Summary

FordeBay logo Motor Company (FordeBay logo) is recalling certain 2022-2023 Bronco Sport and 2022 F-150 vehicles. The parking lights may flicker when the headlights are activated. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 108, “Lamps, Reflective Devices, and Associated Equipment.”

 

Remedy

Dealers will replace or reprogram the LED Driver module, free of charge. Owner notification letters were mailed March 29, 2023. Owners may contact FordeBay logo customer service at 1-866-436-7332. FordeBay logo’s number for this recall is 22C22.

REASON FOR THIS COMPLIANCE RECALL

The affected vehicles may not conform to the requirements specified by Federal Motor Vehicle Safety Standard (FMVSS) No. 108 Lamps, reflective devices, and associated equipment. FMVSS 108 requires the park/position lamp function to be “steady burning”. Vehicles may exhibit a front park/position lamp flickering that results in a park/position lamp function that is not “steady burning”. A front park/position lamp that flickers could increase the risk of a crash.

 

SERVICE ACTION

Before demonstrating or delivering any new in-stock vehicles involved in this recall, dealers are to follow the Technical Information in Attachment III:

F-150: Inspect the headlamp to determine if vehicles have headlamp control modules (HCM): IMPORTANT NOTE: Both headlamp types require two (2) software updates each. 

  • With HCM – Update the software in the light emitting diode (LED) module and HCM using FDRS. Perform the LED module software update even if the HCM is at the latest level.
  • WITHOUT HCM – Inspect both the left hand (LH) and right hand (RH) LED module labels and follow the unique Technical Information with the following variations:
    • Both LH / RH labels match a number on the list
    • LH ONLY label matches the list
    • RH ONLY label matches the list
    • Neither label matches the list
  • For both headlamp types – screenshot/photo verification of successful programing to the SSSC.
  • Mobile repairs are not recommended.

Bronco Sport: Replace both LH and RH LED modules per Attachment IV -Technical Information – Bronco Sport.

This service must be performed on all affected vehicles at no charge to the vehicle owner.

 

OWNER NOTIFICATION AND MAILING SCHEDULE
F-150 Owner letters were mailed the week of March 27, 2023. Bronco Sport Owner letters are expected to be mailed the week of May 15, 2023. Dealers should repair any affected vehicles that arrive at their dealerships, whether or not the customer has received a letter.

 

SOLD VEHICLES

  • FordeBay logo has not issued instructions to stop selling/delivering or driving used vehicles under this compliance recall. Owners should contact their dealers for an appointment to have their vehicles remedied as soon as practicable.
  • Immediately contact any of your affected customers whose vehicles are not on your VIN list but are identified in OASIS. Give the customer a copy of the Owner Notification Letter (when available) and schedule a service date.
  • Correct other affected vehicles identified in OASIS which are brought to your dealership.
  • Dealers are to prioritize repairs of customer vehicles over repairs of new and used vehicle inventory.

 

STOCK VEHICLES

  • Correct all affected units in your new vehicle inventory before delivery.
  • Use OASIS to identify any affected vehicles in your used vehicle inventory.

 

DEALER-OPERATED RENTAL VEHICLES

The Fixing America’s Surface Transportation (FAST) Act law effective June 2016 prohibits a rental company from selling, renting, or leasing vehicles subject to a safety or compliance recall. Please consult your legal counsel for legal advice.

 

TITLE BRANDED / SALVAGED VEHICLES
Affected title-branded and salvaged vehicles are eligible for this recall.

 

OWNER REFUNDS

  • This safety/compliance recall must still be performed, even if the owner has paid for a previous repair. Claiming a refund will not close the recall on the vehicle.
  • FordeBay logo Motor Company is offering a refund for owner-paid repairs covered by this recall if the repair was performed before the date indicated in the reimbursement plan, which is posted with this bulletin. Owners are directed to seek reimbursement through authorized dealers or, at their option, directly through FordeBay logo Motor Company at P.O. Box 6251, Dearborn, MI 481216251.
  • Dealers are also pre-approved to refund owner-paid emergency repairs that were performed away from an authorized servicing dealer after the end date specified in the reimbursement plan. Non-covered repairs, or those judged by FordeBay logo to be excessive, will not be reimbursed.
  • Refunds will only be provided for the cost associated with replacing a HCM or LED control module(s) to correct a flickering front park lamp.

 

RENTAL VEHICLES 

Rental vehicles are not approved for this program.

CERTAIN 2022 MODEL YEAR BRONCO SPORT AND F-150 VEHICLES — PARK LAMP FLICKER

IMPORTANT: ERROR PREVENTION – READ AND FOLLOW ALL INSTRUCTIONS EXACTLY.

These  instructions require unique additional module programing steps.

 

SERVICE PROCEDURE

F-150

NOTE: Halogen lamps are NOT to be included in this program. DO NOT attempt to program a vehicle with halogen headlamps.

1. Inspect the headlamps to determine if the vehicle is equipped with a Headlamp Control Module (HCM). Which headlamps are equipped on this vehicle? See Figure 1.

With HCM Identification: Headlamp is split into 2 sections and has a thin turn lamp.

– Proceed to the TWO STEP HCM Reprogramming Procedure on Page 8.

Without HCM Identification: Headlamp is split into 4 sections and has a thicker turn lamp.

– Proceed to the Non-HCM Light Emitting Diode (LED) Control Module Inspection on Page 2.

 

NOTE: An HCM cannot be updated if a vehicle is not equipped.

 

Non-HCM Light Emitting Diode (LED) Control Module — Inspection.

2. Position the vehicle on a hoist.

3. On both sides of the vehicle, remove the two fender splash shield screws and the push pin retainer. See Figure 2.

 

4.  On Left Hand (LH) side, position aside the fender splash shield.

5.  Look up at the bottom of the headlamp so the LED module label is visible. See Figures 3, 4 and 5.

 

6. Take a CLEAR photo of the label with the 13-digit number on the LED module as shown in Figure 5.  of one of the label numbers on the list

7. Repeat steps 4 – 6 on the Right Land (RH) side.

8. Compare both RH and LH 13 digit label numbers to the list below.

1. Disconnect the RH headlamp connector C1285 located on the back of the headlamp assembly.  See Figure 6.

NOTE: LH shown RH similar.

 

2. Proceed to Non-HCM Reprogramming Procedure on Page 11.

 

RH ONLY label matches one of the 13 digit numbers

1. Remove both LH and RH LED modules from the headlamp assemblies. Follow the Workshop Manual (WSM) procedures in Section 417-01.

2. Install the LH LED module on the RH side headlamp assembly.

3. Install the RH LED module on the LH side headlamp assembly.

NOTE: Make sure the LH side headlamp has an LED module installed that now has a label matching a 13 digit number from the list on page 4.

4. Reinstall both LH and RH headlamp assemblies. Follow the Workshop Manual (WSM) procedures in Section 417-01.

5. Disconnect the RH headlamp connector C1285 located on the back of the headlamp assembly. See Figure 7.

NOTE: LH shown RH similar.

 

6. Proceed to Non-HCM Reprogramming Procedure on Page 11.

 

Neither label matches one of the 13 digit numbers

1. Disconnect BOTH the LH C1284 and the RH C1285 headlamp connectors located on the back of the headlamp assemblies. See Figure 8.

NOTE: LH shown RH similar.

 

2. Proceed to Non-HCM Reprogramming Procedure on Page 11.

 

HCM Reprogramming Procedure

IMPORTANT: ERROR PREVENTION – This involves TWO (2) reprograming sequences – Follow instructions EXACTLY.

IMPORTANT: Headlamps may not be functional if this process is interrupted.

 

Module Programming

NOTE: Program appropriate vehicle modules before performing diagnostics and clear all DTCs after programming. For DTCs generated after programming, follow normal diagnostic service procedures.

1.  Connect a battery charger to the 12V battery.

NOTE: Verify that the negative cable of the charger is installed on a chassis or engine ground and not the 12 volt battery negative terminal to prevent the battery saver mode from activating on the   vehicle.

NOTE: If the diagnostic software does not load or if the vehicle cannot be identified properly, make sure there is a good internet connection and the VCM is properly connected to the DLC.

2.  Log into FordeBay logo Diagnostic and Repair System (FDRS).

NOTE: Vehicle information is automatically retrieved by the diagnostic software and a Network Test is run. Vehicle identification data appears on the screen when this is complete.

3.  Click “Read VIN from Vehicle” or manually enter the VIN.

NOTE: Available modules are shown on the LH side of the screen and available procedures are listed on the RH side of the screen. Modules that are communicating are highlighted in green.

4.  Select Toolbox tab.

5.  From the list on the LH side of the screen, select the HCM.

IMPORTANT: HCM programing instructions are continued on the next page.

6. From the list on the RH side of the screen, select HCM – Light Emitting Diode (LED) Control Module Software Update – Software Level 9.23 or later. See Figure 5.

7. Click RUN.  Follow all on-screen instructions carefully.

8. From the list on the LH side of the screen, select the HCM.

9. From the list on the RH side of the screen, select HCMHeadlamp Control Module (HCM) Software Update. See Figure 6.

NOTE: If there is no HCM software update available and the HCM is at the latest level, proceed to Step 12.

10. Click RUN. Follow all on-screen instructions carefully.

11. On the FDRS diagnostic tool, select Vehicle identification / Vehicle History tab.

  • Or using the Professional Technician System (PTS), go to PTS > Diagnostics tab > Vehicle History.

12. Take a screen shot photo of the completed FDRS History that confirms BOTH the LED module and HCM have been performed. See Figure 7.

NOTE: The LED software level needs to be at 9.23 or higher.

13. Submit the confirmed Screen Shot photo to the Special Service Support Center (SSSC) via the SSSC Web Contact Site and note if any special circumstances.

NOTE: The SSSC will confirm and respond with an FSA approval code used for payment processing.

14. From the list on the RH side of the screen, select Self-Test and click RUN.

15. Click the Run Selected Tests button in the lower right.

16. Click the Clear & Retest button at the top of the screen to clear DTCs in all modules.

17. Disconnect the battery charger from the 12V battery once the programming has completed. This completes the recall.

NOTE: See page 14 for Important Information for Module Programming.

 

Non-HCM Reprogramming Procedure

IMPORTANT: ERROR PREVENTION – This involves TWO (2) reprograming sequences – Follow instructions EXACTLY.

IMPORTANT: Headlamps may not be functional if this process is interrupted.

4. Select Toolbox tab.

5. From the list on the LH side of the screen, select the BCM.

IMPORTANT: DO NOT interrupt this procedure once started.

6. From the list on the RH side of the screen, select BCM – Body Control Module (BCM) Software Update.

7. Click RUN.  Follow all on-screen instructions carefully.

IMPORTANT: BCM programing instructions are continued on the next page.

8. Has Field Service Action (FSA) 21M08 been completed on this vehicle?

YES – Continue to Step 9.

NO – Print 22C22 specific owner manual addendum and continue on to Step 9.

(Do NOT print the 21M08 addendum as called out in the FDRS pop-up as shown in Figure 8.)

9. Select the SW Update tab again.

NOTE: This starts the 2nd BCM programing which is required. If a second BCM update is not available, return to headlamp inspection on Page 1, Step 1.

10. From the list on the RH side of the screen, select BCM – Body Control Module (BCM) Software Update again. See Figure 9.

11. Click RUN. Follow all on-screen instructions carefully.

12. On the FDRS diagnostic tool, select Vehicle identification tab / Vehicle History tab.

  • Or using the Professional Technician System (PTS), go to PTS > Diagnostics tab > Vehicle History.

13. Take a screen shot photo of the completed FDRS History that confirms BOTH of the BCM updates have been performed. See Figure 10.

14. Submit the confirmed Screen Shot photo to the SSSC via the SSSC Web Contact Site and note if any special circumstances.

NOTE: The SSSC will confirm and respond with an FSA approval code used for payment processing.

15. From the list on the RH side of the screen, select Self-Test and click RUN.

16. Click the Run Selected Tests button in the lower right.

17. Click the Clear & Retest button at the top of the screen to clear DTCs in all modules.

18. Disconnect the battery charger from the 12V battery once the programming has completed.

19. Reconnect the RH and/or LH headlamp connectors as needed.

20. Verify high and low beam headlamp operation.

21. Position back the fender splash shield and install the three retainers. This completes the FSA.

 

Important Information for Module Programming

NOTE: When programming a module, use the following basic checks to ensure programming completes without errors.

  • Make sure the 12V battery is fully charged before carrying out the programming steps and connect FDRS/scan tool to a power source.

NOTE: A good internet connection is necessary to identify the vehicle and to load the diagnostic software.

  • Inspect the Vehicle Communication Module II (VCM IIeBay logo)/Vehicle Communication Module III (VCM III) or the Vehicle Communication and Measurement Module (VCMM) and the cables for any damage. Make sure scan tool connections are not interrupted during  programming.
  • A hardwired connection is strongly recommended.
  • Turn off all unnecessary accessories (radio, heated/cooled seats, headlamps, interior lamps, HVAC system, etc.) and close doors.
  • Disconnect/depower any aftermarket accessories (remote start, alarm, power inverter, CB radio,etc.).
  • Follow all scan tool on-screen instructions carefully.
  • Disable FDRS/scan tool sleep mode, screensaver, hibernation modes.
  • Create all sessions key on engine off (KOEO). Starting the vehicle before creating a session will cause errors within the programming inhale process.

 

Recovering a module when programming has resulted in a blank module

a. Disconnect the VCM IIeBay logo/VCM III or the VCMM from the data link connector (DLC) and your PC.

b. After ten seconds, reconnect the VCMII/VCMIII or the VCMM to the DLC and the PC. Launch FDRS. The VCMII/VCMIII or the VCMM icon should turn green in the bottom right corner of the screen. If it  does not, troubleshoot the FDRS to VCM connection.

c. If you are using the same FDRS as the initial programming attempt, select the appropriate VIN from the Vehicle Identification menu. If you are using a different FDRS, select “Read VIN from Vehicle” and proceed through the Network Test.

d. In the Toolbox menu, navigate to the failed module and Download/Run Programmable Module Installation (PMI). Follow the on-screen prompts. When asked if the original module is installed, select “No” and continue through the installation application.

e. Once programming has completed, a screen may list additional steps required to complete the programming process. Make sure all applicable steps are followed in order.

 

CERTAIN 2022 MODEL YEAR BRONCO SPORT AND F-150 VEHICLES —  PARK LAMP FLICKER

 

SERVICE PROCEDURE

Bronco Sport

1. Remove the Front Bumper Cover. Please follow the WSM procedures in Section 501-19.

NOTE: Do NOT remove the headlamp from the front bumper cover.

NOTE: Perform these steps on both left hand (LH) and right hand (RH) side of the vehicle.

2. Remove the screws and release the Light Emitting Diode (LED) Control Module from the headlamp assemblies. See Figure 1.

NOTE: Headlamp removed from the front bumper cover for clarity. LH shown, RH similar.

 

3. Disconnect the electrical connectors, and then remove and replace the LED control modules on both LH/RH sides. See Figure 2.

4. Position the new LED control module and install the screws. See Figure 3.

NOTE: Headlamp removed from the front bumper cover for clarity. LH shown, RH similar.

 

5. Install the Front Bumper Cover. Please follow the WSM procedures in Section 501-19.

6. Using a diagnostic scan tool, execute the “BCM > LIN New Module Initialization” routine. Follow the  diagnostic scan tool directions. This completes the recall for Bronco Sport.

IMPORTANT NOTE: Federal law prohibits selling motor vehicle parts or components that are under safety, compliance, or emissions recall. Unless a part is requested to be returned to FordeBay logo, all parts replaced under this FSA must be scrapped in accordance with all applicable local, state and federal environmental protection and hazardous material regulations. Refer to the Parts Retention, Return, & Scrapping section of the FSA dealer bulletin for further information.

Tailgate – Vehicles With: Remote Power Tailgate Release/Remote Release Tailgate

The following information supplements your Owner’s Manual. For any questions regarding the tailgate, contact an authorized dealer.

 

NOTE: The following is applicable after the completion of Field Service Action 22C22 – Front Park Lamp Flicker, which updated the vehicle to the most current level of software.

 

OPENING THE TAILGATE FROM INSIDE YOUR VEHICLE

Press the button on the instrument panel twice within three seconds.

Note: A tone sounds when the tailgate opens.

 

OPENING THE TAILGATE FROM OUTSIDE YOUR VEHICLE

  1. Unlock the vehicle with the remote control or power door unlock button.

 

Note: If an intelligent access transmitter is within 1 m (3 ft) of the tailgate, the tailgate unlocks when you press the tailgate release button.

 

  1. Press the button in the top of the tailgate handle twice within three seconds.

 


Chronology :

July – August 2022

On July 7, 2022, the Hermosillo Plant (HSAP) vehicle team brought an issue pertaining to the parking lamps flickering to FordeBay logo’s Critical Concern Review Group.

The first vehicle was found by the assembly plant quality personnel during an audit of Bronco Sport. Additional Bronco Sport vehicles were detected by plant personnel in a yard campaign. HSAP quality team found 10 units from a population of 734 where the position lamp starts flickering after a 5 minute functional test. This condition coincided with an LED Driver Module (LDM) part change from version 4.1L to version 4.2. Certain affected Bronco Sport, F150, and Raptor vehicles are equipped with the LDM version 4.2 that will cause the position lamps to flicker.

On July 5, 2022, FordeBay logo Electrical Lighting Module Engineering and the Continental engineers analyzed component voltages to determine which modules and vehicles may have the concern to determine scope.

On July 22, 2022, FordeBay logo Electrical Lighting Module Engineering reviewed environmental temperatures during reports of flickering to determine if the condition was related to temperatures.

July – August 2022: Automotive Safety Office evaluated FMVSS 108 requirement for steady burning, searched for and monitored field reports to determine scope of which vehicles may be affected.

August 31, 2022, FordeBay logo’s Technical Review Group (TRG) reviewed this concern. The subject lamps meet FMVSS 108 component-level compliance tests. However, at the vehicle level, the lamps are objectively not steady burning. The TRG recommended the flickering park lamp condition be reviewed by the Field Review Committee.

On September 07, 2022, FordeBay logo’s Field Review Committee reviewed the concern and approved a field action.

FordeBay logo is not aware of any reports of accident or injury related to this condition
