, where the brand or model purchased by the owner was different than the brand or model that was the subject of the recall). If the item of motor vehicle equipment was repaired, the reimbursement provisions identified above for vehicles will apply.

Ford notes that costs incurred by the owner within the period during which Ford’s original or extended warranty would have provided for a free repair of the problem will not be eligible for reimbursement, as provided by Part 573.13 (d)(1).

Entities Authorized to Provide Reimbursement

Ford will continue to use authorized dealers to reimburse owners under the specific reimbursement plans for a particular recall, and will encourage owners to pursue requests for reimbursement directly through dealers to expedite reimbursement. Ford will also provide a mailing address to which customers can, at their option, send requests for reimbursement directly to Ford, as previously noted. Requests for reimbursement sent directly to Ford may take up to 60 days to process. Whether the owner chooses to pursue reimbursement requests through a dealer or directly through Ford, the owner will be directed to submit the required documentation, upon which reimbursement eligibility will be determined.

Required Documentation

The reimbursement determination will depend upon the information provided by the customer. Consistent with Part 573.13 (d)(4) the following information must be submitted:

  • Claimant name and address
  • Vehicle make, model, and model year
  • Vehicle identification number (VIN) and, for replacement equipment, a description of such equipment or, for tires, the model, size and TIN (DOT code)
  • Identification of the recall number (either the Ford recall number or the NHTSA recall number)
  • Identification of the owner of the recalled vehicle at the time that the pre-notification remedy was obtained
  • An original receipt for the pre-notification remedy that includes a breakdown of the amount for parts, labor, other costs and taxes, including costs for the replacement item. Where the receipt covers work other than to address the recall or noncompliance, Ford may require the claimant to separately identify costs that are eligible for reimbursement.
  • If the remedy was obtained during the warranty period, documentation indicating that the warranty was not honored or the warranty repair did not correct the problem related to the recall.

Failure to submit all of the above information may result in denial of the reimbursement request.

Additional Information

The Part 577 required owner notice will provide a toll-free telephone number through which specific information about the reimbursement plan can be requested from Ford. This general reimbursement plan will be incorporated into notifications pursuant to Part 573.6 by reference. Information specific to an individual recall also may be incorporated into the Part 573.6 notification.

TO: All U.S. Ford and Lincoln Dealers

SUBJECT:   Advance Notice – Safety Recall 19S41 – Supplement #1
Certain 2016-2017 Model Year MKX Vehicles Equipped with 3.7L Engines
Battery Cable Harness

SUBJECT:   Advance Notice – Safety Recall 19S41
Dated November 13, 2019

New! REASON FOR THIS SUPPLEMENT

  • Part Availability: A new part has been designed to repair vehicles affected by this recall. The new part is not expected to be available until the end of March 2020.

AFFECTED VEHICLES

Vehicle Model Year Assembly Plant Build Dates
MKX 2016-2017 Oakville November 12, 2014 through September 11, 2017

Affected vehicles are identified in OASIS and FSA VIN Lists.

REASON FOR THIS SAFETY RECALL

In some of the affected vehicles, there may be substandard clearance between the battery cable harness and the transmission shifter cable bracket, which could allow contact. Over time, this could damage the insulation of the battery positive cable, resulting in a short to ground, and leading to a potential fire.

New! SERVICE ACTION

A complete Dealer Bulletin will be provided to dealers by the end of March 2020 when it is anticipated that parts ordering information and repair instructions will be available to support this safety recall.

NOTE: Until parts ordering information and repair instructions are available, if the battery is removed for any reason, ensure the battery cable harness is properly installed and routed per the workshop manual.

IMPORTANT:  Dealers should open a Repair Order (RO) only when a full dealer bulletin is published. Opening an RO against an Awareness or Advance Notice will result in warranty rejections against a recall.

CUSTOMER NOTIFICATION

Owner letters are expected to be mailed the week of December 2, 2019 notifying customers that parts are not yet available to repair their vehicles.

PLEASE NOTE:

Federal law requires dealers to complete this recall service before a new vehicle is delivered to the buyer or lessee.  Violation of this requirement by a dealer could result in a civil penalty of up to $21,000 per vehicle.  Correct all vehicles in your new vehicle inventory prior to delivery.

QUESTIONS & ASSISTANCE

For questions and assistance, contact the Special Service Support Center (SSSC) via the SSSC Web Contact Site.  The SSSC Web Contact Site can be accessed through the Professional Technician Society (PTS) website using the SSSC link listed at the bottom of the OASIS VIN report screen or listed under the SSSC tab.

Sincerely,

David J. Johnson

We apologize for this situation and want to assure you that, with your assistance, we will correct this condition. Our commitment, together with your dealer, is to provide you with the highest level of service and support.

What is the issue? On your vehicle, there may be insufficient clearance between the battery cable harness and the transmission shifter cable bracket.

What will Lincoln and your dealer do? The Lincoln Motor Company is working closely with its suppliers to produce parts for this repair. When parts become available, Lincoln will notify you via mail to schedule a service appointment with your dealer for repairs to be completed free of charge (parts and labor). Parts are anticipated to be available in the first quarter 2020.
What should you do? When parts are available, Lincoln will send a letter to inform you that parts are available and to contact your dealer to schedule a repair.

* * * CAMPAÑA DE SEGURIDAD IMPORTANTE * * *

FORD MOTOR COMPANY ISSUES TWO SAFETY RECALLS AND A SAFETY COMPLIANCE RECALL

NOV 14, 2019 | DEARBORN, MICH.

DEARBORN, Mich., Nov. 14, 2019 – Ford Motor Company is issuing two safety recalls and a safety compliance recall in North America. Details are as follows.

Safety recall for select 2019-20 Ford F-150 vehicles for improperly secured positive battery-terminal fastener

Ford Motor Company is issuing a safety recall for select 2019-20 Ford F-150 vehicles for a positive battery-terminal fastener that may not be secured due to wiring eyelet adhesive on the surface area of the terminal joint contact for the battery-monitoring sensor. An attachment that is not secure may result in intermittent or inoperative vehicle systems, affecting instrument panel displays, braking or steering assist, or causing the engine to stall. This condition could also create a resistive short, increasing the potential for smoke, melting or risk of fire.

Ford is not aware of any reports of accident or injury related to this condition.

This action affects 135,725 vehicles in the U.S. and federal territories, 30,073 in Canada, and 2,257 in Mexico.

Affected vehicles were built at Dearborn Truck Plant from July 15 to Oct. 1, 2019, and at Kansas City Assembly Plant from June 24 to Oct. 1, 2019.

Dealers will inspect the positive battery cable joint for excess sealant adhesive. If present, dealers will remove excess adhesive, reassemble the joint and torque the fastener to specification. The Ford reference number for this recall is 19S40.

Safety recall for select 2016-17 Lincoln MKX vehicles with 3.7-liter engines

Ford Motor Company is issuing a safety recall for select 2016-17 Lincoln MKX vehicles with 3.7-liter engines. In affected vehicles, the battery cable harness may have substandard clearance, which could allow the harness to contact the transmission shifter cable bracket. Contact between the battery cable harness and the transmission shifter cable bracket could wear through the insulation of the cable, resulting in the cable shorting to ground, increasing the risk of overheated or melted wiring, as well as fire.

Ford is not aware of any reports of accident or injury related to this condition. Ford is aware of three vehicle fires potentially related to this issue.

This action affects 54,411 vehicles in the U.S. and federal territories and 5,253 in Canada.

Affected vehicles were built at Oakville Assembly Plant from Nov. 12, 2014, to Sept. 11, 2017.

Dealers will remove the four battery harness clips at the battery tray and one elbow guide, then install a wire channel shield and protective sleeve to the battery cable harness. The Ford reference number for this recall is 19S41.

Safety compliance recall for select 2018-19 Ford F-Series Super Duty vehicles with LED headlamps

Ford Motor Company is issuing a safety compliance recall for select 2018-19 Ford F-Series Super Duty vehicles with LED headlamps. Affected vehicles are equipped with high-series daytime running lamps controlled by an incorrectly configured body control module. When the daytime running lamps are illuminated and the master lighting switch is moved to the low-beam position, the daytime running lamps do not revert to parking lamp intensity as required by federal motor vehicle safety standards.

Ford is not aware of any reports of accident or injury related to this condition.

This action affects 86,296 vehicles in the U.S. and federal territories and 14,079 in Canada.

Affected vehicles were built at Kentucky Truck Plant:

  • 2018 Ford F-Series Super Duty vehicles built from May 1, 2017, to July 13, 2018
  • 2019 Ford F-Series Super Duty vehicles built from March 5, 2018, to Oct. 8, 2019

Dealers will update the body control module. The Ford reference number for this recall is 19C10.

Ford FSA 19S41

19S41 – CERTAIN 2016-17 FORD MKX VEHICLES WITH SUBSTANDARD CLEARANCEBETWEEN THE B+ WIRING HARNESS AND THE TRANSMISSION SHIFTER CABLEBRACKET

Chronology of events

May 2019:  On May 21, 2019 an issue regarding three 3.7L MKX underhood fires was brought to CCRG for review.  Vehicle inspections had been unable to identify a source for the fires, although they were believed to be electrical in nature.

A review of the 3.7L wiring package found that design and process changes had been made in September of 2017 to address substandard clearances between electrical wiring and hardware in this area.  The vehicles associated with the three reports reviewed with CCRG were each built prior to that design change.

June – August 2019: CCRG requested a review of field data for similar reports.  The data search identified five warranty claims involving battery harness wire contact with the transmission shifter bracket that did not result in fire.  One of the three vehicles brought to CCRG for review in May was found to have had a battery replacement 3 days before the fire.  These vehicles were all built prior to incorporation of the September, 2017 design and process changes.  Vehicle reviews were conducted to evaluate wiring package clearances to underhood components.  Vehicle inspections identified a sharper than expected shifter cable bracket edge in proximity to the battery cable on one vehicle.  Further study, including CAD analysis, was conducted to understand potential wire harness movement during vehicle operation, including analysis with mispositioned or dislodged wire harness locator pins.  CCRG requested a review of service procedures for components in the area, including battery replacement.

September – November 2019: Analysis of service procedures identified that battery replacement required removal of the battery cable harness and clips to allow sliding the battery from underneath the cowl.  This procedure may inadvertently diminish cable clearance to the shift cable bracket.

On November 4, 2019, Ford’s Field Review Committee reviewed the concern and approved a field action.

Ford is aware of three vehicle fires potentially related to this issue.  There have been no vehicle fire since 11/14/2018 related to this issue.

Ford is not aware of any reports of accident or injury related to this issue.
