Summary
Ford Motor Company (Ford) is recalling certain 2024 Mustang vehicles. The brake pedal assembly may have been manufactured incorrectly, which can result in a loose brake pedal.
Remedy
Owners are advised not to drive their vehicle until the repair has been performed. Dealers will replace the brake pedal and bracket assembly, free of charge. Owner notification letters are expected to be mailed December 18, 2023. Owners may contact Ford customer service at 1-866-436-7332. Ford’s number for this recall is 23S61.

Note: Some vehicles may be in the process of being repaired at the plant. Monitor OASIS before opening an RO and/or beginning a repair. Parts purchased for an FSA can be returned for credit if required. See the EXCESS STOCK RETURN details in Labor Allowances and Parts Ordering Information for more information.
REASON FOR THIS SAFETY RECALL
In some of the affected vehicles, the brake pedal pivot tube may not have been properly flared. Missing flares can cause the brake pedal pivot tube to become unseated, resulting in a loose brake pedal. A loose brake pedal can result in a degradation or loss of braking function, which can increase the risk of a crash.
SERVICE ACTION
DO NOT DRIVE, DEMONSTRATE OR DELIVER any new or used in-stock vehicles involved in this recall. Dealers are to inspect, and if necessary, replace the brake pedal and bracket assembly following the dealer bulletin technical information. This service must be performed on all affected vehicles at no charge to the vehicle owner. For new vehicle storage guidelines, refer to EFC13033, Storage Guidelines for New Vehicles.
Owners are advised not to drive the affected vehicles (see FSA VIN list) until this repair has been completed. To assist vehicle owners to have this repair completed dealers are to:
- Proactively contact owners to instruct them to stop driving their vehicle.
- Arrange to tow the owner’s vehicle to the dealership for repair (rentals are authorized – see Rental Vehicles)
- Re-deliver the owner’s vehicle after the Recall has been completed.
OWNER NOTIFICATION AND MAILING SCHEDULE
Owner letters are expected to be mailed the week of December 18, 2023. Dealers should repair any affected vehicles that arrive at their dealerships, whether or not the customer has received a letter.
PLEASE NOTE:
Federal law requires dealers to complete this recall service before a new vehicle is delivered to the buyer or lessee. Violation of this requirement by a dealer could result in a civil penalty of up to $26,315 per vehicle. Correct all vehicles in your new vehicle inventory before delivery.

SOLD VEHICLES
- Ford has issued instructions to stop selling/delivering or driving vehicles under this safety Owners should contact their dealer for an appointment to have their vehicles remedied as soon as practicable.
- Immediately contact any of your affected customers whose vehicles are not on your VIN list but are identified in OASIS. Give the customer a copy of the Owner Notification Letter (when available) and schedule a service date.
- Correct other affected vehicles identified in OASIS which are brought to your dealership.
- Dealers are to prioritize repairs of customer vehicles over repairs of new and used vehicle inventory.
STOCK VEHICLES
- Correct all affected units in your new vehicle inventory before delivery.
- Use OASIS to identify any affected vehicles in your used vehicle inventory.
DEALER-OPERATED RENTAL VEHICLES
The Fixing America’s Surface Transportation (FAST) Act law effective June 2016 prohibits a rental company from selling, renting or leasing vehicles subject to a safety or compliance recall. Please consult your legal counsel for legal advice.
BRANDED / SALVAGED TITLE VEHICLES
Affected branded / salvaged title vehicles are eligible for this recall.
OWNER REFUNDS
- This safety recall must still be performed, even if the owner has paid for a previous repair. Claiming a refund will not close the recall on the vehicle.
- Ford Motor Company is offering a refund for owner-paid repairs covered by this recall if the repair was performed prior to the date indicated in the reimbursement plan, which is posted with this bulletin. Owners are directed to seek reimbursement through authorized dealers or, at their option, directly through Ford Motor Company at P.O. Box 6251, Dearborn, MI 481216251.
- Dealers are also pre-approved to refund owner-paid emergency repairs that were performed away from an authorized servicing dealer after the end date specified in the reimbursement plan. Non-covered repairs, or those judged by Ford to be excessive, will not be reimbursed.
- Refunds will only be provided for the cost associated with brake pedal and bracket assembly replacement.
RENTAL VEHICLES
Dealers are pre-approved for up to 2 days for a comparable rental vehicle. If the rental was provided under the advance notice published on November 17, 2023, dealers are pre-approved for up to 20 days. Follow Extended Service Plan (ESP) guidelines for dollar amounts. Rentals will only be reimbursed for the day(s) the vehicle is at the dealership for part replacement. Prior approval for more than 20 rental day(s) is required from the SSSC. Contact the SSSC via the SSSC Web Contact Site for consideration and approval if appropriate.
TOWING
If towing is required, dealers are authorized to claim up to a maximum value of $250 to provide towing services for this program.

CERTAIN 2024 MODEL YEAR MUSTANG VEHICLES — LOOSE BRAKE PEDAL PIVOT PIN
SERVICE PROCEDURE
1. Using a standard length 5/16 (8 mm) Hex key, insert the short arm of the Hex key into the right hand (RH) side of the brake pedal pivot point on the bracket and apply pressure to check for pivot pin movement. If the pivot pin moves and allows the hex key to move inward, or the long part of the hex key touches the bracket assembly it DOES NOT PASS inspection. See Figure 1 and video links below.
DOES NOT PASS – Replace the Brake Pedal Bracket. Follow the Workshop Manual (WSM) procedures in Section 206-06.
PASS – This completes the Field Service Action (FSA).
NOTE: Brake pedal bracket shown out of the vehicle for clarity.
NOTE: Manual transmission brake pedal shown, others similar.
IMPORTANT NOTE: Federal law prohibits selling motor vehicle parts or components that are under safety, compliance, or emissions recall. Unless a part is requested to be returned to Ford, all parts replaced under this FSA must be scrapped in accordance with all applicable local, state and federal environmental protection and hazardous material regulations. Refer to the Parts Retention, Return, & Scrapping section of the FSA dealer bulletin for further information.
Chronology :
On November 8, 2023, Ford’s Critical Concern Review Group (CCRG) opened an investigation into a report of a loose brake pedal on a 2024 Mustang. Ford Customer Service Division (FCSD) notified the Plant Vehicle Team (PVT) at Flat Rock Assembly Plant (FRAP) of a loose brake pedal identified during dealer pre-delivery inspection. A missed flaring operation caused the brake pedal assembly not to retain the brake pedal pivot tube. Supplier Technical Assistance (STA) and the brake pedal supplier reviewed assembly records and determined the suspect brake pedal assembly was rejected by the pressure transducer in the supplier production process and that the part was quarantined, however the supplier removed the part from quarantine and shipped the part in error. STA and the supplier determined that the Supplier rejected 69 brake pedal assemblies at the flaring station since start of production and 32 rejected pedal assemblies were assembled into vehicles. 34 additional vehicles had pedals replaced without traceability at FRAP for a squeak and rattle quality issue. These 34 vehicles are added to the campaign as an abundance of caution due to inability to locate 39 suspect pedals between the production facility and FRAP.
The CCRG issued an In-Transit Stop Ship (ITSS).
On November 17, 2023, Ford’s Field Review Committee reviewed the concern and approved a field action.
Ford is not aware of any reports of accident or injury related to this condition.

REASON FOR THIS SAFETY RECALL
In some of the affected vehicles, the brake pedal pivot tube may not have been properly flared.
Missing flares can cause the brake pedal pivot tube to become unseated, resulting in a loose brake
pedal. A loose brake pedal can result in a degradation or loss of braking function, which can increase
the risk of a crash.
SERVICE ACTION
DO NOT DRIVE, DEMONSTRATE OR DELIVER any new or used in-stock vehicles involved in this
safety recall. A complete Dealer Bulletin is planned to be provided to dealers the week of November
27, 2023 with additional claiming and customer handling information to support this safety recall.
Owners are advised not to drive the affected vehicles (see FSA VIN lists) until this repair has been
completed. To assist vehicle owners to have this repair completed dealers are to:
• Proactively contact owners to instruct them to stop driving their vehicle.
• Arrange to tow the owner’s vehicle to the dealership for repair (rentals are authorized – see
Rental Vehicles).
• Re-deliver the owner’s vehicle after the Recall has been completed.
Refer to the Vehicle Special Handling section for further details.
IMPORTANT: Dealers should open a Repair Order (RO) only when a full dealer bulletin is
published. Opening an RO against an Awareness or Advance Notice will result in warranty
rejections against a recall.

RENTAL VEHICLES
Dealers are pre-approved for up to 20 days for a rental vehicle. Follow Extended Service Plan (ESP)
guidelines for dollar amounts. Rentals will only be reimbursed for the day(s) the vehicle is at the
dealership for part replacement. Prior approval for more than 20 rental days is required from the
Special Service Support Center (SSSC). Contact the SSSC via the SSSC Web Contact Site for
consideration and approval if appropriate.
VEHICLE SPECIAL HANDLING
Dealers are authorized to claim up to $250 to provide towing services for this program.
• Vehicle towing to dealership (mandatory). Claim instructions for towing will be provided with
the full bulletin.
• Vehicle re-delivery to the owner’s location after repairs have been completed.
CUSTOMER NOTIFICATION
Owners of record will be notified via first-class mail after repair instructions and parts ordering

Descriptive Information : Affected vehicles are equipped with suspect brake pedal assemblies which may have
a missing flare on the brake pedal arm pivot tube. Ford reviewed supplier process and
maintenance records to determine the population of affected parts. The Ford process
is capable of tracing Brake Pedal Assembly production to the vehicle in which the
Brake Pedal Assembly is installed.
These vehicles are not produced in VIN order. Information as to the applicability of
this action to specific vehicles can best be obtained by either calling Ford’s toll-free

Description of the Cause : The lifter mechanism at the brake pedal supplier’s flaring station sustained
damage due to misalignment of a part in the pallet, resulting in a missed flaring
operation. There were also subsequent adjustments made on the flaring

Chronology :
On November 8, 2023, Ford’s Critical Concern Review Group (CCRG) opened an investigation into a report of a
loose brake pedal on a 2024 Mustang. Ford Customer Service Division (FCSD) notified the Plant Vehicle Team
(PVT) at Flat Rock Assembly Plant (FRAP) of a loose brake pedal identified during dealer pre-delivery
inspection. A missed flaring operation caused the brake pedal assembly not to retain the brake pedal pivot
tube. Supplier Technical Assistance (STA) and the brake pedal supplier reviewed assembly records and
determined the suspect brake pedal assembly was rejected by the pressure transducer in the supplier
production process and that the part was quarantined, however the supplier removed the part from quarantine
and shipped the part in error. STA and the supplier determined that the Supplier rejected 69 brake pedal
assemblies at the flaring station since start of production and 32 rejected pedal assemblies were assembled
into vehicles. 34 additional vehicles had pedals replaced without traceability at FRAP for a squeak and rattle
quality issue. These 34 vehicles are added to the campaign as an abundance of caution due to inability to locate
39 suspect pedals between the production facility and FRAP.
The CCRG issued an In-Transit Stop Ship (ITSS).
On November 17, 2023, Ford’s Field Review Committee reviewed the concern and approved a field action.
Ford is not aware of any reports of accident or injury related to this condition.
Description of Remedy :
Description of Remedy Program : Ford is contacting owners and instructing them not to drive their vehicle.
Owners are asked to work with a Ford or Lincoln dealer to have their
vehicle towed in for service. Dealers will replace the Brake Pedal and
Bracket Assembly. There will be no charge for this service.
Ford provided the general reimbursement plan for the cost of remedies
paid for by vehicle
owners prior to notification of a safety recall in May 2023. The ending date
for reimbursement
eligibility is estimated to be December 31, 2023.
Ford will forward a copy of the notification letters to dealers to the agency
when available.

• This safety recall must still be performed, even if the owner has paid for a previous repair. Claiming a refund will not close the recall on the vehicle.
• Ford Motor Company is offering a refund for owner-paid repairs covered by this recall if the repair was performed prior to the date indicated in the reimbursement plan, which is posted with this bulletin. Owners are directed to seek reimbursement through authorized dealers or, at their option, directly through Ford Motor Company at P.O. Box 6251, Dearborn, MI 48121- 6251.
• Dealers are also pre-approved to refund owner-paid emergency repairs that were performed away from an authorized servicing dealer after the end date specified in the reimbursement plan. Non-covered repairs, or those judged by Ford to be excessive, will not be reimbursed.

PARTS RETENTION, RETURN AND SCRAPPING
Follow the provisions of the Warranty and Policy Manual, Section 1 – WARRANTY PARTS RETENTION AND RETURN POLICIES. If a replaced part receives a scrap disposition, the part must be scrapped in accordance with all applicable local, state and federal environmental protection and hazardous material regulations. Federal law prohibits selling motor vehicle parts or components that are under safety, compliance, or emissions recall.

The excess stock returned for credit must have been purchased from Ford Customer Service Division by Policy Procedure Bulletin 4000.
REPLACED FSA PARTS INSPECTION AND SIGN OFF
Effective March 1ˢᵗ, 2021, all parts replaced as part of an FSA repair with a repair order open date of March 1ˢᵗ, 2021, or later must be inspected and signed off on the repair order by a member of your dealer fixed operations management team or an employee of the task has been delegated to. If the task is to be delegated to a non-management employee, the employee needs to be someone other than the technician who completed the repair and needs to understand the importance of completing this task consistently and accurately.
• All parts replaced as part of an FSA repair should be returned to the parts department following the Warranty Parts Retention and Return Policies.
• Inspect the replaced parts to verify the FSA repair was completed.
• If the FSA repair is found to be complete, the designated employee signs the repair order line or parts return stamp area (electronic or hand signed) for the FSA repair indicating the parts were inspected and validated to have been replaced.
• After the parts have been inspected, they should be handled based on the guidance in the parts status report in the Online Warranty System (Hold, Return, CORE, Scrap, etc.). • This process is subject to review during warranty audits for FSA repairs with a repair order open date of March 1ˢᵗ, 2021, or later. Using a standard length 5/16 (8 mm) Hex key, insert the short arm of the Hex key into the right hand (RH) side of the brake pedal pivot point on the bracket and apply pressure to check for pivot pin movement. If the pivot pin moves and allows the hex key to move inward, or the long part of the hex key touches the bracket assembly it DOES NOT PASS inspection. See Figure 1 and video links below. DOES NOT PASS – Replace the Brake Pedal Bracket. Follow the Workshop Manual (WSM) procedures in Section 206-06. PASS – This completes the Field Service Action (FSA). Within the Administrative Information Attachment of the dealer bulletin a mobile service repair assessment level(s) will be provided. These assessment levels have been determined using the amount of time, equipment and labor identified to perform the intended service action. Assessment Levels
– Light Mobile Service Description of each level that is used to determine the overall assessment.
– Mobile Reprogramming
• Module Programming or similar type services
• Minimum tools maybe required other than an IDS/FDRS setup
• FDRS programming that requires internet connection (wi-fi or mobile hotspot)
• Make sure vehicle has a charge port to ensure battery voltage is maintained during flashing of the module(s)
• Repairs not greater than 1 hour in length (including time to wait for programming)
