Ford
Motor Company (Ford
) is recalling certain 2023 F-150 and Ford
SD F-250, F-350, F-450, F-550, and F-600 vehicles. The steering wheel clock spring may have an insufficient weld, causing a loss of electrical connection to the driver’s frontal air bag.
Remedy
Dealers will inspect and replace the clock spring as necessary, free of charge. Interim owner notifications explaining the safety risk are scheduled to be mailed January 8, 2024. A second notice will be sent once remedy parts become available, anticipated 2nd Quarter 2024. Owners may contact Ford

REASON FOR THIS SAFETY RECALL
In some of the affected vehicles, the steering wheel clock spring assembly may have an insufficient weld between the bus bar and the ribbon cable which can lead to a loss of electrical connection to the driver front airbag. This will result in the illumination of the airbag warning lamp. The customer may also notice loss of illumination and function of switches on the steering wheel (e.g. radio controls) or an inoperative horn. A driver airbag that does not deploy when intended increases the risk of injury in a crash.
SERVICE ACTION
DO NOT DEMONSTRATE OR DELIVER any new in-stock vehicles involved in this safety recall. A complete Dealer Bulletin will be provided to dealers in second quarter, 2024 when it is anticipated that parts ordering information and repair instructions will be available to support this safety recall. For new vehicle storage guidelines, refer to EFC13033, Storage Guidelines for New Vehicles.
IMPORTANT: Dealers should open a Repair Order (RO) only when a full dealer bulletin is published. Opening an RO against an Awareness or Advance Notice will result in warranty rejections against a recall.
CUSTOMER NOTIFICATION
Owners of record will be notified via first-class mail after repair instructions and parts ordering information have been provided to dealers.

Chronology of Defect / Noncompliance Determination
Provide the chronology of events leading up to the defect decision or test data for the noncompliance decision.
November – December 2023
On November 8, 2023, the Tier 1 supplier, BCS Automotive Interface Solutions (“BCS”), notified Ford
that it would be filing an equipment recall report with NHTSA related to airbag clock springs supplied to BCS by a sub-supplier, American Furukawa. BCS told Ford
that certain clock spring assemblies used in Steering Column Control Modules (SCCM) supplied to Ford
by BCS may have been contaminated in the sub-supplier’s manufacturing process.
On November 9, 2023 2023 the issue pertaining to contaminated clock springs was brought to Ford
’s Critical Concern Review Group (CCRG) for review and an investigation was opened. Concurrent with the initiation of the CCRG investigation, Ford
started working with BCS to analyze production and shipping records provided by BCS to understand which Ford
assembly facilities and vehicle lines were supplied with SCCMs that may contain the subject clock springs.
On November 14, 2023, BCS filed an equipment recall report with NHTSA which was provided by NHTSA to Ford
on December 4, 2023.
Through November, Ford
continued to work with BCS to review supplier production and shipping records, as well as supplier technical reports. Using serial numbers supplied by BCS, Ford
traced the SCCMs provided by BCS to the 2023 model year F-150 and Super Duty vehicles in which they were installed.
Ford
searched warranty, customer and field reports as well as connected vehicle data to identify reports that may be related to open circuits caused by insufficient welding of the bus bar and ribbon cable of the clock spring assembly. Ford
also reviewed the SCCM circuitry diagram, which provides diagnostic path information, to verify that the Diagnostic Trouble Codes (DTCs) reported in warranty and connected vehicle data could be related to open circuits resulting from the regions of insufficient welding. Additionally, the CCRG investigation confirmed that Ford
’s assembly plant controls check for DTCs during end-of-line processes, and in the event an airbag DTC is present, the vehicle would not be permitted to leave plant control.
As of December 6, 2023, Ford
is aware of 19 warranty reports received from May 1, 2023, through November 10, 2023, indicating open circuits that could potentially be related to the clock spring concern described in the supplier’s equipment recall report.
On December 8, 2023, Ford
’s Field Review Committee reviewed the concern and approved a field action.
Ford
is not aware of any reports of accident or injury related to this condition.

Description of the Defect : The Steering Column Control Module (SCCM) in affected vehicles may contain a clock spring assembly with an insufficient weld between the bus bar and the ribbon cable. The ribbon cable provides connectivity to the driver airbag. An insufficient weld can lead to a disconnection of ribbon cable circuits, resulting in a loss of electrical connection to the driver’s front airbag. As a consequence, the airbag warning light will illuminate and the driver airbag will not deploy when intended.

Description of the Safety Risk : A driver airbag that does not deploy when intended increases the risk of
injury in a crash.
Description of the Cause : During the sub-supplier’s manufacturing process, clock spring bus bars may have been washed in isopropyl alcohol contaminated with glycerin.
Contamination of bus bars with glycerin may result in an insufficient weld condition between the bus bar and the ribbon cable of the clock spring assembly. Identification of Any Warning

Description of Remedy :
Description of Remedy Program : Owners will be notified by mail and instructed to take their vehicle to a
Ford
or Lincoln
dealer to have the steering wheel clock spring production date inspected. Clock springs with a suspect date will be replaced. There will be no charge for this service.
Ford
provided the general reimbursement plan for the cost of remedies paid for by vehicle owners prior to notification of a safety recall in May 2023. The ending date for reimbursement eligibility is estimated to be January 5, 2024. Ford
will forward a copy of the notification letters to dealers to the agency when available.

Description of the Defect : The Steering Column Control Module (SCCM) in affected vehicles may contain a clock spring assembly with an insufficient weld between the bus bar and the ribbon cable. The ribbon cable provides connectivity to the driver airbag. An insufficient weld can lead to a disconnection of ribbon cable circuits, resulting in a loss of electrical connection to the driver’s front airbag. As a consequence, the airbag warning light will illuminate and the driver airbag will not deploy when intended.

Description of the Safety Risk : A driver airbag that does not deploy when intended increases the risk of
injury in a crash.
Description of the Cause : During the sub-supplier’s manufacturing process, clock spring bus bars may have been washed in isopropyl alcohol contaminated with glycerin.
Contamination of bus bars with glycerin may result in an insufficient weld condition between the bus bar and the ribbon cable of the clock spring assembly.
