Reduced Braking Performance/FMVSS 135
During certain situations, the driver may have to apply more brake pedal force, and the distance required to stop the vehicle may be extended, increasing the risk of a crash.

Summary
Ford Motor Company (Ford
) is recalling certain 2021-2022 Bronco Sport and Escape vehicles. The rear brake linings may have been manufactured incorrectly, which can affect braking performance. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 135, “Light Vehicle Brake Systems.”
Remedy
The remedy is currently under development. Interim owner notification letters were mailed on January 14, 2022. Owner notification letters were mailed August 17, 2022. Owners may contact Ford customer service at 1-866-436-7332. Ford

REASON FOR THIS COMPLIANCE RECALL
All of the affected vehicles may not conform to the requirements specified by Federal Motor Vehicle Safety Standard (FMVSS) No. 135 Light Vehicle Brake Systems. In the event of a failed brake vacuum booster, the customer may experience increased brake pedal forces and extended stopping distance beyond FMVSS No. 135 requirements, increasing the risk of a crash.
SERVICE ACTION
Before demonstrating or delivering any new in-stock vehicles involved in this compliance recall, dealers are to replace the front brake pads as outlined in the technical instructions. This service must be performed on all affected vehicles at no charge to the vehicle owner.
OWNER NOTIFICATION AND MAILING SCHEDULE
Owner letters were mailed the week of August 15, 2022. Dealers should repair any affected vehicles that arrive at their dealerships, whether or not the customer has received a letter.
PLEASE NOTE:
Federal law requires dealers to complete this recall service before a new vehicle is delivered to the buyer or lessee. Violation of this requirement by a dealer could result in a civil penalty of up to $21,000 per vehicle. Correct all vehicles in your new vehicle inventory before delivery.
SOLD VEHICLES
- Ford
has not issued instructions to stop selling/delivering or driving used vehicles under this compliance recall. Owners should contact their dealer for an appointment to have their vehicles remedied as soon as practicable. Owners can continue to safely drive their vehicles.
- Immediately contact any of your affected customers whose vehicles are not on your VIN list but are identified in OASIS. Give the customer a copy of the Owner Notification Letter (when available) and schedule a service date.
- Correct other affected vehicles identified in OASIS which are brought to your dealership.
- Dealers are to prioritize repairs of customer vehicles over repairs of new and used vehicle inventory.
STOCK VEHICLES
- Correct all affected units in your new vehicle inventory before delivery.
- Use OASIS to identify any affected vehicles in your used vehicle inventory.
DEALER-OPERATED RENTAL VEHICLES
The Fixing America’s Surface Transportation (FAST) Act law effective June 2016 prohibits a rental company from selling, renting or leasing vehicles subject to a safety or compliance recall. Please consult your legal counsel for legal advice.
TITLE BRANDED / SALVAGED VEHICLES
Affected title branded and salvaged vehicles are eligible for this recall.
OWNER REFUNDS
- This safety recall must still be performed, even if the owner has paid for a previous repair. Claiming a refund will not close the recall on the vehicle.
- Ford
Motor Company is offering a refund for owner-paid repairs covered by this recall if the repair was performed prior to the date indicated in the reimbursement plan, which is posted with this bulletin. Owners are directed to seek reimbursement through authorized dealers or, at their option, directly through Ford
Motor Company at P.O. Box 6251, Dearborn, MI 481216251.
- Dealers are also pre-approved to refund owner-paid emergency repairs that were performed away from an authorized servicing dealer after the end date specified in the reimbursement plan. Non-covered repairs, or those judged by Ford
to be excessive, will not be reimbursed.
- Refunds will only be provided for the cost associated with the replacement of the front brake pads.

SERVICE PROCEDURE
1. Replace the front brake pads. Please follow the Workshop Manual (WSM) procedures in Section 206-03.
IMPORTANT NOTE: Federal law prohibits selling motor vehicle parts or components that are under safety, compliance, or emissions recall. Unless a part is requested to be returned to Ford, all parts replaced under this FSA must be scrapped in accordance with all applicable local, state and federal environmental protection and hazardous material regulations. Refer to the Parts Retention, Return, & Scrapping section of the FSA dealer bulletin for further information.

CHRONOLOGY for RECALL 21C31 – CERTAIN 2021-2022 MODEL YEAR BRONCO SPORT AND ESCAPE VEHICLES
NHTSA’s Office of Vehicle Safety Compliance contacted Ford on October 1, 2021, regarding the results of their FMVSS 135 compliance audit on the 2021 model year Bronco Sport vehicle equipped with a brake vacuum booster. The stopping distance test results for “Brake Power Assist Unit Inoperative” were 191.9 m which exceeds the federal regulation of 168 m.
Ford’s certification test from December 2018 indicates a stopping distance of 149.9 m for vehicles equipped with a brake vacuum booster which meets the regulation of 168 m.
Ford’s investigation included analyzing raw data from the NHTSA test vehicle and comparing it to the raw data from the Ford
certification test vehicle. Ford
’s analysis of all the NHTSA test data had not identified an explanation for the total difference in performance between the NHTSA test vehicle and the Ford
certification test vehicle.
In November 2021, Ford conducted an FMVSS 135 certification test, including the “Brake Power Assist Unit Inoperative” portion, on a 2021MY Bronco Sport which was equipped with a brake vacuum booster without a vacuum sensor to replicate NHTSA’s test vehicle. The test vehicle was fitted with a new current batch of brake linings from the assembly plant. The stopping distance test results for “Brake Power Assist Unit Inoperative” were 177.8 m, which exceeded the federal requirement of 168 m. Analysis of the brake system identified that the friction coefficient of the rear brake caliper linings was below the specification.
The vacuum sensor was removed from the brake vacuum booster on Bronco Sport and Escape vehicles during the affected build date ranges; when the vacuum sensor is present, the brake system can detect a booster malfunction and the ABS module assists during the “Brake Power Assist Unit Inoperative” portion and compensates for friction material variation.
The 2021-2022MY Ford Escape shares the same brake system with the Bronco Sport and the same Ford
certification test applies to both vehicles. Some Bronco Sport and Escape vehicles are equipped with a brake vacuum booster and some are equipped with an Electronic Brake Booster (EBB). Vehicles with an EBB are not affected by this issue because they have higher system pressures if the booster malfunctions.
A Stop Ship was issued at Ford’s Hermosillo Assembly Plant (HSAP) and Louisville Assembly Plant (LAP) on November 9, 2021.
Throughout this investigation, Ford and NHTSA met weekly to discuss the status of Ford
’s testing, test results, and conclusions.
On November 17, 2021, Ford’s Field Review Committee reviewed the concern and approved a field action.
Ford is not aware of any accidents or injuries relating to this condition.

CHRONOLOGY for RECALL 21C31 – CERTAIN 2021-2022 MODEL YEAR BRONCO SPORT AND ESCAPE VEHICLES NHTSA’s Office of Vehicle Safety Compliance contacted Ford on October 1, 2021, regarding the results of their FMVSS 135 compliance audit on the 2021 model year Bronco Sport vehicle equipped with a brake vacuum booster. The stopping distance test results for “Brake Power Assist Unit Inoperative” were 191.9 m which exceeds the federal regulation of 168 m. Ford’s certification test from December 2018 indicates a stopping distance of 149.9 m for vehicles equipped with a brake vacuum booster which meets the regulation of 168 m. Ford’s investigation included analyzing raw data from the NHTSA test vehicle and comparing it to the raw data from the Ford certification test vehicle. Ford’s analysis of all the NHTSA test data had not identified an explanation for the total difference in performance between the NHTSA test vehicle and the Ford certification test vehicle. In November 2021, Ford conducted an FMVSS 135 certification test, including the “Brake Power Assist Unit Inoperative” portion, on a 2021MY Bronco Sport which was equipped with a brake vacuum booster without a vacuum sensor to replicate NHTSA’s test vehicle. The test vehicle was fitted with a new current batch of brake linings from the assembly plant. The stopping distance test results for “Brake Power Assist Unit Inoperative” were 177.8 m, which exceeded the federal requirement of 168 m. Analysis of the brake system identified that the friction coefficient of the rear brake caliper linings was below the specification. The vacuum sensor was removed from the brake vacuum booster on Bronco Sport and Escape vehicles during the affected build date ranges; when the vacuum sensor is present, the brake system can detect a booster malfunction and the ABS module assists during the “Brake Power Assist Unit Inoperative” portion and compensates for friction material variation. The 2021-2022MY Ford Escape shares the same brake system with the Bronco Sport and the same Ford certification test applies to both vehicles. Some Bronco Sport and Escape vehicles are equipped with a brake vacuum booster and some are equipped with an Electronic Brake Booster (EBB). Vehicles with an EBB are not affected by this issue because they have higher system pressures if the booster malfunctions. A Stop Ship was issued at Ford’s Hermosillo Assembly Plant (HSAP) and Louisville Assembly Plant (LAP) on November 9, 2021. Throughout this investigation, Ford and NHTSA met weekly to discuss the status of Ford’s testing, test results, and conclusions. On November 17, 2021, Ford’s Field Review Committee reviewed the concern and approved a field action. Ford is not aware of any accidents or injuries relating to this condition.

If the task is to be delegated to a non-management employee, the employee needs to be someone other than the technician who completed the repair and needs to understand the importance of completing this task consistently and accurately. All parts replaced as part of an FSA repair should be returned to the parts department following the Warranty Parts Retention and Return Policies. Inspect the replaced parts to verify the FSA repair was completed. If the FSA repair is found to be complete, the designated employee signs the repair order line or parts return stamp area (electronic or hand signed) for the FSA repair indicating the parts were inspected and validated to have been replaced. Ford is conducting research to confirm the affected vehicle population which may cause the volumes to change after this defect notice is submitted. These vehicles are equipped with a brake vacuum booster without a vacuum sensor. The vacuum sensor compensated for variation in brake pad friction performance. FMVSS 1 : 135 – Light vehicle brake systems FMVSS 2 : NR Description of the Safety Risk : If one of the affected vehicles experiences a booster malfunction, the customer may experience increased brake pedal forces and extended stopping distances beyond FMVSS 135 requirements, increasing the risk of a crash. Description of the Cause : The brake system depends on a specified brake lining friction coefficient to achieve design intent stopping distances. A lower than specified brake lining friction coefficient could increase the stopping distances beyond FMVSS 135 requirements for “Brake Power Assist Unit Inoperative”. Satelite Zona Industrial, Delegacion San Luis Potosi Foreign States 78423 Country : Mexico Chronology : see attached document for chronology Description of Remedy : Description of Remedy Program : Ford is still validating the service remedy for this issue. An update will be provided to the Agency after the investigation is completed. Tentative remedy is as follows: Owners will be notified by mail and instructed to take their vehicle to a Ford or Lincoln dealer for replacement of the front and/or rear brake linings with a higher friction design. There will be no charge for this service. Ford is excluding reimbursement for costs because the original warranty program would provide for a free repair for this concern. Ford will forward a copy of the notification letters to dealers to the agency when available. How Remedy Component Differs Ford is still validating the service remedy for this issue. The tentative remedy front and/or rear brake linings have a higher coefficient of friction than design intent and will compensate for the brake lining friction variation and enable the vehicle to meet all FMVSS 135 stopping distance requirements. Part numbers for the replacement brake linings have not been created yet. Identify How/When Recall Condition was Corrected in Production : N/A Recall Schedule : Description of Recall Schedule : Notification to dealers is expected to occur on January 3, 2022. Mailing of owner notification letters is expected to begin January 10, 2022 and is expected to be completed by January 14, 2022 instructing customers to take their vehicle to a Ford or Lincoln dealer to have the brake linings replaced.
