16S15 – Parking Brake Cable Union Replacement – 2015-2016 Ford F-650 & F-750

SUMMARY:

Ford Motor Company (Ford) is recalling certain model year 2015-2016 F-650 and F-750 trucks manufactured January 28, 2015, to November 30, 2015.

The clip that connects the hand operated parking brake actuator cable to the intermediate parking brake cable may fail.

 

CONSEQUENCE:

If the parking brake cable connector clip fails, the vehicle may unexpectedly roll, increasing the risk of a crash.

REMEDY:

Ford will notify owners, and dealers will replace the parking brake cable connector clip, free of charge.

The recall is expected to begin May 16, 2016.

REASON FOR THIS SAFETY RECALL

In some of the affected vehicles, the parking brake cable union may have been manufactured incorrectly, leading to an increased potential for the union to break.  If a vehicle’s transmission is not placed in Park, or the vehicle’s transmission is not equipped with a Park position, a broken parking brake cable union could result in unintended vehicle movement, increasing the risk of injury.

 

SERVICE ACTION

Before demonstrating or delivering any of the vehicles involved in this recall, dealers are to replace the parking brake cable union.  This service must be performed on all affected vehicles at no charge to the vehicle owner.

 

OWNER NOTIFICATION MAILING SCHEDULE

Owner Letters are expected to be mailed the week of May 16, 2016.  Dealers should repair any affected vehicles that arrive at their dealerships, whether or not the customer has received a letter.

 

PLEASE NOTE:

Federal law requires dealers to complete this recall service before a new vehicle is delivered to the buyer or lessee.  Violation of this requirement by a dealer could result in a civil penalty of up to $7,000 per vehicle.  Correct all vehicles in your new vehicle inventory before delivery.

OASIS ACTIVATION

OASIS will be activated on March 31, 2016.

 

FSA VIN LISTS ACTIVATION

FSA VIN Lists will be available through https://web.fsavinlists.dealerconnection.com on March 31, 2016.  Owner names and addresses will be available by June 3, 2016.

NOTE:  Your FSA VIN Lists may contain owner names and addresses obtained from motor vehicle registration records.  The use of such motor vehicle registration data for any purpose other than in connection with this recall is a violation of law in several states, provinces, and countries.

Accordingly, you must limit the use of this listing to the follow-up necessary to complete this recall.

 

STOCK VEHICLES

  • Correct all affected units in your new vehicle inventory before delivery.
  • Use OASIS to identify any affected vehicles in your used vehicle inventory.

 

SOLD VEHICLES

  • Owners of affected vehicles will be directed to dealers for repairs.
  • Immediately contact any of your affected customers whose vehicles are not on your VIN list but are identified in OASIS. Give the customer a copy of the Owner Notification Letter (when available) and schedule a service date.
  • Correct other affected vehicles identified in OASIS which are brought to your dealership.  

 

TITLE BRANDED / SALVAGED VEHICLES

Affected title branded and salvaged vehicles are eligible for this recall.

 

ADDITIONAL REPAIR (LABOR TIME AND/OR PARTS)

Additional repairs identified as necessary to complete the FSA should be managed as follows:

  • For vehicles within new vehicle bumper-to-bumper warranty coverage, follow existing warranty and policy guidelines for related damage claims. No SSSC approval is required for these vehicles:
    • F-650/750 trucks – 2 years, regardless of miles driven

 

OWNER REFUNDS    

Refunds are not approved for this program.

 

RENTAL VEHICLES  

The use of rental vehicles is not approved for this program.

 

CLAIMS PREPARATION AND SUBMISSION

  • Enter claims using Direct Warranty Entry (DWE) or One Warranty Solution (OWS).
    • DWE: refer to ACESII manual for claims preparation and submission information.
    • OWS: when entering claims in DMS software, select claim type 31: Field Service Action. The FSA number (16S15) is the sub code.
  • Additional labor and/or parts must be claimed as related damage on a separate repair line from the FSA.

OVERVIEW

In some of the affected vehicles, the parking brake cable union may have been manufactured incorrectly, leading to an increased potential for the union to break. If a vehicle’s transmission is not placed in Park, or the vehicle’s transmission is not equipped with a Park position, a broken parking brake cable union could result in unintended vehicle movement, increasing the risk of injury. Before demonstrating or delivering any of the vehicles involved in this recall, dealers are to replace the parking brake cable union.

 

SERVICE PROCEDURE

NOTE: The parking brake should be fully disengaged while performing this procedure.

  1. With the vehicle in NEUTRAL, position it on a hoist. Please follow the Workshop Manual (WSM) procedures in Section 100-02.

NOTE: If the service procedure is being performed on the ground be sure to properly block the front and rear wheels to prevent vehicle movement.

  1. Loosen the parking brake cable turn buckle lock nut. See Figure 1.

  1. Loosen the parking brake cable turn buckle several turns to release the parking brake cable tension. See Figure 2.

  1. Disconnect both ends of the parking brake cable from the parking brake cable union, then discard the parking brake cable union. See Figure 3.
    1. Using a small screwdriver, bend the cable union release tab (if equipped).
    2. Detach the rear parking brake cable from the parking brake cable union. For best results, place a pair of locking pliers in the center of the parking brake cable union with the opening of the union facing the drive shaft. Use a second pair of pliers to force the cable end inward to release it from the union, using the locking pliers as a leverage point. See Figure 4.
    3. Repeat steps a. and b. to remove the front parking brake cable from the parking brake cable union.

  1. Install the new parking brake cable union by reversing the removal procedure.
  2. Adjust the parking brake cable. Please follow the WSM procedures in Section 206-05A.

What will Ford and your dealer do? Ford Motor Company has authorized your dealer to replace your vehicle’s parking break cable union free of charge (parts and labor).
How long will it take? The time needed for this repair is less than one-half day.  However, due to service scheduling requirements, your dealer may need your vehicle for a longer period of time.
What should you do? Please call your dealer without delay and request a service date for Recall 16S15.  Provide the dealer with your VIN, which is printed near your name at the beginning of this letter.
