Summary

Ford Motor Company (Ford) is recalling certain 2019 Ranger vehicles previously repaired under recall 19V-726. The Heating, Ventilating and Air Conditioning (HVAC) blower motor that was installed has an improper clearance between an electrical terminal and the conductive base plate that may result in an resistive electrical short.

 

Remedy

Ford will notify owners, and dealers will inspect and replace the HVAC blower motor, as necessary, free of charge. The recall began April 6, 2020. Owners may contact Ford customer service at 1-866-436-7332. Ford’s number for this recall is 20S12.

REASON FOR THIS SAFETY RECALL

Vehicles repaired as part of 19S34, from October 9, 2019 (FSA approval date) through November 22, 2019 (Dealer Bulletin Supplement #3). may have been repaired with a suspect blower motor due to mixed service stock. Ford Motor Company wants to ensure the replaced blower motor is inspected and updated, if necessary.

In some of the affected vehicles, the heating, ventilation, and air conditioning (HVAC) blower motor may have been built with improper clearance between the electrical terminal and the conductive base plate. This may result in a resistive short in the HVAC blower motor that can increase the risk of overheating, melting, or creating smoke that may reduce visibility while driving and/or fire.

 

SERVICE ACTION

Before demonstrating or delivering any new in-stock vehicles involved in this recall, dealers are to inspect the HVAC blower motor date code (on both the vehicle and all replacement service parts before installation on a vehicle). Dealers will replace the blower motor if the date code is 190614 (June 14, 2019) through 190922 (September 22, 2019). This service must be performed on all affected vehicles at no charge to the vehicle owner.

All service parts ordered by dealer should be inspected for date codes between 190614 (June 14, 2019) through 190922 (September 22, 2019). 

NOTE: DO NOT INSTALL A SERVICE PART ON VEHICLE IF DATE CODES ARE 190614 (June 14, 2019) THROUGH 190922 (September 22, 2019).

 

OWNER NOTIFICATION AND MAILING SCHEDULE

Owner letters will be mailed the week of April 6, 2020. Dealers should repair any affected vehicles that arrive at their dealerships, whether or not the customer has received a letter.

PLEASE NOTE:

Federal law requires dealers to complete this recall service before a new vehicle is delivered to the buyer or lessee. Violation of this requirement by a dealer could result in a civil penalty of up to $21,000 per vehicle. Correct all vehicles in your new vehicle inventory before delivery.

Accordingly, you must limit the use of this listing to the follow-up necessary to complete this recall.

 

SOLD VEHICLES

  • Ford has not issued instructions to stop selling/delivering or driving used vehicles under this safety recall. Owners should contact their dealer for an appointment to have their vehicles remedied as soon as practicable. Owners can continue to safely drive their vehicles.
  • Immediately contact any of your affected customers whose vehicles are not on your VIN list but are identified in OASIS. Give the customer a copy of the Owner Notification Letter (when available) and schedule a service date.
  • Correct other affected vehicles identified in OASIS which are brought to your dealership.
  • Dealers are to prioritize repairs of customer vehicles over repairs of new and used vehicle inventory.

 

STOCK VEHICLES

  • Correct all affected units in your new vehicle inventory before delivery.
  • Use OASIS to identify any affected vehicles in your used vehicle inventory.

 

DEALER-OPERATED RENTAL VEHICLES

The Fixing America’s Surface Transportation (FAST) Act law effective June 2016 prohibits a rental company from selling, renting or leasing vehicles subject to a safety or compliance recall. Please consult your legal counsel for legal advice.

Additional repairs identified as necessary to complete the FSA should be managed as follows:

SERVICE PROCEDURE

1. Using a camera, take a photo of the HVAC blower motor build date code. Review the date code. See Figure 1.

–  Is the date code 190614 (June 14, 2019) through 190922 (September 22, 2019)?

Yes – Replace Blower Motor Module.  Please follow the Workshop Manual (WSM) Section 412-00.  Then proceed to Step 2.

No – Inspection is complete no further action required.

  • All service parts ordered by dealer should be inspected for date codes.
  • If you receive a service part with date codes between 190614 (June 14, 2019) through 190922 (September 22, 2019), do not install on vehicle.
  • If you receive a service part within suspect date range above, please contact SSSC.

What is the issue? Our records indicate that you previously had Ford Safety Recall 19S34 performed to replace the heating, ventilation, and air conditioning (HVAC) blower motor. The replacement blower motor that was installed on your vehicle may have come from the same inventory as the original blower motor.

Ford Motor Company wants to ensure the blower motor in your vehicle is inspected and updated, if necessary.

What is the risk? An incorrect blower motor may have been built with improper clearance between the electrical terminal and the conductive base plate.  This may result in a resistive short that can increase the risk of the blower motor overheating, melting, or creating smoke that may reduce visibility while driving and/or increase the risk of a fire.
What will Ford and your dealer do? Ford Motor Company has authorized your dealer to inspect the HVAC blower motor date code.  If date code is 190614 (June 14, 2019) through 190922 (September 22, 2019), the blower motor will be replaced free of charge (parts and labor).
How long will it take? The time needed for this repair is less than one-half day. However, due to service scheduling requirements, your dealer may need your vehicle for a longer period of time.
What should you do? Please call your dealer without delay and request a service date for Recall 20S12. Provide the dealer with your VIN, which is printed near your name at the beginning of this letter.

Ford has not issued instructions to stop driving your vehicle under this safety recall. You should contact your dealer for an appointment to have your vehicle remedied as soon as practicable. You can continue to safely drive your vehicle.

¿Cuál es el problema? En nuestros registros se indica que en su vehículo, antes de su entrega, se realizó una reparación asociada a una campaña de seguridad (Campaña de seguridad 19S34 de Ford) en la que se reemplazó el motor del soplador del sistema de calefacción, ventilación y aire acondicionado (HVAC). El motor del soplador de reemplazo instalado en su vehículo provino del mismo inventario que el motor del soplador original.

Ford Motor Company desea asegurarse de que se inspeccione y, si fuera necesario, que se actualice el motor del soplador reemplazado en su vehículo.

¿Qué riesgo existe? Un motor del soplador incorrecto podría haberse fabricado con una separación incorrecta entre el terminal eléctrico y la placa de soporte conductora.  Esto podría generar un cortocircuito a resistencia, lo cual podría aumentar el riesgo de sobrecalentamiento, fundición o humo en el motor del soplador, lo que podría reducir la visibilidad mientras maneja y/o aumentar el riesgo de incendio.
¿Qué medidas adoptarán Ford y su distribuidor? Ford Motor Company ha autorizado a su distribuidor a inspeccionar el código de fecha del motor del soplador de HVAC.  Si el código de fecha es 190614 (14 de junio de 2019) a 190922 (22 de septiembre de 2019), el motor del soplador será reemplazado sin costo alguno (piezas y mano de obra).
¿Cuánto tiempo tomará? El tiempo necesario para esta reparación será menos de medio día. Sin embargo, debido a los requisitos de planificación de servicio, es posible que su distribuidor tarde un poco más.
¿Qué debe hacer? Llame a su distribuidor lo antes posible y solicite una cita de servicio para llevar a cabo la campaña 20S12. Proporcione el VIN a su distribuidor, el cual está impreso debajo de sus datos al comienzo de esta carta.

Recall Number and Description: 20S12 – HVAC BLOWER MOTOR SUSPECT SERVICE PART STOCK
What is the issue? Our records indicate that your vehicle, prior to you taking delivery, had a safety recall repair (Ford Safety Recall 19S34) performed to replace the heating, ventilation, and air conditioning (HVAC) blower motor. The replacement blower motor that was installed on your vehicle may have come from the same inventory as the original blower motor.   Ford Motor Company wants to ensure the replacement blower motor in your vehicle is inspected and updated, if necessary. An incorrect blower motor may have been built with improper clearance between the electrical terminal and the conductive base plate. This may result in a resistive short that can increase the risk of blower motor overheating, melting, or creating smoke that may reduce visibility while driving and/or increase the risk of a fire.

FORD MOTOR COMPANY ISSUES SAFETY RECALL FOR SELECT 2019 FORD RANGER VEHICLES FOR AN HVAC BLOWER MOTOR ISSUE

MAR 11, 2020 | DEARBORN, MICH.

DEARBORN, Mich., March 11, 2020 – Ford Motor Company is issuing a safety recall for select 2019 Ford Ranger vehicles. Affected vehicles had the heating, ventilation and air conditioning, or HVAC, blower motor replaced from Oct. 9 to Nov. 22, 2019, per recall 19S34. The replacement part used for that service may have been built with an improper clearance between an electrical terminal and the conductive base-plate slot that could result in a resistive electrical short. This condition can increase the risk of the HVAC blower motor overheating, melting, smoking or causing a fire.

Ford is not aware of any reports of accident, injury or fire related to this condition.

This action affects vehicles that were previously repaired per safety recall 19S34: 5,384 in the U.S. and federal territories and 418 in Canada.

Affected vehicles were built at Michigan Assembly Plant from Aug. 1 to Sept. 27, 2019.

Dealers will inspect the HVAC blower-motor date code. Blower motors built within the suspect time frame will be replaced. The Ford reference number for this recall is 20S12.

Chronology of Defect / Noncompliance Determination for Ford Motor Company Recall #20S12

Provide the chronology of events leading up to the defect decision or test data for the noncompliance decision.

 

October – December 2019

On October 9, 2019, Ford approved Field Service Action 19S34 regarding certain 2019MY

Ranger vehicles due to risk of overheating, melting, smoke and/or fire from the Heating, Ventilating and Air Conditioning (HVAC) blower motor. Suspect blower motors recalled under 19S34 will have a build date code of June 14, 2019 through September 22, 2019.

On October 30, 2019, a Ford dealership reported receiving a service replacement blower motor to use for the FSA repair that had a suspect build date code. As Ford began investigating that report, five additional dealers reported receiving replacement service blower motors for the FSA repair that were built with a suspect date code. Upon further investigation, the Tier 2 supplier identified 300 suspect blower motors that were not properly quarantined and were shipped to the Tier 1 supplier. The Tier 1 supplier then shipped the blower motors to Ford’s service distribution network as if the blower motors had been properly inspected.

The concern was brought to the Critical Concern Review Group (CCRG) for review on November 5, 2019, and an investigation was opened. First, in an effort to locate all suspect blower motors, Ford’s service distribution network and dealers returned blower motors to the Tier 1 supplier for inspection. Second, on November 22, 2019, Ford issued 19S34 Dealer Bulletin Supplement #3 directing dealers to additionally inspect the blower motor date code on the service part and not to install it for the FSA repair if the blower motor is within the suspect date range. Third, a search of field data found no reports of melting, smoke or fire related to this service parts issue. The CCRG continued to monitor field data while attempting to locate the suspect blower motors.

 

January – February 2020

As of February 21, 2020, 93 of the 300 suspect parts have been located. Ford conducted electrical continuity testing on 30 of the 93 located suspect blower motors.  Five of the 30 suspect blower motors had measurable resistance indicating improper clearance between the electrical terminal and the conductive base plate. The Tier 2 supplier later cross-sectioned these five parts and confirmed a touch condition between the electrical terminal and the conductive base plate slot.

Although a further review of field data continued to find no reports of melting, smoke or fire related to this service parts issue, vehicles repaired under FSA 19S34 from October 9, 2019 (FSA approval date) through November 22, 2019 (19S34 Dealer Bulletin Supplement #3) may have been repaired with a suspect bower motor.

On March 2, 2020, Ford’s Field Review Committee reviewed the concern and approved a field action.

Ford is not aware of any reports of smoke, melting or fire associated to this concern.

OneGene is the tier 2 supplier for the blower motor and TaeSung is the tier 3 supplier for the base plate.
