) is recalling certain 2023 F-150 vehicles. The instrument panel top cover on the passenger-side may prevent the air bag from deploying as intended. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 208, “Occupant Crash Protection.”
Remedy
Dealers will replace the passenger instrument panel top cover, free of charge. Owner notification letters were mailed March 16, 2023. Owners may contact Ford

REASON FOR THIS SUPPLEMENT
- Service Action: Parts for the Platinum trim level vehicles are now available. Owner letters are expected to be mailed the week of March 20, 2023.
- Parts Requirements/Ordering Information: Part numbers for Platinum trim level vehicles have been added. In addition, the passenger instrument panel covers have been placed on Special Program Part Ordering

REASON FOR THIS COMPLIANCE RECALL
Some of the affected vehicles may not conform to the requirements specified by Federal Motor Vehicle Safety Standard (FMVSS) No. 208 Occupant Crash Protection. These vehicles may have been built with a passenger-side instrument panel (IP) cover with either an injection molded substrate that was manufactured with contaminated resin or with a skin extruded with contaminated colorant material. Non-conforming instrument panel cover components may alter the intended passenger airbag cushion opening and inflation characteristics. In the event of a crash necessitating deployment of the passenger airbag, the airbag may not deploy as intended, increasing the risk of injury.
SERVICE ACTION
Before demonstrating or delivering any new in-stock vehicles involved in this recall, dealers are to replace the passenger instrument panel cover. This service must be performed on all affected vehicles at no charge to the vehicle owner.
Note: Passenger instrument panel cover parts are available for both Limited and Platinum series trim packages. Refer to Attachment IV for Affected Vehicles – VIN List for Limited trim level vehicles.
OWNER NOTIFICATION MAILING SCHEDULE
Owner letters are expected to be mailed the week of March 20, 2023. Dealers should repair any affected vehicles that arrive at their dealerships, whether the customer has received a letter or not.
PLEASE NOTE:
Federal law requires dealers to complete this recall service before a new vehicle is delivered to the buyer or lessee. Violation of this requirement by a dealer could result in a civil penalty of up to $26,315 per vehicle. Correct all vehicles in your new vehicle inventory before delivery.
SOLD VEHICLES
- Ford
has not issued instructions to stop selling/delivering or driving used vehicles under this compliance recall. Owners should contact their dealership for an appointment to have their vehicles remedied as soon as practicable. - Immediately contact any of your affected customers whose vehicles are not on your VIN list but are identified in OASIS. Give the customer a copy of the Owner Notification Letter (when available) and schedule a service date.
- Correct other affected vehicles identified in OASIS which are brought to your dealership.
- Dealers are to prioritize repairs of customer vehicles over repairs of new and used vehicle inventory.
STOCK VEHICLES
- Correct all affected units in your new vehicle inventory before delivery.
- Use OASIS to identify any affected vehicles in your used vehicle inventory.
DEALER-OPERATED RENTAL VEHICLES
The Fixing America’s Surface Transportation (FAST) Act law effective June 2016 prohibits a rental company from selling, renting, or leasing vehicles subject to a safety or compliance recall. Please consult your legal counsel for legal advice.

OWNER REFUNDS
- This safety recall must still be performed, even if the owner has paid for a previous repair. Claiming a refund will not close the recall on the vehicle.
- Ford
Motor Company is offering a refund for owner-paid repairs covered by this recall if the repair was performed before the date indicated in the reimbursement plan, which is posted with this bulletin. Owners are directed to seek reimbursement through authorized dealers or, at their option, directly through Ford
Motor Company at P.O. Box 6251, Dearborn, MI 481216251. - Dealers are also pre-approved to refund owner-paid emergency repairs that were performed away from an authorized servicing dealer after the end date specified in the reimbursement plan. Non-covered repairs, or those judged by Ford
to be excessive, will not be reimbursed. - Refunds will only be provided for the cost associated with the passenger airbag cover replacement.

CERTAIN 2023 MODEL YEAR F-150 VEHICLES — PASSENGER SIDE INSTRUMENT PANEL COVER REPLACEMENT
SERVICE PROCEDURE
NOTE: For this procedure only it is not necessary to remove the instrument panel.
NOTE: Retaining clip/bolt quantities may vary from what is shown throughout this procedure.
1. Depower the Supplemental Restraint System (SRS). Please follow the Workshop Manual (WSM) procedures in Section 501-20B.
2. Remove the A-pillar trim panels. Please follow the WSM procedures in Section 501-05.
3. Release the clips and remove the Right Hand (RH) instrument panel trim panel. See Figure 1.
4. Release the clips and remove the defrost grille trim panel. See Figure 2.
5. Release the clips and remove the trim panel. See Figure 3.
6. Release the clips, disconnect the electrical connector and remove the center finish trim. See Figure 4.
7. Release the clips and remove the floor console lower RH trim panel. See Figure 5.
8. Release the clips and remove the floor console upper RH trim panel. See Figure 6.
9. Remove the bolt, release the clips and remove the floor console lower Left Hand (LH) trim panel. See Figure 7.
- Torque 22 lb.in (2.5 Nm).
10. Release the clips and remove the floor console upper LH trim panel. See Figure 8.
11. Remove the bolts, disconnect the electrical connectors and remove the Front Controls Interface Module (FCIM). See Figure 9.
- Torque 22 lb.in (2.5 Nm).

12. Release the clips and remove the speaker grille. See Figure 10
NOTE: If equipped remove the rubber pad. See Figure 11.
13. Remove the bolts, disconnect the electrical connector and remove and the upper instrument panel storage tray. See Figure 12.
- Torque 22 lb.in (2.5 Nm).
14. Remove the bolts. See Figure 13.
- Torque 42.48 lb.in (4.8 Nm).
15. Release the retainers, remove and discard the push pin and remove the LH register bezel. See Figure 14.
NOTE: The push pin must be replaced each time the bezel is removed.

16. Remove the bolts, separate the gap hider from the upper steering column shroud, release the 7 clips and remove the IPC bezel. See Figure 15.
- Torque 36 lb.in (4.1 Nm).

17. Remove the bolts, disconnect the electrical connectors and remove the display unit. See Figure 16.
- Torque 22 lb.in (2.5 Nm).

18. Release the retainers and remove and discard the push pin. Remove the RH register bezel. See Figure 17.
NOTE: The push pin must be replaced each time the bezel is removed.

19. Remove the bolt and the RH register. See Figure 18.

20. Remove the bolts and remove the upper storage compartment. See Figure 19.

21. Remove the screws through the upper stowage bin opening. See Figure 20.
- Torque 11.5 lb.in (1.3 Nm).
22. Remove the bolts. See Figure 21.
23. Disconnect the passenger airbag electrical connector. See Figure 22.
24. Remove the RH instrument panel upper section bolts. See Figure 23.
- Torque 22 lb.in (2.5 Nm).

25. Remove the RH instrument panel upper section by lifting upwards to release the clips. See Figure 24.

26. Transfer the passenger airbag to the new passenger side instrument panel upper section. Please follow the WSM procedures in Section 501-20B.
27. Install the new passenger side instrument panel upper section, by reversing the removal procedure, starting at Step 25.
IMPORTANT NOTE: Federal law prohibits selling motor vehicle parts or components that are under safety, compliance, or emissions recall. Unless a part is requested to be returned to Ford
, all parts replaced under this FSA must be scrapped in accordance with all applicable local, state and federal environmental protection and hazardous material regulations. Refer to the Parts Retention, Return, & Scrapping section of the FSA dealer bulletin for further information.

On December 10, 2022, Ford
’s Critical Concern Review Group (CCRG) initiated an investigation into a report identified by the instrument panel (IP) topper supplier of a failed weld between the right-hand IP topper substrate and the passenger airbag chute. The supplier discovered the failed weld on December 7, 2022, during routine weld pull testing conducted as part of the supplier’s Lot Acceptance Testing (LAT) of parts for 2023 model year F-150 Limited series vehicles. The supplier notified Ford
of the concern on December 9, 2022.
Ford
’s initial review of supplier process and maintenance records found that test samples from a material lot produced on November 14, 2022, performed below the minimum specification for weld pull testing. A further review as part of the CCRG investigation identified that purge operations were not completed when the suspect parts were injection molded on November 14, 2022. Incomplete purging of the prior molding material could introduce contaminants and may result in IP topper substrate delamination. Work continued into January 2023 to determine the type of contaminant(s) that was introduced and to review the supplier’s process and purge logs.

On January 5, 2023, Ford
received a report identified by the IP topper supplier of a tear seam opening force above the requirement specification during routine drop tower testing of the passenger airbag door on parts intended for 2023 model year F-150 Platinum series vehicles. The CCRG initiated an additional investigation, which determined that the extrusion material for the instrument panel topper skin did not meet material specifications. The extrusion material was potentially contaminated with colorant from a different job at the supplier facility. The contaminant resulted in out of specification tear seam opening force of the Passenger Airbag door.
During the month of January, the CCRG reviewed the material testing results and analyses conducted by the supplier that determined that the substate material was contaminated with polycarbonate acrylonitrile butadiene styrene (PC-ABS), which could result in substrate delamination. CCRG also reviewed the results of Ford
’s internal testing that determined that the IP Topper skin had low laser score additive (LSA) content, which could result in passenger airbag door tear seam opening force above the requirement specification.
Based on weld pull and drop tower test results and engineering judgment, Ford
Engineering determined that the suspect vehicles may not meet a F/CMVSS No. 208 compliance test if they were to be tested.
Ford
is not aware of any warranty or field reports related to this condition.
On February 3, 2023, Ford
’s Field Review Committee reviewed the concern and approved a field action.

Motor Company has decided that your vehicle, with the VIN shown above, fails to conform to Federal Motor Vehicle Safety Standard (FMVSS) No. 208 Occupant Crash Protection.
We apologize for this situation and want to assure you that, with your assistance, we will correct this condition. Our commitment, together with your dealer, is to provide you with the highest level of service and support. What is the issue? The passenger side instrument panel cover on your vehicle, which is located on the dashboard and houses the airbag, may interfere with the intended passenger airbag cushion opening and alter that airbag’s inflation characteristics. What is the risk? A malfunctioning passenger-side instrument panel cover may prevent the airbag from properly deploying, which could increase the risk of injury to the front passenger occupant in a crash. What will Ford
and your dealer do? Parts are now available to repair your vehicle. Ford
Motor Company has authorized your dealer to replace the passenger airbag cover free of charge (parts and labor). How long will it take? The time needed for this repair is less than half a day. However, due to service scheduling requirements, your dealer may need your vehicle for a longer period of time.
What should you do? Please call your dealer without delay and request a service date for Recall 23C01. Provide the dealer with your VIN, which is printed near your name at the beginning of this letter.

has not issued instructions to stop driving your vehicle under this compliance recall. You should contact your dealer for an appointment to have your vehicle remedied as soon as practicable.

REASON FOR THIS COMPLIANCE RECALL
Some of the affected vehicles may not conform to the requirements specified by Federal Motor Vehicle Safety Standard (FMVSS) No. 208 Occupant Crash Protection. These vehicles may have been built with a passenger-side instrument panel (IP) cover with either an injection molded substrate that was manufactured with contaminated resin or with a skin extruded with contaminated colorant material. Non-conforming instrument panel cover components may alter the intended passenger airbag cushion opening and inflation characteristics. In the event of a crash necessitating deployment
of the passenger airbag, the airbag may not deploy as intended, increasing the risk of injury. New! SERVICE ACTION
Before demonstrating or delivering any new in-stock vehicles involved in this recall, dealers are to replace the passenger instrument panel cover. This service must be performed on all affected vehicles at no charge to the vehicle owner.
Note: Passenger instrument panel cover parts are available for both Limited and Platinum series trim packages. Refer to Attachment IV for Affected Vehicles – VIN List for Limited trim level vehicles.
New! OWNER NOTIFICATION MAILING SCHEDULE
Owner letters are expected to be mailed the week of March 20, 2023. Dealers should repair any affected vehicles that arrive at their dealerships, whether the customer has received a letter or not.

Effective March 1ˢᵗ, 2021, all parts replaced as part of an FSA repair with a repair order open date of March 1ˢᵗ, 2021, or later must be inspected and signed off on the repair order by a member of your dealer fixed operations management team or an employee the task has been delegated to. If the task is to be delegated to a non-management employee, the employee needs to be someone other than the technician who completed the repair and needs to understand the importance of completing this task consistently and accurately.
• All parts replaced as part of an FSA repair should be returned to the parts department following the Warranty Parts Retention and Return Policies.
• Inspect the replaced parts to verify the FSA repair was completed.
• If the FSA repair is found to be complete, the designated employee signs the repair order line or parts return stamp area (electronic or hand signed) for the FSA repair indicating the parts were inspected and validated to have been replaced.
• After the parts have been inspected, they should be handled based on the guidance in the parts status report in the Online Warranty System (Hold, Return, CORE, Scrap, etc.).
• This process is subject to review during warranty audits for FSA repairs with a repair order open date of March 1ˢᵗ, 2021, or later. Any eligible FSA claims requiring parts replacement found not to have been inspected and signed off during a warranty audit will be subject to chargeback and consideration for enrollment into the Dealer Incomplete Recall Repair Process.
Note: Other approvals (electronic or handwritten) for add-on repair lines, dealer-owned vehicle repairs, and repeat repairs do not qualify as FSA parts inspection approvals. The post-repair FSA parts inspection process (electronic or handwritten) is independent of other warranty approval requirements. The approval by the designated employee implies that the FSA parts were found to be replaced and must be able to be identified on the Repair Order. Recall Reimbursement Plan for 23C01 Ford and Lincoln dealers are in the best position to quickly and efficiently process reimbursement requests. However, federal legislation requires all motor vehicle manufacturers to establish processes through which customers may seek recall reimbursement directly from the manufacturer or the dealers. Regarding the specific reimbursement plan for Recall # 23C01, owners who have paid for service to remedy the defect or noncompliance must have had that service performed before April 21, 2023.
After this date, if repairs related to this recall are performed by a non-Ford repair facility in an emergency, customers must submit any refund requests through their dealership. As required by this federal regulation, Ford Motor Company submitted the details of its latest General Recall Reimbursement Plan in a letter to the National Highway Traffic Safety Administration (NHTSA) in May 2021. The following is the text of that letter and the Plan: General Recall Reimbursement Plan
(As submitted to the NHTSA) Under the requirements outlined in 49 CFR Part 573 and Part 577 of the Code of Federal Regulations, Ford Motor Company (Ford) is submitting the required information about our general reimbursement plan for the cost of remedies paid for by vehicle owners before they are notified of a related safety recall. Set forth below is Ford’s general plan to reimburse owners and purchasers for costs incurred for remedies in advance of notification of potential safety-related defects or noncompliance under Part
573.6 (c)(8)(i). This plan has not changed since our February 20, 2019 submission. Reimbursement Notification Ford’s notice to a vehicle owner by 49 CFR Part 577 will indicate that Ford is offering a refund if the owner paid to have service to remedy the defect or noncompliance before a specified ending date. By Part 573.13 (c)(2), this ending date will be defined as a minimum of ten calendar days after the date on which Ford mailed the last of its Part 577 notifications to owners and will be indicated in the specific reimbursement plan available to owners for an individual recall. This notice will direct owners to seek eligible reimbursement through authorized dealers or, at their option, directly through Ford at the following address: Ford Motor Company
P.O. Box 6251 Dearborn, MI 48121-6251 Ford notes that this rule allows for the identification of a beginning date for reimbursement eligibility. Under the rule, an owner who paid to remedy the defect or noncompliance before the identified beginning date would not be eligible for reimbursement. Ford generally has not established such a beginning date for reimbursement eligibility and does not presently anticipate changing this general policy. However, in any case, where Ford determines a beginning date is appropriate, Ford will indicate that date in the owner’s notice. As permitted by 577.11(e), Ford may not include a reimbursement notification when all vehicles are well within the warranty period, subject to approval by the agency. Version 04-23-19 Costs to be Reimbursed For vehicles, reimbursement will not be less than the lesser of: • The amount paid by the owner for the remedy that specifically addressed and was reasonably necessary to correct the defect or noncompliance that is the subject of the recall, or
• The cost of parts for the remedy (to be no more than the manufacturer’s list retail price for authorized part(s), plus associated labor at local labor rates, miscellaneous fees (such as disposal of waste), and taxes. For replacement equipment, reimbursement will be the amount paid by the owner for the replacement item (limited by the amount of the retail list price of the defective or noncompliant item that was replaced, plus taxes, where the brand or model purchased by the owner was different from the brand or model that was the subject of the recall). If the item of motor vehicle equipment was repaired, the reimbursement provisions identified above for vehicles will apply. Ford notes that costs incurred by the owner within the period during which Ford’s original or extended warranty would have provided for a free repair of the problem will not be eligible for reimbursement, as provided by Part 573.13 (d)(1). Entities Authorized to Provide Reimbursement Ford will continue to use authorized dealers to reimburse owners under the specific reimbursement plans for a particular recall and will encourage owners to pursue requests for reimbursement directly through dealers to expedite reimbursement. Ford will also provide a mailing address to which customers can, at their option, send requests for reimbursement directly to Ford, as previously noted. Requests for reimbursement sent directly to Ford may take up to 60 days to process.
Whether the owner chooses to pursue reimbursement requests through a dealer or directly through Ford, the owner will be directed to submit the required documentation, upon which reimbursement eligibility will be determined. Required Documentation The reimbursement determination will depend upon the information provided by the customer. Consistent with Part 573.13 (d)(4) the following information must be submitted: • Claimant’s name and address
• Vehicle make, model, and model year
• Vehicle identification number (VIN) and, for replacement equipment, a description of such equipment or, for tires, the model, size, and TIN (DOT code)
• Identification of the recall number (either the Ford recall number or the NHTSA recall number)
• Identification of the owner of the recalled vehicle at the time that the pre-notification remedy was obtained
• An original receipt for the pre-notification remedy that includes a breakdown of the amount for parts, labor, other costs, and taxes, including costs for the replacement item. Where the receipt covers work other than to address the recall or noncompliance, Ford may require the claimant to separately identify costs that are eligible for reimbursement.
• If the remedy was obtained during the warranty period, documentation indicating that the warranty was not honored or the warranty repair did not correct the problem related to the recall.
