I have a 2010 Mercury Milan with 70238 miles on it. The right rear tail light is bright with out stepping on the brake. Is it still covered?

I read above coverage ends at 10yr/150K, but also “Coverage under this program begins after the expiration of the New Vehicle Limited Warranty. ”

Could the warranty start date and expiration of the New Vehicle Limited Warranty be different?

I had the left light covered at approx 120k, now the right is bad, my Milan has approx 159k, thoughts?

My wife took our 2011 Lincoln MKZ in to the local dealership and was told they can not just go by a visual inspection which showed it not working properly. The service mgr said they had to perform a diagnostic test for the 14M03 to cover the cost, if it was something different we would have to pay $115.00 for test plus cost of repair. Sounds a little suspicious to me, is this normal practice?
