Summary
Ford Motor Company (Ford
) is recalling certain model year 1998-2003 Windstar vehicles manufactured September 2, 1997, to July 3, 2003. The affected vehicles were previously remedied to safeguard against the rear axle cracking from corrosion, however, the remedy brackets may have been misinstalled. The incorrect bracket installations may limit the effectiveness of the service repair for NHTSA recalls 10V-385, 12V-193, and 12V-195.
Remedy
Ford will notify owners, and dealers will inspect the brackets to verify their proper installation. If a bracket is found to have been misinstalled, the rear axle will be replaced. These repairs will be performed free of charge. The began on October 21, 2015. Owners may contact Ford

Affected vehicles were repaired with rear axle reinforcement brackets under Safety Recall 10S13. Affected vehicles are identified in OASIS and FSA VIN Lists.
REASON FOR THIS SAFETY RECALL
In some of the affected vehicles the rear axle reinforcement brackets may not have been installed properly, which could allow the rear axle to completely fracture and may increase the risk of a crash.
New! SERVICE ACTION
Dealers are to inspect the rear axle reinforcement brackets for proper installation and potential axle cracks, including bracket position on the axle beam and evidence of adhesive use.
NOTE: If a vehicle is affected by both safety recalls 11S16 and 15S27, dealers must perform 11S16 prior to performing 15S27.
- If brackets are installed properly, no further service action is required.
- If brackets are not installed properly, dealers are to take photos of the improperly installed bracket(s), retain the photos with other repair documentation for future reference, and replace the rear axle under Safety Recall 15S27.
OWNER NOTIFICATION MAILING SCHEDULE
Owner Letters are expected to be mailed the week of October 19, 2015. Dealers should repair any affected vehicles that arrive at their dealerships, whether or not the customer has received a letter.
PLEASE NOTE:
Federal law requires dealers to complete this recall service before a new vehicle is delivered to the buyer or lessee. Violation of this requirement by a dealer could result in a civil penalty of up to $7,000 per vehicle. Correct all vehicles in your new vehicle inventory before delivery.

OVERVIEW
Determine if repairs completed under Safety Recall 10S13 were performed properly. If repairs were not completed properly, the rear axle must be replaced under Safety Recall 15S27. If repairs were completed properly under Safety recall 10S13, no further service action is required.
NOTE: If a vehicle is affected by both safety recalls 11S16 and 15S27, dealers must perform 11S16 prior to performing 15S27.
AXLE REINFORCEMENT BRACKET INSPECTION
- Inspect and verify both rear axle reinforcement brackets are positioned within 0 to 38 mm (0 to 1.5 in) from the top of the rear axle weld on each side of the axle. Inspect for evidence that adhesive was used during rear axle reinforcement bracket installation. See Figures 1 and 2.
- If both rear axle reinforcement brackets are positioned within 0 to 38 mm (0 to 1.5 in) from the top of the rear axle weld and the use of adhesive is evident, this inspection has passed.
No further service is required. - If either rear axle reinforcement bracket is not positioned within 0 to 38 mm (0 to 1.5 in) from the top of the rear axle weld and/or the use of adhesive is not evident, the inspection has failed. Photograph the rear axle reinforcement bracket(s) and/or missing adhesive for dealer records. Use a tape measure to illustrate the incorrect rear axle reinforcement bracket-to-axle weld distance in the photograph. Proceed to Rear Axle Replacement on Page 3.
- If both rear axle reinforcement brackets are positioned within 0 to 38 mm (0 to 1.5 in) from the top of the rear axle weld and the use of adhesive is evident, this inspection has passed.

REAR AXLE REPLACEMENT
Removal
NOTICE: Suspension fasteners affect performance of vital components and systems. The failure of suspension fasteners can result in major service expense. If replacement is necessary, they must be replaced with the same part number, or an equivalent part. Do not use are placement part of lesser quality or substitute design. Torque values must be used as specified during reassembly to ensure proper retention of these parts.
NOTE: The following rear axle replacement procedure is different than the procedure described in the Workshop Manual. The procedure was revised because the emergency brake cable and service brakes do not need to be disconnected in order to remove and replace the rear axle.
- NOTE: To prevent the brake drum from sliding off the hub, reinstall one wheel nut on each hub. Remove both rear wheel and tire assemblies. For additional information, refer to the WSM, Section 204-04.
- Remove the parking brake cable bracket nuts and position the parking brake cable brackets aside. See Figure 3.

- Secure the rear axle to High Lift Transmission Jack 014-00942 or equivalent.
- Disconnect the track bar from the rear axle. See Figure 4.

- Remove the shock absorber lower bolts.
- NOTE: The spring insulators may come out with the spring when the spring is removed.
Carefully lower the rear axle assembly enough to remove the rear springs. See Figure 5.

- Remove the four spindle retaining nuts. See Figure 6.

- NOTICE: When removing the spindle, hub and brake assembly, never allow it to hang from the brake caliper flexible hose. To prevent damage to the flexible hose, provide suitable support.
Position the spindle, hub and brake assemblies aside. See Figure 7.

- Remove the trailing arm-to-subframe bolts. See Figure 8.

- Carefully lower the rear axle and remove it from the vehicle.
- NOTE: If the spring lower insulators did not come out with the springs, remove the insulators from the rear axle assembly.
Remove the jounce bumper bolts and bumpers, and if necessary, the spring lower insulators. The jounce bumpers and the spring lower insulators will be reused with the new rear axle.
Installation
NOTICE: Do not tighten the rear suspension fasteners until the rear axle has been raised and the rear suspension has been loaded. By lifting the rear axle and loading the rear suspension, it will simulate the vehicle’s ride height. Failure to follow these instructions may result in incorrect clamp load and bushing damage may occur.
- Install the jounce bumpers, and if necessary, the spring lower insulators on the new rear axle.
- Tighten to 25 Nm (18 lb-ft).
- Using a High Lift Transmission Jack 014-00942 or equivalent, raise the rear axle assembly in position and install the trailing arm-to-subframe bolts. See Figure 8.
- Position the spindle, hub and brake assemblies in place.
- Install the four spindle retaining nuts. See Figure 6.
- Tighten to 70 Nm (52 lb-ft).
- NOTE: Make sure the spring upper insulators are positioned correctly on the springs.
Install the springs on the rear axle assembly. Make sure the springs are correctly seated. - Raise the rear axle assembly and position the shock absorbers on the rear axle. Install the shock absorber lower bolts.
- Install the J-nut on the rear axle track bar mounting bracket. Position the track bar on the rear axle track bar mounting bracket and install the track bar bolt. See Figure 4.
- Load the rear suspension by raising the axle assembly. Once the rear suspension has been loaded, tighten the following components:
- Tighten the trailing arm-to-subframe bolts to 133 Nm (98 lb-ft).
- Tighten the shock absorber lower bolts to 80 Nm (59 lb-ft).
- Tighten the track bar bolt to 80 Nm (59 lb-ft).
- Remove High Lift Transmission Jack 014-00942 or equivalent.
- Position the parking brake cable brackets in place and install the parking brake cable bracket nuts. See Figure 3.
- Tighten to 25 Nm (18 lb-ft).
- Install both rear wheel and tire assemblies. For additional information, refer to the WSM Section 204-04.
- Lower the vehicle.

Ford Motor Company has previously informed registered owners of Windstar vehicles of a safety defect that may exist in the rear axle. Our records indicate that rear axle reinforcement brackets were installed on your vehicle under Safety Recall 10S13.
Ford Motor Company is concerned that the rear axle reinforcement brackets may have been improperly installed. Improperly installed rear axle reinforcement brackets may result in a complete rear axle beam fracture and an increased risk of a crash.
Ford Motor Company has authorized your dealer to inspect the rear axle reinforcement brackets that were previously installed. If the rear axle reinforcement brackets were installed improperly, your dealer will replace the rear axle free of charge (parts and labor) if necessary.
Please call your dealer without delay and request a service date for Safety Recall 15S27 and provide the dealer with the VIN of your vehicle.
If your dealer determines the rear axle reinforcement brackets were installed properly under Safety Recall 10S13, or if you previously had Safety Recall 15S27 performed and you wish to have the rear axle replaced for any reason, Ford Motor Company has offered a discount on the replacement of the rear axle. Your dealer will replace the rear axle assembly for $300 until October 31, 2016, regardless of vehicle mileage. This discounted repair is covered under Customer Satisfaction Program 15N02.

Its been a while since you posted this, but in case anyone comes here to read about your vehicle…
To answer the question of if its safe to drive: Absolutely not. Any cracks will result in failure at some point, get it fixed before it breaks at highway speeds. Rust and cracks are super common, and either of those warrant replacement unless you want to at the very least end up getting towed, and hopefully not wrecked or worse.
No the brackets do NOT prevent failure. They’re simply… junk. They’re very poorly designed and do almost nothing to prevent damage and the vehicle not being driveable. I know, because mine broke under the bracket. The axle didnt hit the ground because of the bracket, but the tire is ruined, the rim is pretty scraped up on the inside, and since they were installed correctly Ford not surprisingly refuses to do anything about it. I will not be buying another Ford.
I’m buying a new axle, which I will reinforce, modify, and weather protect myself using my own knowledge and expertise to attempt to extend the lifespan of the new part.

Ford Windstar, 2002 Rear Axle has cracks under both brackets that were verified to be installed properly in 2015. There are small pieces of metal missing from the original axle. Dealer inspected, but has not advised on this vehicle to be unsafe to drive.
There are videos on the Internet indicating the Brackets did not prevent axle failure. Is this vehicle safe to drive with cracks in the rear axle?
If you have cracks in the axle, I would say it’s not safe to drive. Take pictures, and make a complaint on the NHTSA website. https://www-odi.nhtsa.dot.gov/VehicleComplaint/
