Summary

Remedy
AS AN INTERIM REPAIR, OWNERS WILL BE INSTRUCTED TO RETURN THEIR VEHICLES TO THEIR DEALERS TO HAVE THE SPEED CONTROL DEACTIVATION SWITCH DISCONNECTED.

Remedy
BY LETTER DATED SEPTEMBER 12, 2005, OWNERS WERE INSTRUCTED TO RETURN THEIR VEHICLES TO THEIR DEALERS TO HAVE THE SPEED CONTROL DEACTIVATION SWITCH DISCONNECTED.
OWNERS WHO HAVE HAD THEIR SPEED CONTROL DEACTIVATED ARE BEING NOTIFIED THAT PARTS WILL BE AVAILABLE AND ADVISED TO MAKE AN APPOINTMENT TO RECONNECT THE SPEED CONTROL BEGINNING IN FEBRUARY 2006.
OWNERS WHO DID NOT HAVE THEIR SPEED CONTROL DEACTIVATED ARE BEING NOTIFIED TO HAVE THEIR SYSTEM REMEDIED BEGINNING IN FEBRUARY 2006.
OWNERS ARE URGED TO AVAIL THEMSELVES OF THE FREE DISCONNECT SERVICE AS SOON AS POSSIBLE BECAUSE OF THE SIGNIFICANT RISK OF FIRE.

REASON FOR THIS RECALL
The underhood Speed Control Deactivation Switch (SCDS) may overheat, smoke, or burn, which could result in an underhood fire. The potential for a fire exists regardless of whether speed control is being used or the engine is running.
SERVICE ACTION
At no charge to the vehicle owner, dealers are to inspect the Speed Control Deactivation Switch (SCDS) harness connector for the presence of brake fluid contamination on all affected vehicles. After the inspection, dealers are to perform the repairs as specified in the “Vehicle Parts Application & Labor Operation Chart” in Attachment II.
OWNER NOTIFICATION MAILING SCHEDULE
CAR VEHICLES: Part availability letters were mailed to all car vehicle owners in the February through March, 2008 timeframe. The letters informed owners that service parts to perform permanent repairs on their vehicles were available, and encouraged them to contact their dealer to have the permanent repair performed at their earliest convenience.
TRUCK VEHICLES: Part availability letters will be mailed to all truck vehicle owners beginning in mid-April, 2008. The letters will inform owners that service parts to perform permanent repairs on their vehicles are available, and encourage them to contact their dealer to have the permanent repair performed at their earliest convenience. The letters will be mailed in phases through the end of May, 2008.
PLEASE NOTE:
Federal law requires dealers to complete this recall service before a new vehicle is delivered to the buyer or lessee. Violation of this requirement by a dealer could result in a civil penalty of up to $6,000 per vehicle. Correct all vehicles in your new vehicle inventory before delivery.

Speed Control System Modification
OASIS ACTIVATED?
Yes, OASIS was activated August, 2007.
NOTE: This recall pertains to certain vehicles that have a factory installed speed control only. Ford offers a Genuine Accessory Speed Control kit that utilizes a production steering wheel identical to the factory-installed system. The Ford
accessory kit does not use a master cylinder mounted deactivation switch and, as a result, vehicles with this kit are not included in this recall. If a customer inquires about Safety Recall 05S28, and the VIN of their vehicle is not listed in OASIS under 05S28, the vehicle is not involved in the program.
FSA VIN LIST ACTIVATED?
Yes. FSA VIN list is available through https://web.fsavinlists.dealerconnection.com.
NOTE: Your FSA VIN list may contain owner names and addresses obtained from motor vehicle registration records. RELATED DAMAGE
If a related damage condition exists that you believe to be caused by the covered condition, call the Special Service Support Center to request approval prior to the repair of any related damage. Requests for approval after completion of the repair will not be granted. Ford Motor Company reserves the right to deny coverage for related damage in cases where the vehicle owner has not had this recall performed within a reasonable period of time after receiving notification.
ADDITIONAL LABOR TIME
If a condition exists that requires additional labor to complete the repair, call the Special Service Support Center to request approval prior to performing any additional labor. Requests for approval after completion of the repair will not be granted.
OWNER REFUNDS
- Ford
Motor Company is offering a refund for owner-paid repairs covered by this recall if the repair was performed prior to the date indicated in the reimbursement plan, which is posted with this bulletin. This plan is also available to owners through the Customer Relationship Center (CRC). The CRC will direct owners to seek reimbursement through authorized dealers or, at their option, directly through Ford
Motor Company at P.O. Box 6251, Dearborn, MI 48121-6251.
- Dealers are also authorized to refund owner-paid emergency repairs that were performed away from an authorized servicing dealer after the end date specified in the reimbursement plan. Non-covered repairs, or those judged by Ford
to be excessive, will not be reimbursed.
- Multiple refunds should be submitted on one repair line and the invoice details for each repair should be detailed in the comments section of the claim. If a repair is performed on the same visit, the repair and refunds should be submitted on separate repair lines.
- This safety recall must still be performed, even if the customer has paid for a previous repair. Claiming a refund will not close out the VIN for this recall.

PARTS RETENTION AND RETURN
After the claim is submitted, the Ford Warranty Parts Analysis Center (WPAC) may initiate an FCS 700 tag for the return of Speed Control Deactivation Switches. Do not return any removed parts unless you receive notice from PEARS (Parts Entry And Return System). Refer to your daily PEARS register for part disposition and return instructions.
Follow the provisions of the Warranty and Policy Manual for “Parts Retention and Return Procedures”.
EXCESS STOCK RETURN
To preserve the inventory of the Universal Fused Jumper Harness parts, dealers are requested to exhaust their existing inventories of the non-universal Fused Jumper Harness parts (4W1Z14A411-BC and 8W7Z-14A411-BB) on the approved vehicle applications specified in Attachment IV, prior to using the Universal Fused Jumper Harness parts on those applications.
Excess stock returned for credit must have been purchased from Ford Customer Service Division in accordance with Policy Procedure Bulletin 4000.

Note that the revised SCDS has a different electrical connector. A jumper adapter (which is included in the parts kit) is required when replacing the old SCDS with the revised SCDS.
SCDS Location
In most late model year vehicles involved in this recall, the SCDS is located on the master cylinder. In early model year vehicles (1992-1998), the SCDS may be located on the master cylinder but is often found on a brake line distribution block or on the brake proportioning valve. If in doubt, just follow the metal brake lines from the master cylinder until the switch is found.
- On early model year E-Series vehicles, the SCDS is located on the left frame rail.
- On E-450 models only, remove the 3 screws and position the coolant degas bottle forward to allow access to the SCDS and servo.
- On F-53 vehicles, if the SCDS is not located on the master cylinder, it may be located in a brake line junction block approximately 457 mm (18 in) below the master cylinder. It may be necessary to reposition wiring harnesses and/or remove add-on equipment in order to locate the switch.
- On 1993 MARK VIII vehicles, the steering wheel intermediate shaft needs to be disconnected from the inside of the vehicle and the outside of the vehicle, and then positioned upwards to gain access to the SCDS.
- When the intermediate steering shaft is disconnected, the steering wheel must be in the LOCK position to prevent damage to the clockspring.
- During installation of the intermediate steering shaft, new bolts must be installed.
Tighten the bolts to 49 Nm (36 lb-ft).
- On 1994-1998 MARK VIII vehicles, the SCDS is located underneath the right front fender splash shield in front of the right front wheel. It is not necessary to remove the right front wheel to access the SCDS. Turn the wheel all the way right and position the front of the fender splash shield aside.
- On all Mark VIII vehicles (except 1993), the speed control servo is located underneath the left front fender splash shield in front of the left front wheel.
FUSED JUMPER HARNESS (FJH) IDENTIFICATION
The new universal fused jumper harness has a double fuse instead of a single fuse. See Figure 2.

SPEED CONTROL DEACTIVATION SWITCH (SCDS) INSPECTION
NOTE: On E-150/250/350 and MARK VIII, it may be necessary to lift the vehicle to disconnect the SCDS.
Disconnect the SCDS and inspect the harness connector (See Figure 3) for the presence of brake fluid.
- All vehicles except 1993 Mark VIII: If there is no evidence of brake fluid on the connector, install a Fused Jumper Harness (See Page 7).
- On 1993 Mark VIII vehicles with no evidence of brake fluid on the SCDS harness connector, replace the Speed Control Deactivation Switch but do not inspect or apply electrical grease to the speed control servo connector.
- If there is evidence of brake fluid on the connector, replace the Speed Control Deactivation Switch, inspect and apply electrical grease to the appropriate connectors. (See Page 8).

FUSED JUMPER HARNESS (FJH) INSTALLATION
- Connect the fused jumper harness to the SCDS and the vehicle harness.
- Secure the jumper harness to the existing harness with tie straps, making sure the fuse holders are positioned vertically with the cap facing upward. Wrap the tie straps underneath, then over the top of the existing harness and verify proper fuse holder orientation. See Figure 4.

SPEED CONTROL DEACTIVATION SWITCH (SCDS) REPLACEMENT
NOTE: The brake pedal must not be depressed during the removal and replacement of the SCDS.
- Check the brake fluid level at the master cylinder and, if necessary, fill to maximum fluid level.
NOTICE: DO NOT apply fluid to the electrical connector or damage to the connector may occur.
NOTICE: The 1994 Capri Brake Repair Kit contains a brass sealing washer. Install the brass washer onto the SCDS before installing it on the vehicle.
- Add a few drops of Motorcraft High Performance DOT 3 Motor Vehicle Brake Fluid, PM1-1 or PM-1-C (US), CPM-1-C (Canada), to the fluid port at the threaded end of the new SCDS. See Figure 5.

NOTICE: Do not allow any foreign material to enter the master cylinder port once the SCDS is removed.
NOTE: Call the Special Service Support Center for assistance if brake fluid does not flow from the SCDS fitting when the SCDS is removed.
NOTE: If the new SCDS is not installed immediately after the original switch is removed, the master cylinder brake fluid could drop below the minimum level and air could enter the brake system. If this should occur, air must be bled from the brake system at all 4 wheels. In this situation, the labor to bleed the brake system will not be covered under this program.
- Remove the SCDS.
- With the brake fluid reservoir cap removed, observe for brake fluid dripping/draining from the SCDS fitting. As soon as brake fluid begins to bleed from the fitting, install the new SCDS.
- Tighten the new SCDS as follows:
- 18 Nm (159 lb-in) – all vehicles except 1994 Capri.
- 13 Nm (115 lb-in) – 1994 Capri.
- Check the brake fluid level at the master cylinder, fill to maximum fluid level and install the brake fluid reservoir cap.
- Disconnect the speed control servo and inspect the vehicle harness connector for heat damage. See Figure 6.
- If no heat damage is found at the speed control servo connector (even if there is presence of brake fluid in the connector), proceed to the next step.
- If the speed control servo connector is heat damaged, call the Special Service Support Center for further instructions.

- With the speed control servo disconnected, use shop air only to blow the SCDS harness electrical connector and the servo connector dry of any trace of brake fluid. Do not use any type of solvent to clean the connectors.

- Install the adapter jumper harness by connecting it to both the SCDS and the vehicle harness. Using the provided tie strap, secure the jumper harness to a nearby component such as the speed control cable or another wire harness.
NOTICE: Be sure to apply and adequate amount of grease to the vehicle harness connector only.
DO NOT apply the grease directly to the connector of the servo module.
- Apply a 5 mm (3/16 in) high bead of Motorcraft Electrical Grease II XG-15-A across the entire width and length of the servo vehicle harness connector. See Figure 8.

Q1. What is the Universal Fused Jumper Harness?
A. The Universal Fused Jumper Harness contains a fuse in each side of the circuit to accommodate polarity complexity across vehicle lines, and a connector hardshell that is compatible with all Speed Control Deactivation Switches.
Q2. Why are the Speed Control Deactivation Switches not interchangeable on all vehicle applications?
A. Differences in Speed Control Deactivation Switch (SCDS) activation pressures make it essential that the correct SCDS is installed in the specified vehicle application.
Q3. Can I just remove the fuse for the Speed Control System circuit?
A. No. Removing the fuse will disable more systems on the vehicle than just the Speed Control System.
Q4. Can the customer disconnect the Speed Control Deactivation Switch connector?
A. No. To ensure that the correct connector is disconnected, a dealership technician should perform this service.
Q5. Is the Speed Control Deactivation Switch located on the vehicle steering wheel?
A. No. The Speed Control Deactivation Switch is typically mounted to the brake master cylinder under the hood. On some of the earlier built vehicles, the SCDS was mounted to a junction block or brake proportioning valve located below the master cylinder on or near the frame rail.
Q6. Can customers avoid overheating the switch by not using the Speed Control System?
A. No. The electrical circuit to the Speed Control Deactivation Switch is always energized, so not using the Speed Control System doesn’t reduce the potential for overheating of the switch.

Reimbursement Plan for 05S28
Ford Motor Company has historically reimbursed customers for expenses to remedy a safety recall defect or noncompliance that were incurred before the customer was notified of the recall. These reimbursements have been processed through our dealer network, because our dealers are in the best position to quickly and efficiently satisfy these requests. We will continue to provide this service to our customers. However, new federal legislation now requires all motor vehicle manufacturers to establish processes through which customers may alternatively seek recall reimbursement directly from the manufacturer as well as from the dealers.
Regarding the specific reimbursement plan for Recall # 05S28, owners who have paid for service to remedy the defect or noncompliance must have had that service performed prior to October 10, 2007 (the “ending date” referred to in the letter below). After this date, if repairs related to this recall are performed by a non-Ford repair facility in an emergency situation, customers must submit any refund requests through their dealership. As required by this federal regulation, Ford Motor Company submitted the details of its General Recall Reimbursement Plan in a letter to the National Highway Traffic Safety Administration (NHTSA) in February 2003. The following is the text of that letter and the Plan:

Pursuant to the requirements set forth in 49 CFR Part 573 and Part 577 of the Code of Federal Regulations, Ford Motor Company (Ford) is submitting required information pertaining to our general reimbursement plan for the cost of remedies paid for by vehicle owners before they are notified of a safety recall.
As the agency is aware, prior to this rule Ford has routinely reimbursed owners for the cost of such pre-notification remedies. Our practice will continue under the new rule with a few minor modifications. Set forth below is Ford’s general reimbursement plan to reimburse owners and purchasers for costs incurred for remedies in advance of notification of potential safety-related defects or noncompliance pursuant to Part 573.6(c)(8)(i).
Reimbursement Notification
Ford’s notice to a vehicle owner in accordance with 49 CFR Part 577 will indicate that Ford is offering a refund if the owner paid to have service to remedy the defect or noncompliance prior to an ending date. In accordance with Part 573.13 (c)(2), this ending date will be defined as 10 calendar days after the date on which Ford mailed the last of its Part 577 notifications to owners, and will be indicated in the specific reimbursement plan available to owners for an individual recall. This notice will direct owners to seek eligible reimbursement through authorized dealers or, at their option, directly through Ford at the following address:

Ford notes that this rule allows for the identification of a beginning date for reimbursement eligibility. Under the rule, an owner who paid to remedy the defect or noncompliance prior to the identified beginning date would not be eligible for reimbursement. Ford generally has not established such a beginning date for reimbursement eligibility and does not presently anticipate changing this general policy; however, in any case where Ford determines a beginning date is appropriate, Ford will indicate that date in the owner notice.
Costs to be Reimbursed
For vehicles, reimbursement will not be less than the lesser of:
- The amount paid by the owner for the remedy, or
- The cost of parts for the remedy (to be no more than the manufacturer’s list retail price for authorized parts), plus associated labor at local labor rates, miscellaneous fees (such as disposal of waste) and taxes
For replacement equipment, reimbursement will be the amount paid by the owner for the replacement item (limited by the amount of the retail list price of the defective or noncompliant item that was replaced, plus taxes, where the brand or model purchased by the owner was different than the brand or model that was the subject of the recall). If the item of motor vehicle equipment was repaired, the reimbursement provisions identified above for vehicles will apply.
Ford notes that costs incurred by the owner within the period during which Ford’s original or extended warranty would have provided for a free repair of the problem will not be eligible for reimbursement, as provided by Part 573.13 (d)(1).
Entities Authorized to Provide Reimbursement
Ford will continue to use authorized dealers to reimburse owners under the specific reimbursement plans for a particular recall, and will encourage owners to pursue requests for reimbursement directly through dealers to expedite reimbursement. Ford will also provide a mailing address to which customers can, at their option, send requests for reimbursement directly to Ford, as previously noted. Requests for reimbursement sent directly to Ford may take up to 60 days to process. Whether the owner chooses to pursue reimbursement requests through a dealer or directly through Ford, the owner will be directed to submit the required documentation, upon which reimbursement eligibility will be determined.
Required Documentation
The reimbursement determination will depend upon the information provided by the customer. Consistent with Part 573.13(d)(4) the following information must be submitted:
- Claimant name and address
- Vehicle make, model and model year
- Vehicle identification number (VIN) and, for replacement equipment, a description of such equipment or, for tires, the model, size and TIN (DOT code)
- Identification of the recall number (either the Ford recall number or the NHTSA recall number)
- Identification of the owner of the recalled vehicle at the time that the pre-notification remedy was obtained
- An original receipt for the pre-notification remedy that includes a breakdown of the amount for parts, labor, other costs and taxes, including costs for the replacement item. Where the receipt covers work other than to address the recall or noncompliance, Ford may require the claimant to separately identify costs that are eligible for reimbursement.
- If the remedy was obtained during the warranty period, documentation indicating that the warranty was not honored or the warranty repair did not correct the problem related to the recall.
Failure to submit all of the above information may result in denial of the reimbursement request.
Additional Information
The Part 577 required owner notice will provide a toll-free telephone number through which specific information about the reimbursement plan can be requested from Ford.
This general reimbursement plan will be incorporated into notifications pursuant to Part 573.6 by reference. Information specific to an individual recall also may be incorporated into the Part 573.6 notification.

What is the issue? | Ford cannot be confident that over many years in service, the type of Speed Control Deactivation Switch (SCDS) installed on your vehicle will not leak, posing the risk of an underhood fire. This condition may occur either when the vehicle is parked or when it is being operated, even if the speed control is not in use. |
What will Ford and your dealer do? | Ford Motor Company has authorized your dealer to perform the repairs under this program free of charge (parts and labor). If you had the Interim Repair (Speed Control System disconnect) performed, the final repair will restore operation of the speed control system. If your dealer has recently completed the final repair on your vehicle for this recall, please disregard this letter. |
How long will it take? | Your dealer may be able to perform this repair while you wait; however, due to scheduling requirements, your dealer may need your vehicle for a longer period of time. |
What are we asking you to do? | We urge you to contact your dealer as soon as possible to schedule an appointment to have this service performed.
Provide the dealer with the Vehicle Identification Number (VIN) of your vehicle. The VIN is printed near your name at the beginning of this letter. Until you have the recall service performed, park your vehicle away from structures to prevent a potential underhood fire from spreading. The vehicle owner is responsible for having this service action performed. Ford Motor Company reserves the right to deny coverage for any vehicle damage that may result from failure to have this recall performed on a timely basis. Therefore, please have this recall performed as soon as possible. Despite prior notifications from Ford Motor Company regarding an open safety recall (05S28) to address a potential underhood fire risk on the above identified vehicle, Ford Motor Company records indicate this vehicle still has not been brought to a Ford dealer for repair. Until this repair is performed, a fire could occur at any time, even if the key is not in the ignition. The issue relates to a component in the speed control system that could malfunction at any time even if the speed control system is in the OFF position.
Note: If you have had the speed control system deactivated, your vehicle does not pose a safety risk. Dealerships are now able to perform the final repair which will restore operation of the speed control system.
To emphasize the importance of having this repair performed, the National Highway Traffic Safety
Administration (NHTSA) issued a Consumer Advisory to further encourage owners to take their vehicles to a local Ford or Lincoln Mercury dealer for corrective action. A copy of NHTSA’s consumer advisory is printed on the back of this letter along with their contact information.

CONSUMER ADVISORY: Five Million Unrepaired Fords, Lincolns and Mercurys Could Pose Serious Fire Hazard to Vehicles and Dwellings
The National Highway Traffic Safety Administration (NHTSA) is urging owners of certain Ford, Lincoln and Mercury SUVs, pickup trucks, vans, and passenger cars to take their vehicles to a local dealership for a corrective repair.
The vehicles contain a defective cruise control switch that could lead to a fire at any time, even while the vehicle is turned-off, parked and unattended. Repair parts are immediately available.
NHTSA remains concerned that many owners have yet to respond to multiple safety defect recall notifications from Ford. Of the 12 million vehicles involved in the recall, nearly five million have not yet been brought to Ford for repair.
