Remedy
Ford will notify owners, and dealers will check the Power Steering Control Module (PSCM) for Diagnostic Trouble Codes (DTC). If dealers find any loss of steering assist DTCs, the steering gear will be replaced, free of charge. If, no codes are found during the PSCM inspection, the PSCM software will be updated, free of charge. The recall began on July 21, 2015. Owners may contact Ford

PROGRAM TERMS
This safety recall involves reprogramming the Power Steering Control Module (PSCM), or replacing the steering gear only if there is evidence that certain Diagnostic Trouble Codes (DTCs) exist or were previously set, but are no longer present. If the steering gear is not replaced, the owner will be provided extended coverage of the steering gear under program code 15N01 (See Attachment II “LABOR ALLOWANCES”). This extended coverage provides for one-time replacement of the steering gear if certain DTCs are present, for up to 10 years of service or 150,000 miles from the warranty start date of the vehicle, whichever occurs first. If a vehicle has already exceeded the mileage limit, this program will last through December 31, 2015 for eligible owners. The extended coverage is automatically transferred to subsequent owners.

REASON FOR THIS SAFETY RECALL
In some of the affected vehicles, the power steering system may revert to manual steering mode due to the Power Steering Control Module (PSCM) detecting a motor position sensor fault. In manual steering mode there is still a mechanical linkage between the steering wheel and the road wheels, allowing steering control to be maintained. If this condition should occur, a message will display in the Instrument Cluster Message Center and a chime will sound to inform the driver. Loss of power steering assist would require greater steering effort, especially at lower speeds, which may increase the risk of accident.
SERVICE ACTION
Dealers are to check the PSCM for Diagnostic Trouble Codes (DTCs).
- If no “loss of steering assist” DTCs are present, reprogram the PSCM using IDS version 97.03 or higher. This closes Safety Recall 15S18, but Extended Coverage Program 15N01 remains open.
- If there is evidence that any “loss of steering assist” DTCs exist or were previously set, but are no longer present, replace the power steering gear assembly. This closes both 15S18 and Extended Coverage Program 15N01.
The above services must be performed on all affected vehicles at no charge to the vehicle owner.
EXTENDED COVERAGE (15N01)
For lack of power steering assist concerns, dealers are to check the PSCM for DTCs.
- If no “loss of steering assist” DTCs are present, the repair is not covered by 15N01. Proceed to normal diagnosis.
- If any “loss of steering assist” DTCs are present and program 15N01 is open, replace the power steering gear assembly at no charge (parts and labor) to the vehicle owner.
NOTE: To determine if the owner is eligible for the extended coverage, enter the VIN in OASIS and check if program 15N01 is open.
OWNER NOTIFICATION MAILING SCHEDULE
Owners of affected 2011-2012 Flex, MKT, Taurus and MKS vehicles will be notified via first class mail the week of October 5, 2015. Dealers should repair any affected vehicles that arrive at their dealerships, whether or not the customer has received a letter. Owners of affected 2011-2012 Fusion and MKZ, 2011 Milan, and 2013 Flex, MKT, Taurus, MKS, and Police Interceptor Sedan Vehicles were notified the week of July 20, 2015.
PLEASE NOTE:
Federal law requires dealers to complete this recall service before a new vehicle is delivered to the buyer or lessee. Violation of this requirement by a dealer could result in a civil penalty of up to $7,000 per vehicle. Correct all vehicles in your new vehicle inventory before delivery.
STOCK VEHICLES
- Use OASIS to identify any affected vehicles in your used vehicle inventory.
SOLD VEHICLES
- Owners of affected vehicles will be directed to dealers for repairs.
- Immediately contact any of your affected customers whose vehicles are not on your VIN list but are identified in OASIS. Give the customer a copy of the Owner Notification Letter (when available) and schedule a service date.
- Correct other affected vehicles identified in OASIS which are brought to your dealership.
TITLE BRANDED / SALVAGED VEHICLES
Affected title branded and salvaged vehicles are eligible for this recall.
OWNER REFUNDS
NOTE: All refunds must be claimed using Program Code 15N01.
- This safety recall must still be performed, even if the owner has paid for a previous repair. Claiming a refund will not close the recall on the vehicle.
- Ford
Motor Company is offering a refund for owner-paid repairs covered by this recall if the repair was performed prior to the date indicated in the reimbursement plan, which is posted with this bulletin. Owners are directed to seek reimbursement through authorized dealers or, at their option, directly through Ford
Motor Company at P.O. Box 6251, Dearborn, MI 481216251.
- Dealers are also pre-approved to refund owner-paid emergency repairs that were performed away from an authorized servicing dealer after the end date specified in the reimbursement plan. Non-covered repairs, or those judged by Ford
to be excessive, will not be reimbursed.
- Refunds will only be provided for the cost associated with the diagnosis and replacement of the steering gear.
RENTAL VEHICLES
If a customer’s vehicle requires the replacement of the steering gear and it is necessary to order parts, Ford Motor Company will pay for one day of vehicle rental. Follow Extended Service Plan (ESP) guidelines for dollar amounts. The daily rate can include applicable taxes but are not allowed to exceed the stated daily rate. Rentals will only be reimbursed for the day the vehicle is at the dealership for part replacement. Prior approval for more than one rental day is required from the SSSC via the SSSC Web Contact Site. The parts order must be an emergency order (unit down) if the order is placed between 3:00 PM and 7:00 PM (your local time zone) to guarantee the shortest delivery time.

CERTAIN 2011-2013 FLEX, MKT, TAURUS AND MKS, 2011-2012 FUSION AND MKZ, 2011 MILAN, AND 2013 POLICE INTERCEPTOR SEDAN — REPROGRAM POWER STEERING CONTROL MODULE AND POWER STEERING GEAR EXTENDED COVERAGE
OVERVIEW
In some of the affected vehicles, the power steering system may revert to manual steering mode due to the Power Steering Control Module (PSCM) detecting a motor position sensor fault. In manual steering mode there is still a mechanical linkage between the steering wheel and the road wheels, allowing steering control to be maintained. If this condition should occur, a message will display in the Instrument Cluster Message Center, a chime will sound to inform the driver, and the steering effort may be greater, especially at low speeds.
The purpose of this repair is to update the PSCM to prevent loss of steering assist while driving due to a motor position sensor fault or replace the steering gear only if there is evidence that certain Diagnostic Trouble Codes (DTCs) exist or were previously set, but are no longer present.
SERVICE PROCEDURE
- Connect IDS and check for DTCs in the PSCM.

- Yes – If one or more of the DTCs are present, replace the steering gear. Refer to Workshop Manual (WSM) Section 211-00. Proceed to Step 2.
- No – Proceed to Step 2.
- Are any of the following DTCs present?
NOTE: Reprogram appropriate vehicle modules before performing diagnostics and clear all Diagnostic Trouble Codes (DTCs) after programming. For DTCs generated after reprogramming, follow normal diagnostic service procedures.
- Reprogram the PSCM using IDS version 97.03 or higher.
NOTE: Calibration files may be obtained at www.motorcraft.com.
NOTE: Follow the IDS on-screen instructions to complete the reprogramming procedure.
IMPORTANT INFORMATION FOR MODULE PROGRAMMING
NOTE: When programming or reprogramming a module, use the following basic checks to ensure programming completes without errors.
- Make sure the 12V battery is fully charged before carrying out the programming steps and connect IDS/scan tool to a power source.
- Inspect Vehicle Communication Module (VCM) and cables for any damage. Make sure scan tool connections are not interrupted during programming.
- A hardwired connection is strongly recommended.
- Turn off all unnecessary accessories (radio, heated/cooled seats, headlamps, interior lamps, HVAC system, etc.) and close doors.
- Disconnect/depower any aftermarket accessories (remote start, alarm, power inverter, CB radio, etc.).
- Follow all scan tool on-screen instructions carefully.
- Disable IDS/scan tool sleep mode, screensaver, hibernation modes.
- Create all sessions Key On Engine Off (KOEO). Starting the vehicle before creating a session will cause errors within the programming inhale process.
Recovering a module when programming has resulted in a blank module:
NEVER DELETE THE ORIGINAL SESSION!
- Obtain the original IDS that was used when the programming error occurred during Module Reprogramming (MR) or Programmable Module Installation (PMI).
- Disconnect the VCM from the Data Link Connector (DLC) and the IDS.
- Reconnect the VCM to IDS and then connect to the DLC. Once reconnected, the VCM icon should appear in the corner of the IDS screen. If it does not, troubleshoot the IDS to VCM connection.
- Locate the ORIGINAL vehicle session when programming failed. This should be the last session used in most cases. If not, use the session created on the date that the programming failed.
NOTE: If the original session is not listed in the previous session list, click the ”Recycle Bin” icon at the lower right of the previous session screen. This loads any deleted sessions and allows you to look through them. Double-click the session to restore it.
- Once the session is loaded, the failed process should resume automatically.
- If programming does not resume automatically, proceed to the Module Programming menu and select the previously attempted process, PMI or MR.
- Follow all on-screen prompts/instructions.
- Near the end of programming, the IDS prompts you to select certain parameters. It is important to make a selection for ALL parameters listed. If the correct selection is already highlighted, you must still choose that selection before clicking the “Tick” mark to complete the configuration.
- The last screen on the IDS may list additional steps required to complete the programming process. Make sure all applicable steps listed on the screen are followed in order.

Milan vehicles in North America for a potential intermittent electrical connection in the steering gear that might result in the loss of electric power steering assist while driving. If this happens, the steering system defaults to manual steering mode, making the vehicle more difficult to steer, especially at lower speeds. This could result in the increased risk of a crash.
Ford is aware of four minor accidents that might be related to this condition, but no injuries.

There are 393,622 vehicles in the United States and federalized territories, 25,195 in Canada and 3,997 in Mexico.
Dealers will perform one of two service fixes, depending upon whether certain diagnostic trouble codes are present in the vehicle. They will either update software for the power steering control module or replace the steering gear.
Ford issues safety recall for certain 2015 Ford

Ford is issuing a safety recall for approximately 19,500 2015 Ford
Mustang
vehicles with a 2.3 liter engine (actual 19,486) for elevated underbody temperatures in North America. Prolonged exposure to elevated underbody temperatures might cause degradation of the fuel tank and fuel vapor lines, which could eventually result in a fuel leak. In addition, prolonged exposure to elevated underbody temperatures might cause the parking brake cable seals to degrade, potentially affecting parking brake functions. A fuel leak in the presence of an ignition source increases the risk of a fire. Impaired parking brake function could result in unexpected vehicle movement, which might increase the risk of injury.
Ford is not aware of any accidents, injuries or fires resulting from this condition.
Affected vehicles include certain 2015 Ford Mustang
vehicles built Feb. 14, 2014 to Feb. 10, 2015 at Flat Rock Assembly Plant.
There are 19,095 vehicles in the United States and federalized territories, and 391 in Canada.
Dealers will replace the current fuel tank shield with a shield with better insulating capability, install thermal patches on the fuel tank and parking brake cable, and install thermal wraps on the fuel vapor lines.

On your vehicle, the power steering assist system may revert to manual steering mode while driving due to a steering system sensor fault. If this condition should occur, a message will display in the Instrument Cluster Message Center, a chime will sound, and the steering effort may be greater at low speeds, which may increase the risk of a crash. Ford
Motor Company has authorized your dealer to update the Power Steering Control Module to prevent loss of steering assist while driving due to a motor position sensor fault. Alternatively, the dealer may need to replace the steering gear if certain conditions are present. This service will be performed free of charge (parts and labor). If the power steering gear is not replaced during the completion of this recall, owners will be provided extended coverage of the power steering gear. This extended coverage provides for one time replacement of the power steering gear up to 1 O years of service or 150,000 miles from the warranty start date of the vehicle, whichever occurs first. This repair will be free of charge (parts and labor). If a vehicle has already exceeded the mileage limit, this program will last through December 31 , 2015 for eligible owners. The extended coverage is automatically transferred to subsequent owners. The time needed for this repair is less than one-half day. However, due to service scheduling requirements, your dealer may need your vehicle for a longer period of time. Please call your dealer without delay and request a service date for Recall 15S 18. PROGRAM TERMS This safety recall involves reprogramming the Power Steering Control Module (PSCM), or replacing the steering gear only if there is evidence that certain Diagnostic Trouble Codes (DTCs) exist or were previously set, but are no longer present, regardless of vehicle mileage or warranty start date. If the steering gear is not replaced, the owner will be provided extended coverage of the steering gear under program code 15N01 (See Attachment II “LABOR ALLOWANCES”). This extended coverage provides for one-time replacement of the steering gear if certain DTCs are present, for up to 10 years of service or 150,000 miles from the warranty start date of the vehicle, whichever occurs first. Motor Company REASON FOR THIS SAFETY RECALL In some of the affected vehicles, the power steering system may revert to manual steering mode due to the Power Steering Control Module (PSCM) detecting a motor position sensor fault. In manual steering mode there is still a mechanical linkage between the steering wheel and the road wheels, allowing steering control to be maintained. If this condition should occur, a message will display in the Instrument Cluster Message Center and a chime will sound to inform the driver. Loss of power steering assist would require greater steering effort, especially at lower speeds, which may increase the risk of accident. New! SERVICE ACTION Dealers are to check the PSCM for Diagnostic Trouble Codes (DTCs). • If no “loss of steering assist” DTCs are present, reprogram the PSCM using IDS version 97.03 or higher. This closes Safety Recall 15S18, but Extended Coverage Program 15N01 remains open. • If there is evidence that any “loss of steering assist” DTCs exist or were previously set, but are no longer present, replace the power steering gear assembly. This closes both 15S18 and Extended Coverage Program 15N01. The above services must be performed on all affected vehicles at no charge to the vehicle owner. For vehicles that had safety recall 15S18 open and were denied a steering gear replacement under 15N01 because the vehicle had exceeded the 15N01 program terms of 10 years of service or 150,000 miles, dealers are to contact those owners to complete the previously denied repair and submit an Approval Request to the SSSC Web Contact Site for steering gear replacement approval or refund the vehicle owner for the cost of repair completed. EXTENDED COVERAGE (15N01) For lack of power steering assist concerns, dealers are to check the PSCM for DTCs. • If no “loss of steering assist” DTCs are present, the repair is not covered by 15N01. Proceed to normal diagnosis. • If any “loss of steering assist” DTCs are present and program 15N01 is open, replace the power steering gear assembly at no charge (parts and labor) to the vehicle owner. NOTE: To determine if the owner is eligible for the extended coverage, enter the VIN in OASIS and check if program 15N01 is open. OWNER NOTIFICATION MAILING SCHEDULE Owners of affected 2011-2012 Flex, MKT, Taurus and MKS vehicles will be notified via first class mail the week of October 5, 2015. Dealers should repair any affected vehicles that arrive at their dealerships, whether or not the customer has received a letter. Owners of affected 2011-2012 Fusion and MKZ, 2011 Milan, and 2013 Flex, MKT, Taurus, MKS, and Police Interceptor Sedan Vehicles were notified the week of July 20, 2015. PLEASE NOTE: Federal law requires dealers to complete this recall service before a new vehicle is delivered to the buyer or lessee. ATTACHMENT III PAGE 1 OF 2 SAFETY RECALL 15S18-S3 CPR © 2019 FORD MOTOR COMPANY DEARBORN, MICHIGAN 48121 5/2019 CERTAIN 2011-2013 FLEX, MKT, TAURUS AND MKS, 2011-2012 FUSION AND MKZ, 2011 MILAN, AND 2013 POLICE INTERCEPTOR SEDAN — REPROGRAM POWER STEERING CONTROL MODULE AND POWER STEERING GEAR EXTENDED COVERAGE OVERVIEW In some of the affected vehicles, the power steering system may revert to manual steering mode due to the Power Steering Control Module (PSCM) detecting a motor position sensor fault. In manual steering mode there is still a mechanical linkage between the steering wheel and the road wheels, allowing steering control to be maintained. If this condition should occur, a message will display in the Instrument Cluster Message Center, a chime will sound to inform the driver, and the steering effort may be greater, especially at low speeds. The purpose of this repair is to update the PSCM to prevent loss of steering assist while driving due to a motor position sensor fault or replace the steering gear only if there is evidence that certain Diagnostic Trouble Codes (DTCs) exist or were previously set, but are no longer present. SERVICE PROCEDURE 1. Connect IDS and check for DTCs in the PSCM. – Are any of the following DTCs present? • C1B00-62 • C200B-2F • C200B-61 • C200B-62 • C200C-2F • C200D-49 • U0300-00 • U2011-49 • U2011-61 • U3000-46 • U3000-49 • U3000-61 • U3000-72 • U3000-96 • P07AE-09 Yes – If one or more of the DTCs are present, replace the steering gear. Refer to Workshop Manual (WSM) Section 211-00. Proceed to Step 2. No – Proceed to Step 2. NOTE: Reprogram appropriate vehicle modules before performing diagnostics and clear all Diagnostic Trouble Codes (DTCs) after programming. For DTCs generated after reprogramming, follow normal diagnostic service procedures. 2. Reprogram the PSCM using IDS version 97.03 or higher. NOTE: Calibration files may be obtained at www.motorcraft.com. NOTE: Follow the IDS on-screen instructions to complete the reprogramming procedure. ATTACHMENT III PAGE 2 OF 2 SAFETY RECALL 15S18-S3 CPR © 2019 FORD MOTOR COMPANY DEARBORN, MICHIGAN 48121 5/2019 IMPORTANT INFORMATION FOR MODULE PROGRAMMING NOTE: When programming or reprogramming a module, use the following basic checks to ensure programming completes without errors. • Make sure the 12V battery is fully charged before carrying out the programming steps and connect IDS/scan tool to a power source. • Inspect Vehicle Communication Module (VCM) and cables for any damage. Make sure scan tool connections are not interrupted during programming. • A hardwired connection is strongly recommended. • Turn off all unnecessary accessories (radio, heated/cooled seats, headlamps, interior lamps, HVAC system, etc.) and close doors. • Disconnect/depower any aftermarket accessories (remote start, alarm, power inverter, CB radio, etc.). • Follow all scan tool on-screen instructions carefully. • Disable IDS/scan tool sleep mode, screensaver, hibernation modes. • Create all sessions Key On Engine Off (KOEO). Starting the vehicle before creating a session will cause errors within the programming inhale process. Recovering a module when programming has resulted in a blank module: NEVER DELETE THE ORIGINAL SESSION! a. Obtain the original IDS that was used when the programming error occurred during Module Reprogramming (MR) or Programmable Module Installation (PMI). b. Disconnect the VCM from the Data Link Connector (DLC) and the IDS. c. Reconnect the VCM to IDS and then connect to the DLC. Once reconnected, the VCM icon should appear in the corner of the IDS screen. If it does not, troubleshoot the IDS to VCM connection. d. Locate the ORIGINAL vehicle session when programming failed. This should be the last session used in most cases. If not, use the session created on the date that the programming failed. NOTE: If the original session is not listed in the previous session list, click the ”Recycle Bin” icon at the lower right of the previous session screen. This loads any deleted sessions and allows you to look through them. Double-click the session to restore it. e. Once the session is loaded, the failed process should resume automatically. f. If programming does not resume automatically, proceed to the Module Programming menu and select the previously attempted process, PMI or MR. g. Follow all on-screen prompts/instructions. h. Near the end of programming, the IDS prompts you to select certain parameters. It is important to make a selection for ALL parameters listed. If the correct selection is already highlighted, you must still choose that selection before clicking the “Tick” mark to complete the configuration. i. The last screen on the IDS may list additional steps required to complete the programming process. Make sure all applicable steps listed on the screen are followed in order.**************************************************************************************************************

The Office of Defects Investigation (ODI) opened a preliminary evaluation to investigate complaints of the loss of power steering while driving. The subject vehicles are equipped with a rack mounted Electric Power Assisted Steering (EPAS) unit. Some of the complaints alleged that the steering assist failed and resulted in increased steering efforts that contributed to a loss of control and in some cases a crash.
The EPAS system was manufactured by TRW Automotive for Ford and was designated as Generation I. These units were first produced and put into vehicle production in July 2008 beginning with the model year (MY) 2010 Ford Fusion and Mercury Milan. The system is comprised of a mechanical steering rack-and-pinion gear with torque sensor, electric assist motor, motor position sensor and a power steering control module (PSCM). The PSCM is self-monitoring and designed to detect faults within the system and can store diagnostic trouble codes (DTCs) if a problem is detected. There are 29 potential DTCs the system can detect. Many of these allow the system to go into reduced-assist steering mode by using the default vehicle speed signal should the live speed signal be lost, if voltage to EPAS system falls below 10.7 or goes above 17 volts, the temperature at the PSCM goes above 105C (221F), or if high friction is detected. Some DTCs will cause the system to go into manual steering mode (no assist).
On July 1, 2015, Ford filed a Defect Information Report (DIR) identifying a safety related defect in TRW GEN I EPAS systems installed in some of the subject vehicles (NHTSA Recall 15V-340, Ford No. 15S18). The DIR indicated that intermittent electrical connections caused by quality issues associated with conformal coat contamination and ribbon cable pin misalignment within the steering gear motor may lead to a loss of the motor position sensor signal, resulting in a sudden loss of power assist while driving. The recall covers approximately 393,623 vehicles built from September 2010 through February 2012: 2011-12 Fusion built SEP 2010 – FEB 2012; 2011-12 Lincoln MKZ built SEP 2010 – FEB 2012; 2011 Milan built SEP 2010 – DEC 2010; 2011-13 Taurus built SEP 2010 – FEB 2012; 2011-13 Flex with 3.5L GTDI engine built SEP 2010 – FEB 2012; and 2011-13 MKS, MKT with 3.5L GTDI engine built SEP 2010 – FEB 2012. The repair consists of updating the PSCM software to prevent a loss of steering assist while driving. The revised software will provide audible and visual warnings to the driver. If one or more of the following DTCs are stored, C1B00-62, C200B-2F, C200B-61, C200B-62, C200C-2F, C200D-49, U0300-00, U2011-49, U2011-61, U3000-46, U3000-49, U3000-61, U3000-72, U3000-96, P07AE-09, the dealer will replace the EPAS system at no charge to the owner.
ODI’s analysis of failure data for this PE identified a total of 2,584 complaints to ODI and Ford and 9,967 Ford warranty claims related to the alleged defect. The recalled vehicles account for 1,634 of the complaints and 7,311 of the warranty claims. ODI’s analysis identified 40 complaints alleging crashes that may be related to loss of steering assist while driving, 20 of which involved vehicles included in Ford’s recall. The information available for the alleged crashes were not sufficient to assess specific causes of the incidents or to verify EPAS malfunctions in each case. Most of the crashes were low-speed impacts with curbs or roadside objects resulting in wheel or minor body damage. None of the injury claims indicated medical attention was required. In addition, statistical modeling of the failure data by NHTSA’s National Center for Statistics and Analysis projected 10-year failure rates of approximately 8-14 percent for the recalled vehicles and approximately 1 percent for the non-recalled subject vehicles. This investigation is closed. All ODI complaints associated with this closing resume are listed in the Attachment.

Ford needs to expand this recall. My 2011 Ford Fusion just missed the recall by one day and I cannot be reimbursed. I had to replace the power steering and the exact parts specified in the recall for $1,350. Hundreds of Fusion owners are experiencing the same thing.
During the inspection of a steering problem on my MKZ 2011, it came to my attention that the vehicle was not fixed. It may be due to the fact that I bought the vehicle from a Mercedez dealer. However, reading extensively on the matter, I need some assurances that the vehicle (now a problem) will be repaired.
