Summary
Ford Motor Company (Ford
) is recalling certain 2020-2021 F-150, Expedition, 2020-2022 Super Duty F-250, F-350, F-450, F-550, and 2020-2021 Lincoln
Navigator vehicles. The windshield wiper arms may break, causing the windshield wipers to fail.
Remedy
Dealers will replace both front windshield wiper arms, free of charge. Interim owner notification letters, informing owners of the safety risk, were mailed on May 24, 2022. Remedy parts are expected to be available 3rd Quarter 2022. Owner notification letters were mailed on October 21, 2022. Owners may contact Ford customer service at 1-866-436-7332. Ford

REASON FOR THIS SUPPLEMENT
- To inform dealers that wiper arms can now be ordered using the DOW system. SSSC contact is no longer required to order wiper arms on this program for dealer repairs. Fleet vehicles will remain on the seed stock program.
REASON FOR THIS SAFETY RECALL
In some of the affected vehicles, it may be possible for the vehicle wiper arms to perform erratically. This condition can potentially lead to a wiper arm that becomes inoperable and/or separated from the vehicle which can result in reduced visibility in certain conditions.
SERVICE ACTION
DO NOT DEMONSTRATE OR DELIVER any new in-stock vehicles involved in this safety recall. Dealers are to replace wiper arms on vehicles with manufacture build dates prior to June 7, 2021 Also, inspect wiper arms on vehicles with a manufacture build date on or after June 7, 2021, and if necessary, replace both left-hand and right-hand wiper arms. A new wiper blade will be installed ONLY if the wiper arm is missing. This service must be performed on all affected vehicles at no charge to the vehicle owner.
INTERIM SERVICE REPAIR FOR FLEET RENTAL VEHICLES ONLY
If wiper arms fail the inspection and new wiper arms are not available, Dealers can implement an interim repair of gluing the wiper arm key in place. This is for fleet rental vehicles only.
NOTE: Per policy, an interim repair can be performed on fleet rental vehicles only so the vehicle can be rented (but may not sell or lease). This is NOT a permanent fix. Final repair will still need to be performed. The wiper arms should be replaced as soon as new arms are available.
Parts are not yet available to repair all vehicles. Until parts are available to repair all vehicles, dealers may only order parts and repair vehicles, which are customer-owned and currently in the dealership.
OWNER NOTIFICATION MAILING SCHEDULE
Part available letters are expected to be mailed in Quarter 4 of 2022. Dealers should repair any affected vehicles that arrive at their dealerships, whether or not the customer has received a letter.
PLEASE NOTE:
Federal law requires dealers to complete this recall service before a new vehicle is delivered to the buyer or lessee. Violation of this requirement by a dealer could result in a civil penalty of up to $21,000 per vehicle. Correct all vehicles in your new vehicle inventory before delivery.
SOLD VEHICLES
- Ford
has not issued instructions to stop selling/delivering or driving used vehicles under this safety Owners should contact their dealer for an appointment to have their vehicles remedied as soon as practicable. Owners can continue to safely drive their vehicles.
- Immediately contact any of your affected customers whose vehicles are not on your VIN list but are identified in OASIS. Give the customer a copy of the Owner Notification Letter (when available) and schedule a service date.
- Correct other affected vehicles identified in OASIS which are brought to your dealership.
- Dealers are to prioritize repairs of customer vehicles over repairs of new and used vehicle inventory.
STOCK VEHICLES
- Correct all affected units in your new vehicle inventory before delivery.
- Use OASIS to identify any affected vehicles in your used vehicle inventory.
DEALER-OPERATED RENTAL VEHICLES
The Fixing America’s Surface Transportation (FAST) Act law effective June 2016 prohibits a rental company from selling, renting or leasing vehicles subject to a safety or compliance recall. Please consult your legal counsel for legal advice.
TITLE BRANDED / SALVAGED VEHICLES
Affected title branded and salvaged vehicles are eligible for this recall.
OWNER REFUNDS
This safety recall must still be performed, even if the owner has paid for a previous repair.
Claiming a refund will not close the recall on the vehicle.

Motor Company is offering a refund for owner-paid repairs covered by this recall if the repair was performed prior to the date indicated in the reimbursement plan, which is posted with this bulletin. Owners are directed to seek reimbursement through authorized dealers or, at their option, directly through Ford
Motor Company at P.O. Box 6251, Dearborn, MI 48121- 6251.
- Refunds will only be provided for the cost associated with wiper arm replacement.
RENTAL VEHICLES
Rental vehicles are not approved for this program.

SERVICE PROCEDURE
1. Is vehicle’s manufacture build date on or after June 7, 2021?
Yes – Proceed to Step 2.
No – Replace wiper arms. Please follow Workshop Manual (WSM) procedures in Section 501-16
2. Remove the left-hand side wiper arm. Please follow WSM procedures in Section 501-16.
3. Looking inside the arm head, locate the date code wheel. See Figure 1.
4. Using a camera or cell phone, photograph the date code wheel on the wiper arm. Regardless of pass or fail status the pictures will need to be submitted through Report a Vehicle Concern in PTS.
See page 2 for instructions for using PTS (Report a Vehicle Concern).
5. If the date code wheel has a 19 with 12 dots or a 21 with 5 or more dots, then the wiper arm is considered good. Refer to Figure 1. Does the wiper arm meet this criteria?
Yes – Wiper arm passes, reinstall wiper arm. Please follow WSM procedures in Section 501-16.
No – Wiper arm fails. Replace wiper arm.
6. Repeat steps 3-5 for right-hand side wiper arm.
CERTAIN 2020-2021 MODEL YEAR EXPEDITION, F-150, AND NAVIGATOR VEHICLES AND 2020-2022 SUPER DUTY VEHICLES
INTERIM SERVICE PROCEDURE
NOTE: Only perform interim repair if wiper arms failed inspection and new wiper arms are not available.
1. Remove the wiper arms. Please follow Workshop Manual (WSM) procedures in Section 501-16.
2. Inspect the wiper arm head for the key. See Figure 1. Is the wiper key present?
Yes – Continue to Step 3.
No – Continue to Step 9.
3. Clean the wiper head area and key with rubbing alcohol and let it dry before applying the glue.
See Figure 2.
4. Place glue over key and onto wiper arm head so as to create a strap of glue. See Figure 3.
5. Lay wiper arms so that they are flat to allow the adhesive to dry for 24-hours. See Figure 4.
6. Verify that the adhesive is dry after the 24-hour dry time.
7. Install the wiper arms. Please follow WSM procedures in Section 501-16.
8. Verify functionality of wipers by running them for 30 seconds on high.
9. Check the cowl vent grille for the wiper arm key. See Figure 5. Was it located?
Yes – Continue to Step 10.
No – Reinstall wiper blades per WSM procedures in Section 501-16, wait for new wiper arms to be available.
10. Clean the wiper head area and key with rubbing alcohol and let it dry before applying the glue.
See Figure 6.
11. Insert key into the wiper arm head. If necessary use a small hammer to tap it in. Key does not sit flush with the head. See Figure 7.
NOTE: Tapered end needs to be inserted first into the head.
12. Place glue over key and onto wiper arm head so as to create a strap of glue. See Figure 8.
13. Lay wiper arms so that they are flat to allow the adhesive to dry for 24-hours. See Figure 9.
14. Verify that the adhesive is dry after the 24-hour dry time.
15. Install the wiper arms. Please follow WSM procedures in Section 501-16.
16. Verify functionality of wipers by running them for 30 seconds on high.

Chronology of Defect / Noncompliance Determination
August – November 2021
On August 26, 2021, an issue pertaining to stripped wiper arm splines on certain Expedition vehicles was brought to Ford’s Critical Concern Review Group for review. Routine Ford
monitoring of field data had identified reports related to driver or passenger wiper arms coming loose, not working, or detaching. Passenger and driver side wiper arms are independently attached to the wiper system linkage assembly. Several warranty reports contained technician comments indicating stripped splines in the wiper arms, as well as assembly alignment keys that fell out or were missing.
Supplier analysis of field return wiper arms found that some exhibited spline casting tooth height that was not to specification. Investigation found that the splined design of the wiper arms and associated supplier tooling are similar among the Expedition, Navigator, F-150, Super Duty and Medium Truck vehicles. Further investigation of the supplier processes found that tooth head casting was not being measured correctly for wiper arms used on these products.
CCRG expanded its search for reports from the field to also include all vehicle models with this design. A low number of reports was identified. CCRG continued to monitor the field reports and conduct statistical analyses of the data.
December 2021 – March 2022
CCRG continued to monitor field data and observed an increase in rate of reports for certain vehicle lines in December and January, coinciding with cold weather usage. Additional investigation found that differences in wiper motor torque by vehicle line could contribute to differences in wiper arm performance. Product review found that Expedition, Navigator and 2020 model year F-150 vehicles incorporate a higher torque wiper motor, with a maximum torque of 72 Nm. Other vehicles (e.g., most 2021 model year F-150) utilize a different smart wiper motor that electronically limits the torque to 46 Nm.
As of February 25, 2022, there have been 257 reports of inoperative or detached windshield wiper arms on the 2020-2021 MY Expedition/Navigator vehicles, 380 on 2020-2022 MY Super Duty, 76 on 2020 MY F-150, and 41 reports on certain 2021 MY F-150 units that were built with an alternative higher torque wiper motor due to chip shortage issues. The first of these reports was received February 5, 2020.
A field action was approved by Ford’s Field Review Committee on April 7, 2022.
There are no reports of accidents or injuries associated with this concern.

Fleet vehicles will remain on the seed stock program. REASON FOR THIS SAFETY RECALL In some of the affected vehicles, it may be possible for the vehicle wiper arms to perform erratically. This condition can potentially lead to a wiper arm that becomes inoperable and/or separated from the vehicle which can result in reduced visibility in certain conditions. SERVICE ACTION DO NOT DEMONSTRATE OR DELIVER any new in-stock vehicles involved in this safety recall. Dealers are to replace wiper arms on vehicles with manufacture build dates prior to June 7, 2021 Also, inspect wiper arms on vehicles with a manufacture build date on or after June 7, 2021, and if necessary, replace both left-hand and right-hand wiper arms. A new wiper blade will be installed ONLY if the wiper arm is missing. This service must be performed on all affected vehicles at no charge to the vehicle owner. Copyright 2022 Ford Motor Company INTERIM SERVICE REPAIR FOR FLEET RENTAL VEHICLES ONLY If wiper arms fail the inspection and new wiper arms are not available, Dealers can implement an interim repair of gluing the wiper arm key in place. This is for fleet rental vehicles only. NOTE: Per policy, an interim repair can be performed on fleet rental vehicles only so the vehicle can be rented (but may not sell or lease). This is NOT a permanent fix. Final repair will still need to be performed. The wiper arms should be replaced as soon as new arms are available. Parts are not yet available to repair all vehicles. Until parts are available to repair all vehicles, dealers may only order parts and repair vehicles, which are customer-owned and currently in the dealership. OWNER NOTIFICATION MAILING SCHEDULE Part available letters are expected to be mailed in Quarter 4 of 2022. Dealers should repair any affected vehicles that arrive at their dealerships, whether or not the customer has received a letter. PLEASE NOTE: Federal law requires dealers to complete this recall service before a new vehicle is delivered to the buyer or lessee. Violation of this requirement by a dealer could result in a civil penalty of up to $21,000 per vehicle. Correct all vehicles in your new vehicle inventory before delivery. Both Front Wiper Arm Replacement REPLACED FSA PARTS INSPECTION AND SIGN OFF Effective March 1st 2021 all parts replaced as part of an FSA repair with a repair order open date of March 1st 2021 or later must be inspected and signed off on the repair order by a member of your dealers fixed operations management team or an employee the task has been delegated to. If the task is to be delegated to a non-management employee, the employee needs to be someone other than the technician who completed the repair and needs to understand the importance of completing this task consistently and accurately. • All parts replaced as part of an FSA repair should be returned to the parts department following the Warranty Parts Retention and Return Policies. • Inspect the replaced parts to verify the FSA repair was completed. • If the FSA repair is found to be complete, the designated employee signs the repair order line or parts return stamp area (electronic or hand signed) for the FSA repair indicating the parts were inspected and validated to have been replaced. • After the parts have been inspected, they should be handled based on the guidance in the parts status report in the Online Warranty System (Hold, Return, CORE, Scrap, etc.). • This process is subject to review during warranty audits for FSA repairs with a repair order open date of March 1st 2021 or later. Any eligible FSA claims requiring parts replacement, found not to have been inspected and signed off during a warranty audit will be subject to chargeback and consideration for enrollment into the Dealer Incomplete Recall Repair Process. Note: Other approvals (electronic or handwritten) for add-on repair lines, dealer owned vehicle repairs, and repeat repairs do not qualify as FSA parts inspection approvals. The post repair FSA parts inspection process (electronic or handwritten) is independent from other warranty approval requirements.
