Summary
Some 2020-2021 Explorer/Aviator/Police Interceptor Utility vehicles built on or before 24-Dec-2020 may exhibit an illuminated anti-lock brake system (ABS) warning indicator lamp with diagnostic trouble code (DTC) C0020 stored in the ABS module. It may not be necessary to replace the ABS module/hydraulic control unit (HCU) to resolve DTC C0020. This may be due to a poor ground connection and/or improper plating on the attachment bolts at G108. To correct the condition, follow the Service Procedure to replace and properly tighten the ground cable fasteners.

This article supersedes TSB 21-2017 to update the vehicles affected.
Issue: Some 2020-2021 Explorer/Aviator/Police Interceptor Utility vehicles built on or before 24-Dec-2020 may exhibit an illuminated anti-lock brake system (ABS) warning indicator lamp with diagnostic trouble code (DTC) C0020 stored in the ABS module. It may not be necessary to replace the ABS module/hydraulic control unit (HCU) to resolve DTC C0020. This may be due to a poor ground connection and/or improper plating on the attachment bolts at G108. To correct the condition, follow the Service Procedure to replace and properly tighten the ground cable fasteners.
Action: Follow the Service Procedure to correct the condition on vehicles that meet all of the following criteria:
- 2020-2021 Explorer/Aviator/Police Interceptor Utility
- Built on or before 24-Dec-2020
- Illuminated ABS warning indicator lamp with OTC C0020
NOTE: Part quantity refers to the number of that service part number required, which may be different than the number of individual pieces. Service part numbers contain 1 piece unless otherwise stated. “As Needed” indicates the part is required but the number may vary or is not a whole number; parts can be billed out as non-whole numbers, including less than 1.

Service Procedure
1. Remove the body control module C (BCMC). Refer to Workshop Manual (WSM), Section 419-10.
2. Remove the bolts, detach the wiring retainers and remove the BCMC support bracket. Tighten to 12 Nm (106 lb in). (Figure 1)

3. Remove and discard the fasteners for ground G108. Refer to Wiring Diagram, Cell 10-4. (Figure 2)

4. Make sure no shrink tube adhesive is interfering with the fastener clamping force or ground path through the Clean as necessary with a razor blade.
NOTE: Do not remove any paint from the body as the ground path conduction is through the bolt threads.
5. Tighten the new fasteners securing the ground cables to 12 Nm (106 lb-in).
6. Apply Motorcraft® Electrical Grease to the fastener and ground cable
7. To install, reverse the removal procedure.
8. Clear DTCs from the ABS
